JUNE 28, 1984
MINUTES
Mayor Ledbetter called the Special Meeting and Workshop to order at 10:00 A.M. in the
Community Center.

Also present were Mr. Cal Conklin and Mr. Terry Zaudtke of Conklin, Porter and Holmes
Engineers, Inc., Mr. Gerard Ferrara, the City's in-house Engineer, and Mr. Terry
Wadsworth, Utilities Superintendent.
Mayor Ledbetter stated the purpose of the meeting and workshop is to negotiate engin-
eering costs for the water supply and treatment program with Conklin, Porter and Holmes
Engineers, Inc.
Mr. Zaudtke distributed copies of a proposed Amendment I to the engineering agreement,
which was a draft of the scope of the work. Mr. Conklin read from the list of items
in the proposal and said they'd fill in the price when Council determines the scope of
the work desired. He suggested adding some items such as; performing a study of treat-
ment processes based on existing and projected raw water quality, and consideration to
be given to continuity of supply and treatment during construction, and expandability for
future needs. Mayor Ledbetter pointed out that they've only been 3 or 4 years with
the new plant and now they have to expand and it seems that when they get a facility on
line, it's obsolete. Mr. Conklin noted that abandonment seems impractical but they'll
look at it and know when the study is completed. Mayor Ledbetter stated that the design
should be such that they can expand for future needs.
Mr. Walter Gross, from the audience, asked if the sewer plant is working at 50% capacity
and Mr. Wadsworth said yes, on actual flow. Mr. Gross asked what percentage of the
City gets City water and Mr. Wadsworth replied that it's almost 100%. Mr. Gross asked
if they're running 72% of the water and Mr. Wadsworth said it's 70% to 75% for peak
demands. Mr. Gross asked if there are three bond issues that the City is currently
paying off and Mayor Ledbetter said yes. Mr. Gross suggested they not discuss building
when they owe money on what they have now and people are being assessed for roads and
water and this is premature.
Mr. Conklin pointed out that they aren't making a commitment to a construction program
but it takes a long time to get through the planning process and this is a preliminary
study as to use if they would expand. Mr. Gross stated that the biggest problem is
where they're going to get the money for it.
Meeting was recessed at 10:19 A.M. at Councilman Asting's request. Mayor Ledbetter
called the meeting back in session at 10:26 A.M.
Councilman Wargo asked if peak capacity was pumped about six weeks ago. Mr. Wadsworth
replied that they have never pumped peak capacity as 1.24 is the most they put out
and 1.44 is capacity. There was a review of commitments to developments and the FEC
and shopping centers. Mr. Wadsworth agreed that if they don't make arrangements for
increasing supply by next summer, they could be in trouble. Councilman Wargo asked
about the County becoming involved in a water authority at the southwest part of the
City. Mr. Conklin agreed it's a good idea and said they'd donea study for Volusia
County on this but the proposal fell by the wayside as some cities wanted to be inde-
pendent and the County didn't want to go that far out and expend the money.
Mayor Ledbetter noted that the ridge of water on the west side of U.S.l from south of
Edgewater to Brevard County isn't good water and Mr. Conklin agreed that's generally
current and they have to go by the chloride tables and go out in the area of the inter-
state to get decent water. Mr. Conklin said the main concern is gradual deterioration
as water is being used and suggested they not put the wells in a progressive line which
pulls the bad water along the line. Councilman Asting asked if quality on #1 is deteri-
orated and Mr. Wadsworth said they only run it once a week or so but it's still within
water quality standards but it's running 215 to 220 parts and 250 is the limit.

Councilman Asting noted that Council needs to be able to provide capacity and Mr.
Wadsworth said they have to be concerned about financing. Councilman Asting asked
how much they can expand the present plant and Mr. Wadsworth said it was designed to
be double in capacity. Councilman Asting noted that it could be almost three million
gallons. Mr. Wadsworth said he wou1dn't recommend the City put in that treatment
package again and they have to look at compatibi1ity~ and added that since the plant
was built Vo1usia County took over well permitting and they're very stringent.
Councilman Asting asked if they could get approval if they design to put in wells just
east of 95 and Mr. Wadsworth said they'll have to negotiate with the County on that.
Mr. Conklin said they looked at that and it may be advisable to go on the other side
of the interstate because of a difference in quality. Mr. Wadsworth added that the
County does not make a commitment until they have definite plans. Mr. Conklin stated
that they'll be able to get a permit on what they design, and they'll consult with
the agencies. Councilman Asting asked how long in the future their needs could be met
if the present plant was doubled and Mr. Conklin said he didn't know but it's part of
the study and it's one of the first things they'll bring back to Council. There was
a discussion as to how they'd determine the water needs for the City. Councilman
Asting asked how long the study would take and Mr. Conklin said it would be about
90 days.
Mr. Conklin said in regard to payment, this is a preliminary study and it should be
cost plus with a maximum which would be like a lump sum, and if it runs less, then
the City will benefit. He added that if they prefer lump sum, they can do that also.
Mr. John Gross, from the audience, asked if that information is available in County
offices. Mr. Conklin said they can go to a manufacturer but they won1t get an unbiased
answer or one in the best interest of the City and it's not readily available.
Councilman Wargo asked about the 2.5 factor and Mr. Conklin said it's fringe benefits
and covers administration and overhead and it's not a high factor. He added that this
is an engineering study and construction plans would be different and a lump sum project.
Mr. Walter Gross, from the audience, asked what they1d get for their money and Mr.
Conklin replied it will be a report.on how to meet the needs and recommended financing.
Mayor Ledbetter suggested this be turned over to the City Attorney and Councilman Asting
moved to turn this over to the City Attorney for his review and recommendations to
Council. Councilman Wargo seconded the motion. Motion CARRIED 3-0.
Mr. Conklin said he'd call in the figure if this scope is agreeable. Councilman Asting
said they'd need this information for budgeting purposes.
Councilman Asting moved to adjourn. Councilman Wargo seconded the motion. Meeting
was adjourned at 11 :00 A.M.
