March 9, 1981
CALL TO ORDER
Mayor Robert H. Christy called the special workshop of the City
Council of the City of Edgewater to order at 3:30 P.M. in the
conference room.

The purpose of the special workshop was to discuss the following:
Combining Streets and Parks & Maintenance Departments
Councilman Lodico discussed the combination of the Street Department
and the Parks & Maintenance Department to eliminate the duplication
of various jobs. He reviewed the fact that several departments have
lawn mowers and this creates a duplication, as well as picking up
the trash at the back of City Hall.
Al Blazi, Supervisor of the Parks & Maintenance Department, stated
that about six months ago the lawn mowing was combined and at the
present time there are several mowers that are not operable.
Councilman Lodico made a recommendation that everything be put
under the Department of Public Works, under one management.
Councilman Ledbetter questioned Councilman Lodico if the Street
Department Supervisor didn't have enough to do with the streets
and garbage without adding an additional burden.
There was further discussion regarding the number of men needed in
the departments and the budgets, along with the fact that some of
the employees in the Parks & l1aintenance Department were CETA people.
Janitorial Position at City Hall
The City Clerk stated the motion to abolish the position was voted
down at the regular Council Meeting, however she wanted to clarify
the fact that no one was trying to get rid of JoAnn Sikes, that it
was strictly a suggestion as a means of cutting expenses.
There was further discussion concerning her salary of $3,000 a year
and the fact that if she did not perform the services for City Hall
someone else would have to be hired to do this.
Travel Per Diem
Councilman Lodico recommended to the Council that they should set a
maximum amount for travel per diem and expenses.
Mayor Christy said the $.14 per mileage was below the government
standards.
Chief Baugh stated expenses for seminars, etc. are usually specified
on the applications before anyone attends.

Responsibilities of Coordinators
Councilman Lodico questioned what are the responsibilities of the
coordinators - if they can take care of and advise his supervisors
without the Mayor interfering. He thanked the Mayor for obtaining
the names on a recent petition, however did not think the Mayor
should have told his supervisor to assist him.
Mayor Christy said he would not interfere with Councilman Lodico's
supervisor and would refer future calls to Councilman Lodico.
Councilman Lodico also stated that the coordinator should know more
about his department than anyone and his advice to the Council
should be considered.
Councilman Lodico requested the City Clerk to advise the coordinator
of the cost involved, however not suggest the amount to be charged.
This should be left up to the coordinator to bring to the Council.
Street Light Funds
Councilman Wilbur asked if the funds from the street lights were
used for other operational purposes what would happen if Florida
Power and Light quit installing the lights,.
Mayor Christy stated the reason this fund was established was to
help pay for the street lights rather than increasing the taxes.
The use of the funds was discussed and the City Attorney said
as the trustees of the fund the Council had the authority to use
the funds for operational purposes.
Frank Opal questioned why the money in the fund wasn't being used
from the past year.
Mayor Christy said that was the purpose of discussingthe's:ubject
at this time.
Federal Revenue Sharing Funds
The City Clerk requested the Council discuss the appropriauion
of the 1980-81 Federal Revenue Sharing Funds, or designating them
as being unappropriated. .
The Council discussed using $15,000 for the Fire Department; and
$12,000 for a Street Department tractor and $1,700 for typewriters.
IThe City Clerk said she would deliver the budget to the governing
body as discussed for the March 16th agenda for the $15,000 to the
Fire Department, $12,000 for a tractor for the Street Department
and $1,700 for typewriters.
Ordinance 611
Mayor Christy reported on multiple units on premises regarding
garbage collection charges. It was stated some of the trailer
parks are not reporting the accurate number of vacancies and the
City had lost thousands of dollars.
There was further discussion that the trailer parks and multiple
units should be charged the same as home owners.
The Council instructed the City Attorney to change Ordinance 611
to reflect billing hotels, motels, trailer parks, multiple business
or commercial units on the basis of the units in the park, rather
than those units reported, for the agenda 3/16/81 on an emergency basis.
ADJOURN
Councilman Pendleton made a motion to adjourn the meeting and
Councilman Ledbetter seconded the motion. The meeting was adjourned.
