09-11-1984 - Special . . u ~ ~ , CITY COUNCIL OF EDGEWATER SPECIAL MEETING September 11, 1984 MINUTES Vice Mayor Bennington called the special meeting to order at 9:05 in the Council chambers of the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer City Attorney Jose' Alvarez City Clerk Connie Kinsey Police Chief Douglas Betts Arrived late Present Present Present Present Arrived late Present Present Vice Mayor Bennington commented that she sees no reason for the Chief to remain at the meeting, if he would like to be excused. Councilman Wargo objected to just agreeing among ourselves and asked for a vote on the issue. Councilman Spencer moved to excuse the Police Chief from the meeting, being seconded by Councilman Asting. Upon roll call vote the motion CARRIED 3-1, Councilman Wargo voting NO. Councilman Spencer questioned the circumstances for the calling of this special meeting. Vice Mayor Bennington read into the record the section of the Charter pertaining to the calling of special meetings. Councilman Spencer stated that the subjects on the agenda are not specific and did not give the other Council members an opportunity to understand the nature of the discussion and the action to be taken. He feels this is poor planning not to give the other Council members the opportunity to understand the subject matter. Councilman Wargo voiced his agreement with Councilman Spencer. Vice Mayor Bennington stated that due to the time frame this present Council is placed in she feels some solid conclusions should be made to these matters; we should find out what the people want so that we don't force another Council to start off with some of the same problems we had to face as a new Council. She is proposing that the people have a voice regarding annexation, paving and city administration, by having three questions on the general election; (1) Are you in favor of controlled growth for the City of Edgewater through annexation? (2) Are you in favor of having your street paved on 1/3, 1/3, 1/3 basis? (3) Are you in favor of a City administrator to carry out the City Council's policies and directions? Councilman Spencer commented that Mrs. Bennington had an excellent idea of what she was calling this meeting for, it would have been easy to let the Council know that was the purpose of the meeting. He added that he would be glad to act on these items at a later date, however he has not had the opportunity to thoroughly think this through or talk to other people about it. He does feel that the last item on the agenda needs to be taken care of. . <.:> o I. Councilman Wargo asked if we are going to rush into a lot of legislation the last month of our term? He added that he objects to the whole agenda, he would like to get comparable wages of other Cities to compare before acting on the personnel packages. He doesn't feel, as vague as the agenda is, it would be illegal to act on any of the four items. Councilman Asting stated the subject of the paving should not be on the agenda at this time, due to the survey being conducted, also there was a meeting about annexation and it was defeated. Councilman Wargo made a motion to adjourn, being seconded by Councilman Asting. Meeting adjourned.
