02-27-1984 - Special o Q CITY COUNCIL.OF EDGEWATER SPECIAL MEETING FEBRUARY 27, 1984 MINUTES Mayor David Ledbetter called the Special Meeting to order at 8:00AM in the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Present Present Present Present Councilman Jack Spencer City Attorney Jose' Alvarez City Clerk Connie Kinsey Police Chief Earl Baugh Present Excused Present Absent Mayor Ledbetter stated the purpose of the meeting was to adopt and ratify resolutions 84-R-12 and 84-R-13. City Clerk Kinsey read Resolution 84-R-12. Res. 84-R-12 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, CONFIRMING AND RATIFYING THE APPOINTMENT OF EDWARD JOSEPH OVERMAN AS THE CHIEF OF POLICE FOR THE CITY OF EDGEWATER FOR A PERIOD NOT TO EXCEED NINETY (90) DAYS, WITH ALL THE DUTIES AND OBLIGATIONS VESTED IN THE OFFICE; REPEALING ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING FOR AN EFFECTIVE DATE. Councilman Spencer moved that Council adopt Resolution 84-R-12. Councilman Wargo seconded the motion. Motion CARRIED 5-0. Councilman Asting stated that he voted yes because he feels the City Police Department at this point needs someone that can point them in the right direction but he feels the move was unnecessary. City Clerk Kinsey read Resolution 84-R-13. Res. 84-R-13 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO ENTER INTO AN AGREEMENT WITH THE CITY OF ALTAMONTE SPRINGS, FLORIDA, FOR THE PURPOSE OF PRO- VIDING A MEMBER OF THEIR POLICE DEPARTMENT TO SERVE AS CHIEF OF POLICE FOR THE CITY OF EDGEWATER ON A TEMPORARY BASIS; REPEALING ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING FOR AN EFFECTIVE DATE. Councilwoman Bennington moved that they accept Resolution 84-R-13. Councilman Spencer seconded the motion. Motion CARRIED 4-1. Councilman Asting voted NO. City Clerk Kinsey swore into office Edward Joseph Overman as Chief of Police. Mayor Ledbetter said that after this meeting, the new Chief can let the former Chief turn over the reins. Councilman Asting asked if quarters have been provided and City Clerk Kinsey said that due to the Art Festival in town over the week-end, everything was filled up but they plan to work on it that day. Councilman Asting said he'd like to know the allowance when it's determined. Councilman Spencer moved to adjourn the meeting. Councilman Wargo seconded the motion. Meeting was adjourned at 8:06AM.
