CITY COUNCIL SPECIAL MEETING
March 9, 1981
CALL TO ORDER
Mayor Robert H. Christy called the Special Meeting of the City
Council of the City of Edgewater to order at 3:00 P.M. in the
Conference Room.

The purpose of the special meeting was to discuss changes in the
Utility Ordinance No. 80-0-43 and purchase of communication
equipment under State contract.
Councilman Ledbetter stated he felt the two items being discussed
were not necessary for a special meeting and made a motion to
adjourn the meeting.
The motion DIED for lack of a second.
Purchase of Communication Equipment under State contract.
Terry Wadsworth, Supervisor of the Utilities Department, stated
in a brief summary that he needed Council approval for the purchase
of two walkie-talkies which would be over the $1,000 purchase
limitation.
The City Clerk read the letter from Mr. Wadsworth concerning this
purchase request.
There was a discussion regarding the need for these units and one
unit which was reported stolen.
Police Chief Baugh requested if the Council approved the request
of purchase could he include two batteries for the present units
used by the Police Department. He explained this would be a saving
for the City since they give a reduced rate when included with an
order. The Council had no objection.
Councilman Pendleton arrived at the meeting.
Councilman Wilbur made a motion to give the Utilities Supervisor
the authority to purchase the walkie-talkie equipment. Councilman
Lodico seconded the motion.
Upon roll call the motion CARRIED 5-0.
Utility Ordinance 80-0-43
Councilman Wilbur explained this ordinance was an item brought from
a previous meeting and it had been pending.
The City Attorney read Ordinance 81-0-8, which the Council had
authorized to be drafted three weeks ago.

AN ORDINANCE AMENDING SECTION 19-8 OF CODE OF ORDINANCES TO
MANDATE HOOK-UP OF ALL LOTS WITHIN THE WATER DISTRIBUTION SYSTEM,
TO IMPOSE A DEVELOP~lliNT FEE ON ALL SAID HOOK-UPS, AND TO IMPOSE
CONNECTION CHARGES BASED ON ACTUAL COST; FURTHER AMENDING SECTION
19-9 TO INCREASE CERTAIN LOTS TO $250; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH, PROVIDING AN EFFECTIVE DATE.
Councilman Wilbur made a motion to adopt the Ordinance and
Councilman Lodico seconded the motion.
There was a brief discussion regarding the meters and wells at the
trailer parks. Councilman Pendleton questioned the importance of
meter sizes with connection charges. The meter sizes and trucks
getting water from City hydrants was further discussed.
The City Attorney asked Councilman Wilbur to clarify why this
ordinance was being passed on an emergency basis.
Councilman Wilbur said he had been contacted by many people who
can't afford the impact fee and can't drink the water. This was
being done in the interest of the safety of the people who
were having to consume unhealthy or unsanitary water.
There were no comments from the audience.
Upon roll call the motion CARRIED 5-0.
There was a discussion regarding deleting garbage from the deposit
requirement; uniform cross connect ordinance; and swimming pool
turn-on/turn-off, which had been discussed at a previous meeting.
Councilman Wilbur made a motion to instruct the City Attorney to
revise Ordinance 80-0-43, the Utility Ordinance, regarding items
discussed at the January 20, 1981 workshop. Councilman Lodico
seconded the motion.
Upon roll call the motion CARRIED 5-0.
