11-07-1984 - Special , u u - 3. CITY COUNCIL OF EDGEWATER SPECIAL MEETING NOVEMBER 7, 1984 MINUTES Mayor Ledbetter called the Special Meeting to order at 4:00 PM in the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Present Absent Present Present Councilman Jack Spencer City Attorney Jose'Alvarez City Clerk Connie Kinsey Police Chief D. Betts Present Excused Present Arrived Later Also present were Mrs. JoAnne Sikes and Mr. Robert Matetich, Sr., Election Clerks, and Mrs. Susan Wadsworth, Deputy City Clerk. Mayor Ledbetter stated the purpose of the meeting was to transmit the returns and count the absentee ballots for the General Election held November 6, 1984. City Clerk Kinsey read the totals from the envelopes received from the election workers and Mayor Ledbetter confirmed the totals agreed with those in his envelopes for both Precincts 24 and 24A. Councilman Asting moved to recess until the absentee ballots are opened. Councilman Spencer seconded the motion. Motion CARRIED 4-0. Meeting was recessed at 4:07 PM. Mrs. Sikes and Mr. Matetich, Sr. reviewed the absentee ballot envelopes during the recess. Chief Betts arrived during the recess at 4:09 PM. Mayor Ledbetter called the meeting back to order at 4:15 PM. Mrs. Sikes stated that there are eight ballots that are properly signed but they didn't put their precinct numbers on the envelopes. Councilman Asting moved to accept these. Councilman Spencer seconded the motion. Motion CARRIED 4-0. Mrs. Wadsworth explained that there were three requests for absentee ballots which were mailed and then the people were back in town to vote in their precincts, and the ballots weren't used. She said that Mrs. Sigler took two of them that had discrepancies. Councilman Spencer asked that it be verified by Mrs. Sigler and she was called to the meeting. Councilman Spencer stated that the three that were unopened were people who came back and he moved to consider them void and not counted. Councilman Asting seconded the motion. Mr. Matetich said these are people who have voted. Mayor Ledbetter clarified that they had voted on the machines. Mr. Louis Rotundo, from the audience, asked if these are in the total of 65 and Mrs. Wadsworth replied no. Mrs. Sigler arrived at the meeting and explained that the people came in and wanted to vote both elections and she told them they had to go to the Court House for the presidential election and then let them vote here for the City election and they wanted to check the reason for voting absentee as #5, which is changing permanent residence in Florida. She added that she called the Elections office and was told not to do anything further with them and mark them as void and the people got the same information from the Court House when they went there. Mr. Matetich pointed out that they are registered voters who are going to another community and they have to be voided out. Councilman Spencer withdrew his motion and Councilman Asting withdrew his second. Mayor Ledbetter called another recess at 4:22 PM while Mrs. Sikes and Mr. Matetich opened the ballots. Mayor Ledbetter called the meeting back in session at 4:37 PM. Mrs. Sikes read the votes from the ballots. , (.) u r1r ....-" Mrs. Wadsworth read the totals from the absentee ballots as: Earl Baugh - 58; Louis Rotundo - 37; Melbourne Wargo - 27; Gigi Bennington - 24; Russell Prater - 39; Neil Asting - 41; Frank Opal - 24; James Inman - 31; and James Richardson - 30. Nobody objected to these counts. Chief Betts left the meeting at this time, 5:00PM. Mrs. Wadsworth read the grand totals as: Earl Baugh - 2,466; Louis Rotundo - 1,610; Melbourne Wargo - 1,052; Gigi Bennington - 1,086; Russell Prater - 1,750; Neil Asting. - 1,828; Frank Opal - 1,013; Jim Inman - 1,383; and J.E. Richardson - 1,324. There were no objections to these totals. City Clerk Kinsey read Resolution No. 84-R-54. RES. 84-R-54 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, DECLARING THE RESULTS OF THE GENERAL ELECTION HELD IN THE CITY OF EDGEWATER, FLORIDA, ON NOVEMBER 6, 1984; DECLARING THE WINNERS FOR THE OFFICE OF MAYOR AND COUNCIL SEATS FOR ZONES 1, 2, 3, fu~D 4; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND P~~ING AN EFFECTIVE DATE. She read Section 2 which declared the winners as: Earl. r as Mayor, Louis Rotundo for Zone 1 Council member, Russell Prater for Zone 2 Council member, Neil Asting as Zone 3 Council member, and Jim Inman as Zone 4 Council member. Councilman Spencer moved that Council adopt Resolution 84-R-54. Councilwoman Bennington seconded the motion. Motion CARRIED 4-0. Councilman Spencer moved that Council adjourn. Councilwoman Bennington seconded the motion. Meeting was adjourned at 5:05 PM.
