11-26-1984 - Special ( If .. Q Q CITY COUNCIL OF EDGEWATER SPECIAL MEETING NOVEMBER 26, 1984 MINUTES Mayor Ledbetter called the Special Meeting to order at 7:00 PM in the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer City Attorney Jose' Alvarez City Clerk Connie Kinsey Police Chief Douglas Betts Present Excused Present Present Present Excused Present Present Approval of Minutes - November 16, 1984 - Councilman Spencer moved that Council approve the minutes of November 16th. Councilwoman Bennington seconded the motion. Motion CARRIED 4-0. Approval of Minutes - November 19, 1984 - Councilwoman Bennington moved to approve the November 19th regular meeting minutes. Councilman Spencer seconded the motion. Motion CARRIED 4-0. Resignations from Citizen Code Enforcement Board - Russell Prater and Louis Rotundo - Councilman Asting moved to accept the resignations of Russell Prater and Louis Rotundo. Councilman Spencer seconded the motion. Motion CARRIED 4-0. Council Comments - Councilman Spencer reviewed some of the accomplishments of Council during the past two years. He mentioned such items as: additional recre- ation for children and adults, including the hiring of a Recreational Director/ Buildings & Maintenance Superintendent; enactment of a recreational impact fee; construction of a new soccer/baseball field; improvements to the boat launching ramps; the soon to be constructed bike path on Park Avenue; a new concession stand to be constructed at the ball park; additonal safety for citizens due to two more officers in the Police Department; the officers on 8 hour shifts instead of 12 hours; three new Police cruisers; the modern 911 emergency system; combining EVER and the Fire Department to form the Edgewater Volunteer Rescue and Fire Department; a modern ambulance to soon replace the old EVER vehicle; establish- ment of a Building Department which has a Building Official, Assistant Code Enforcement Officer and a Secretary; hiring a part-time City Engineer and a new Consulting Engineering firm for major projects; completion of providing City water throughout Florida Shores; the start of a program to increase the water supply and treatment; purchase of badly needed equipment for Public Works Department; establishment for the first time of a written Pay Plan and Safety Program for City employees; and the City's finances are in excellent shape. He noted that many organizations and individuals have worked hard to make these things happen and expressed his thanks to the many volunteers who serve~on the several advisory boards, and particularly the dedicated members of the Volunteer Rescue and Fire Department. He added that the City is fortunate to have many capable and hard working employees and he thanked them, and particularly expressed his sincere appreciation to City Attorney Jose' Alvarez, Secretary Sue Koser, and City Clerk Connie Kinsey. He said he's enjoyed serving on the Council and serving the people for the past two years and he wished the incoming Council all success in making wise decisions for the benefit of the citizens. Councilman Asting wished the members of the outgoing Council a happy holiday season with best wishes for the coming new year. Councilwoman Bennington thanked the people of Edgewater for giving her the opportunity to serve them the past two years. She added that the staff and employees of the City were a great help and she learned a lot and wouldn't change one thing she did and served the people with honesty and integrity and in the best interest of the City. She wished the new Council the very best and wished Mr. Prater her good wishes for success. She thanked her fellow Councilmen who worked with her the past two years and said she enjoyed it and will miss it. . l L (.) o Council Comments (Continued) - Mayor Ledbetter stated that he had no regrets and wished the new Council all the success in the world. Resolution No. 84-R-57 Adjournment Sine Die - City Clerk Kinsey read the Resolution. RES. 84-R-57 - A RESOLUTION DETERMINING THAT THERE IS NO FURTHER BUSINESS TO COME BEFORE THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AND THAT THIS ADMINISTRATION OF THE CITY OF EDGEWATER, FLORIDA, ADJOURN SINE DIE; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilwoman Bennington moved that they accept Resolution 84-R-57. Councilman Spencer seconded the motion. Motion CARRIED 4-0. Administering of oaths to incoming Council members - City Clerk Kinsey admin- istered the oaths to the incoming Council members - Earl Baugh, Louis Rotundo, Russell Prater, Neil Asting, and James Inman. Mayor Baugh thanked the audience for coming and said it was an honor to be there. Councilman Rotundo thanked the citizens who had faith in him and elected him for the next two years. He introduced the members of his family who were in the audience. Councilman Prater thanked the supporters who elected him and said he'll work hard to live up to their expectations. Councilman Asting thanked the people who supported him and promised to do his best during the next two year term. He wished everyone a happy holiday season and best wishes for the coming new year. Councilman Inman welcomed each person in the audience and thanked all his supporters and friends who voted for him and elected him. He said he fully intends to keep in contact with the people because he believes as he stated in his campaign that good government is through communications. He also said he'll vote for the people's best interests. Ymyor Baugh said he considers this the greatest challenge in the world. He introduced his wife who was seated in the audience. He stated that he loves this community and will do the best job possible. He recognized Judge Johnson in the audience. Councilman Asting moved to adjourn. Councilman Prater seconded the motion.
