MINUTES
Mayor David Ledbetter called the Special Meeting and Workshop to order at 9:00AM in
the Community Center.

Mayor Ledbetter stated that the purpose of the meeting and workshop was to discuss the
City Clerk's recommendation regarding an interim Police Chief and advertising for a
permanent Chief of Police and procedure for hiring.
City Clerk Kinsey read her recommendations from a memo dated February 21, 1984.
Councilman Asting asked that Chief Baugh be given an opportunity to respond to statements
in paragraph 1 of the memo. Chief Baugh said he wondered about the complaint about not
having patrol cars on the highways and breakins. He noted that held asked for doors for
some time and they're just now getting that done. He said that the material held taken
from the Police Department was his college books and he took no records out. He said
held like to know more about the patrol cars because he wants to make sure the town is
covered, but added that he hadnlt received any complaints.
Councilman Asting said they have three vacancies in the Police Department and one
occurring on March 9th. He noted that therels also an officer out on sick leave and
he will be for some time yet. He said to provide adequate Police coverage, overtime
is inevitable. He added that the City Clerk/Personnel Director refused to honor the
request of the Chief to fill the position, and itls another instance where the Council
is responsible. He said before the audit was prepared, he learned that the City Clerk
had asked if they could get an interim Chief. He asked Council if the fate of the
Chief was sealed before the audit report was in and was the $4,200. report just an
excuse to fire the Chief with the hope that it would quiet any public outcry.
Councilman Spencer said he didnlt agree with Councilman Asting and felt Council should
consider appointing an Acting Police Chief so they can get to the business of hiring
a permanent Chief. He said from past experiences he felt when someone has been fired,
he has found that person finds it difficult to continue to operate and fulfill the
requirements of the position. He added that he thought Council needs to promptly appoint
an Acting Chief and relieve Chief Baugh from his operational duties and have him on
standby for consultation with the Acting Police Chief. He noted that held talked to
people in three other cities and Altamonte Springs has a good reputation for having a
good Police Department. He said he'd also heard that Ray Berry of Winter Park is held
in very high regard. City Clerk Kinsey said she'd talked to Mr. Berry but he told
her he didnlt have anyone available but he gave her a name of someone who would be
available to work independently. Councilman Asting asked Councilman Spencer why he
disagreed and there was a discussion between the two members.
Councilman Spencer said he thinks the City is in need of filling as rapidly as
possible those positions currently open in the officersl category and animal control
officer and these should be filled as soon as the Acting Chief is on board. Councilman
Asting said he didn't agree because the Acting Chief wouldn't be familiar with the
circumstances and to cut down on overtime and keep the force in strength, they
should hire now. .
Councilman Spencer said he felt the City Clerk/Administrator should be the one in
the City who works directly with the new Acting Chief and be given Council authority
to take necessary action with the Acting Chief, such as filling vacancies and advising
Council of any significant occurrences but the Council members should refrain from
going to the new Acting Chief to tell him how to do the job. He said they need a
chain of command and a clear understanding that itls through the City Clerk/Administrator.

Councilman Asting asked if Mrs. Kinsey is City Clerk or City Manager and Councilman
Spencer said she's the City Clerk/Administrator. Councilman Asting stated that she
is operating as a City Manager even though the title isn't there. Councilman Spencer
noted that they don't have a coordinator system. Mayor Ledbetter pointed out that the
people voted down a City Manager and Councilman Asting said now they have a City Clerk/
Administrator who's acting as a Manager. Mayor Ledbetter said she only functions with
the powers given her by this Council. Councilman Asting stated that the entire Council
has not given direction to the City Clerk, only certain members. Mayor Ledbetter said
to Councilman Asting that he'd made allegations on Monday night that there was a violation
of the Sunshine Law among the City Council and asked him if there was any proof to the
allegations. Councilman Asting said it was only the statements made by Councilman Wargo
and Councilwoman Bennington that they were aware of the trip and two other members weren't
aware of it. Councilman Wargo said he was asked if he mew about it and he knew about it
after she got back but not before she went. He added that he hadn't contacted anyone,
including Mr. Tucker, and has not interferred with the working of the Police Department.
He said he was asked by the Chief to come over to talk to him and he's done that but
as far as interjecting in the Police Department, the only time he did that was when
he found out seven officers were going to resign. He noted that when they had a meeting
with the Police members, they were reluctant to say anything. He added that they have
serious problems and if everybody isn't aware of it they should think about it seriously.
He said he didn1t know the City Clerk was going to meet with someone until she came back
when she told him, but he doesn't disapprove of where she was and what she did.
Councilman Asting noted that Councilman Wargo was qualifying his statement for the
record on Monday night and he didn't know why he mentioned that he didn't interfere with
the Police Department. Councilman Wargo said the newspapers have been full of it.
Mayor Ledbetter asked Chief Baugh if he, or any other Council members, had interfered
with the Police activities and Chief Baugh said not as far as interferring but there
have been questions and he's talked to all of them. Mayor Ledbetter said he'd given
the Chief information as to things that needed to be corrected.
Chief Baugh said in regard to hiring personnel, he presented recommendations to the
City Clerk and she and he did the hiring for other than department heads. Mayor
Ledbetter asked the normal procedure when an application is received for the Police
Department. Chief Baugh said he brings the application to the City Clerk with his
recommendation and they go over them and the City Clerk has the final say. Mayor
Ledbetter pointed out that they lost the animal control officer in January and he
was a patrolman. Chief Baugh agreed.
Councilman Wargo suggested taking the City Clerk's recommendations and Councilwoman
Bennington agreed. Councilman Asting said he'd made his position clear. Councilman
Spencer said he was in favor of proceeding with her recommendation of setting up a
meeting as soon as possible for Council to meet with the Police officials from
Altamonte Springs and make a final determination as to whether it's an acceptable
arrangement for an Acting Chief.
Mayor Ledbetter asked the City Attorney if Council has a right to abide by the City
Clerk's recommendation. City Attorney Alvarez said the real issue is what procedure
is to follow and if Council will be the administrator or let the administrator adminis-
trate and having meeting after meeting wouldn't solve anything and the Council can't
administer on day to day operations as it's not practical.
Councilman Asting said he views the City Clerk's position as transmitting directives
from Council to department heads when it applies to them and she works at the
direction of Council. Mayor Ledbetter agreed that's correct. City Attorney Alvarez
pointed out that the City Clerk is not a City Manager and has no independent managing
authority other than that given to her by the Charter as City Clerk and the City Council
as Administrator and Council can delegate authority of a temporary or long term nature
to conduct any activity they wish but the authority lies with the Council. Councilman
Asting said that's the point and asked who authorized the visit to Deland to interview
officers from Altamonte Springs. City Attorney Alvarez said that'a a part of the host
of activities that she has undertaken in her role as City Clerk/Administrator and she
didn't commit Councilor the City and he assumed she was seeking information and if
she didn't proceed in this manner, she would be derelict in her duties. Councilman
Asting said she knew the possibilities of getting a temporary Police Chief from Altamonte
Springs before she went over there and the trip was in an official capacity and should
have had Council authorization.

Councilman Wargo moved that they accept the recommendation of the City Clerk/
Administrator. Councilman Spencer seconded the motion. Councilwoman Bennington
asked for clarification of the motion and asked City Clerk Kinsey if she could have
them come over as soon as possible. Councilman Spencer said the recommendation was
clear that Council will have an opportunity as early as possible to meet with the
Police officers and then they can make a final decision. He said he agreed with her
recommendation. Councilwoman Bennington asked City Clerk Kinsey if Chief Liquori will
be available to talk with them. City Clerk Kinsey said she could call to see if held
be available today or tomorrow. Mayor Ledbetter suggested the City Clerk be directed
to contact the gentlemen to see if they could come that afternoon, and if so, they
could recess the meeting until then. City Clerk Kinsey pointed out that Chief Liquori
is the immediate supervisor and the Lieutenant would be on loan from his department
if Council chooses. Councilman Spencer noted that the actual arrangements would have
to be through Chief Liquori and they'd have to reimburse Altamonte Springs for their
services. Councilman Asting pointed out that it's an expensive deal of $4,200. for a
report and also paying an Acting Interim Chief and the Chief at the same time. Mayor
Ledbetter said that Chief Baugh will remain on the payroll until March 14th at his
full salary according to the motion made. Motion to accept the recommendation of the
City Clerk/Administrator CARRIED 4-1. Councilman Asting voted NO.
Councilwoman Bennington moved to recess for the City Clerk to call Altamonte Springs
to see if they could come over that day. Councilman Spencer seconded the motion but
said he wanted to make another motion later. Motion CARRIED 5-0.
Councilman Spencer moved to give the City Clerk/Administrator authority from this
Council to act on behalf of the City and the Council on a day to day basis with the
Acting Police Chief and that the authority continue for the duration of the Acting
Chief's tenure here. Councilwoman Bennington seconded the motion. Motion CARRIED 4-1.
Councilman Asting voted NO.
Mayor Ledbetter called a 20-minute recess at 9:40AM. Meeting was called back to order
by Mayor Ledbetter at 10:01AM.
City Clerk Kinsey said she'd talked to Chief Liquori and he'd said he could be here
in about It hours. Councilwoman Bennington suggested they go to the next item on the
agenda and then recess until they arrive. Mayor Ledbetter and Councilman Spencer agreed.
Advertising for Permanent Chief of Police, and Procedure for Hiring - Councilman
Spencer said they need to instruct the City Clerk/Administrator to advertise and they
need to consider to what extent they want to put necessary qualifications in the adver-
tisement and to what extent they want to indicate a salary range. He added that he
thought the job description for Police Chief was reasonable and should be included in
the advertisement, and suggested the City Clerk draft the advertisement. City Clerk
Kinsey distributed copies of the job description for the position of Police Chief.
Councilwoman Bennington said she had no problems with advertising it the way the job
description is written now. Councilman Spencer read the job description for the members
of the audience. He stated that the second part of his recommendation is to set a salary
of approximately $22,500., which is higher than the present Chief's salary. He noted
that he recommended the higher salary based on inquiries he'd made into salary ranges
in other Police Departments and not just for the Chief's position, but other positions.
He added that unless they pay a higher salary, they'll be limited as to who would be
interested. Councilman Asting asked if Chief Baugh is recei~ng $18,000. now and
Councilman Spencer said yes. Councilwoman Bennington suggested they put it in a range,
and suggested $20,000. to $23,000. or low $20,'s. Councilman Spencer agreed.
Councilman Spencer moved that the City Clerk/Administrator prepare an advertisement for
the position of Police Chief with a salary range in the low $20's and with the qualifi-
cations and experience as indicated in the present job description. Councilwoman
Bennington seconded the motion. Mr. Walter Gross called for a point of order, and asked
if overtime is involved in that salary or does he work on a 24-hour a day basis.
Councilman Wargo stated that he also called a point of order and it should be only
from a member of Council and not a member of the audience. Councilwoman Bennington said
she thought the 10w$2as range for the salary and 24 hours a day, 7 days a week to be
available. Mayor Ledbetter pointed out that they appropriated $18,000. a year for the
salary, and asked if there's money in the budget for the additional increase for this
venture. City Clerk Kinsey said there's been a vacancy in the Lieutenant's slot and
budgeted funds haven't been utilized, and it's a lump sum for salaries for the depart-
ment and not per person. Motion CARRIED 5-0. Councilman Asting qualified his vote due
to the fact that the Chief has been fired as of March 14th and they'll need a Chief.

Mayor Ledbetter asked if they want to put a time limit for consideration by Council.
Councilwoman Bennington said a reference book she has suggested they be given 5 months
but she didn't think it would take that long but perhaps 30 days should be set. Council-
man Spencer noted that the book referred to is called Police Chief Selection and held
made copies from that book for Council. He said based on the fact that they want to
obtain the best person possible for the position, held like to spend some time with
Council reviewing the 10 steps suggested and set a schedule to accomplish all this within
a 60 day period, notifying the candidate selected at the end of that time and have a
new Chief within 90 days. He added that they should also recruit to interest people
that are in positions now who would consider this a step up or advancement in their career,
and could recruit from other Police Departments in the State. He suggested they use a
rating system to narrow down the list of applicants to the top 20 and then those 20 would
be asked to present a written test of an essay type and the test results, plus followup
on letters of recommendations, would be reviewed by a review board which would be selected
by Council, consisting of people knowledgeable in law enforcement such as other Chiefs and
people who teach law enforcement, so the selection process wouldn't be entirely up to
Council but would have professional expertise involved. He added that the board could
be selected by Council and consist of three people. He said they'd narrow down to 10
based on the written tests and letters of recommendation and then the review board could
conduct an oral interview and examinations of those 10 and narrow it down to 3 people
and those 3 would be presented to Council for final choice by them.
Councilman Asting asked why the City Clerk/Administrator couldn't screen the applicants
and make her recommendations to Council to save time. Councilman Spencer said they
accepted her recommendation for an Acting Chief on a temporary basis but Council needs
to be involved in the selection process, and she nor the Council are experts on law
enforcement and they need professional help. Councilman Asting said they could do that
after the City Clerk recommends candidates and then go to professionals for their
review and recommendations to Council.
Mayor Ledbetter suggested letting the City Clerk advertise for the Chief and use the
same methods as for Building Official, or any other person hired by the Council and hold
a workshop to narrow it down and if they need any outside consultants there will be some-
one to draw from. Councilwoman Bennington said she agreed with both ideas but felt they
should have them screened down to 5 or 10 and felt they need outside help for this.
Councilman Spencer moved that in addition to advertising that the City Clerk/Administrator
.beinstructed to attempt to recruit candidates and that the applications received be
screened by the City Council and at that time the City Council will decide to what
extent additional review boards are desired. Councilwoman Bennington seconded the motion.
City Attorney Alvarez asked the procedure for screening applicants. Councilman Spencer
said he recommended the scoring method based on education, professional background,
clarity of written material, etc. Councilman Asting said the City Clerk should screen
the applications and submit her recommendations to Council as an administrative procedure.
Councilwoman Bennington~id she felt the City Clerk should be put on the board if they
decide that afterward but they need more than one person's recommendation. Councilman
Asting said the City Clerk could recommend several and they could make the decision.
Motion CARRIED 4-1. Councilman Asting voted NO and stated it was because he didn't think
it meets his suggestion.
Councilman Wargo moved to recess until 11 :30AM. Councilman Spencer pointed out that
they hadn't acted on procedures to be followed in screening applicants, and he moved
that they use the procedure, which is a simple score sheet that's in the material passed
out to Council and included in the booklet as page 93, which is a simple way to give
Council an opportunity to have their input and that this process be used. Councilwoman
Bennington seconded for discussion. She said she wanted clarified that they would review
all applications and score them on that sheet and then based on the score, they'll
instruct the City Clerk to set up some kind of interviews or go from that point on
when they determine which they would consider. Councilman Spencer said that's right
and they'd rank them and decide how many to interview and if they want to have a review
board. Councilman Asting said he didn't want to usurp the power of the City Clerk/
Administrator. Mayor Ledbetter pointed out that the City Clerk will act at the direction
of Council. Motion CARRIED 5-0.

Mr. Gross again called a point of order and asked if he could ask for a point of
order before a vote is taken. Mayor Ledbetter said when a motion is made and seconded,
he doesn't see how a point of order can come from the floor but doesn't refuse a person
an opportunity to speak. . Mr. Gross said his question was if the first and second motion
were contradicting each other regarding the authority given to the City Clerk. Mayor
Ledbetter pointed out that there were two items, one for the Interim Chief and the other
for advertising for a permanent Chief.
City Attorney Alvarez pointed out that they need a deadline for applications to be
back to the City Clerk. Councilwoman Bennington moved to have a deadline of 30 days
from the time it goes in the paper. Councilman Wargo seconded the motion. Motion
CARRIED 5-0.
Councilman Wargo moved to recess until 11:30AM. Councilman Spencer seconded the motion.
Meeting was recessed at 10:35AM.
Mayor Ledbetter called the meeting back to order at 11:35AM. Chief William Liquori,
Lieutenant Edward Joseph Overman, and Lieutenant Jim Murphy from Altamonte Springs were
present to speak with Council.
Councilman Asting asked if they had visited the Police facilities. and Chief Liquori said
no. Councilman Asting asked if they're familiar with the Police situation in Edgewater
and Chief Liquori said it's only that they don't have a Chief of Police or he's in an
interim state to be terminated and there are vacant spots and problems within the department.
Councilman Spencer thanked them for coming, and said there are problems and they're in
need of an Acting Chief for a period of time while working to obtain a person for the
permanent position.
Chief Liquori said that he was first contacted and asked if he could help, and their
department works on a team concept with four Lieutenants. He said of the two Lieutenants
who were with him that day, one would be the Acting Chief and the other will be his
partner doing either background work for the Acting Chief so he can pay close attention
to getting the department back on direction and not being tied down to paperwork. He
said they'd like to know the calls for service and the Acting Chief will feed back to
them that information and they can work on research from that. He said they'll have a
Chief on duty that pays attention to getting Police officers on the street and the
community will know the department is doing its job. He said they'll be looking at
certain things immediately such as disciplinary procedures, so that when the new Chief
comes on board, those already here will know that if they violate any rules they'll be
subject to investigation and will receive either exoneration or discipline immediately.
He said this would take some effort to develop and when he gives them the information,
the Police Department will be the resource team and they can aid and assist the individual.
He said they'd like to look at Use of Force and needs of the community so they can
recommend an appropriate policy. He added that this frees up the Acting Chief and lets
them know that he's boss while he's here, but they'll aid and assist in developing
certain things that they perceive to be foremost of importance and anything submitted
would be a recommendation to Council for Council's vote.
Councilman Spencer pointed out that the Council had adopted a recommendation that the
City Clerk/Administrator have authority to work with the Acting Chief on a day to day
basis, handling problems and filling vacancies that exist in the Police Department
since they have vacancies now, and it will be handled by the Acting Chief in concurrence
with the City Clerk. He asked Chief Liquori the size of their department and the
experience of the two officers. Chief Liquori said they have 64 sworn officers and
83 total with the support personnel, and it's a community of about 27,000. He added
that he came to the department about two years ago with 52 sworn officers. He said
Lt. Murphy is a candidate for the FBI Academy and is a Professional Standards Commander
which includes discipline, internal investigation on Police officers, research and
development and internal auditing and inspections of all phases of the department. He
said Lt. Overman is the commander of the criminal investigations division and assists
in research for new innovative projects. Councilman Spencer asked how many years the
men had as Lieutenants. Chief Liquori said Lt. Overman has five years and Lt. Murphy
said he had about four or five years. He added that both have applied and are qualified
and interested as Chief but he was in total agreement that the Acting Chief will not be
considered for the position in the City. He said he likes to pay back for the tenure
that he's had and there will be some financial arrangements they have to discuss.
~said he personally will give his services in any way he can as far as developing new
procedures or research for a new Chief and there's no charge for that and anything given
in the way of priority needs of the department for future growth for the next Chief
will be free.

Councilman Asting asked for the overall picture on the financial involvement as he
understood they are recommending both officers come to the City to work. Chief Liquori
said it would be only one. Councilman Asting asked if there's a charge for the backup
services and Chief Liquori said there would be none whatsoever. He said when the
Acting Chief gives them information, they'll do the mathematical equations and get back
to him. Councilman Asting again asked if there's a charge and Chief Liquori said no.
Councilman Asting asked the salary for the officers and Chief Liquori said they're going
to figure the Lieutenant's salary plus a cushion factor because he'll be working seven
days a week and an estimate would be approximately $2,755. on a monthly basis plus helll
live in this community and will need living accommodations furnished by the City and
meals of $25.00 a day for five days of the week. Chief Liquori recommended that a check
for his services be sent to the City of Altamonte Springs and payable to the City and
a personal check for meals be paid to the Acting Chief while he is here. Councilman
Asting asked about quarters, if he'd live in a motel or where. Chief Liquori said the
City will have to provide this and the Acting Chief needs to be available so he can
serve the needs of the department and it's an hour's drive to Altamonte Springs.
Councilman Asting said a motel would probably be about $40.00 a day minimum. Councilman
Wargo said the total cost for two months would be about $8,000.00.
Councilwoman Bennington asked when someone would be available if Council decides to use
their services. Chief Liquori said he has some things the Lieutenants are working on
that they'd need to assess but possibly on Monday morning. Councilwoman Bennington asked
if Council was to choose which Lieutenant or if Chief Liquori makes the choice. Chief
Liquori said he'd make the choice because he has to assess which one has the more
necessity to be with him in Altamonte Springs. Councilman Spencer asked if the decision
had been made and Chief Liquori said yes, but they don't know it yet, and this is a team
effort and whoever is here is only the arm and they'll be doing just as much work to
get the backup information. Councilman Spencer pointed out that the City just had a
substantial audit done of the Police Department.
Chief Liquori said they'll be looking at a lot of documentation that the City has such
as the organizational chart and union contracts but the people have to understand that
they're not miracle workers. He added that they'll do their best and most professional
job they're capable of doing and it's a true team effort. He said that the individual
must have the support of Council and the City because if he doesn't they're wasting
their time.
Councilwoman Bennington pointed out that they are short several men and there's a
possibility of more, and asked how they'd handle it if they're down five men. Chief
Liquori said if they have a mass exit they'll face the problem at that time, including
contacting the Sheriff to ask for support and aid in the interim. Mayor Ledbetter said
he'd already instructed the City Clerk to call Sheriff Duff in case they need backup.
Chief Liquori said they'd have to look at other areas of manpower in the interim until
they see where they're going and added that the primary concern is the citizens.
Councilman Spencer said they need to arrive at a liability agreement and asked City
Attorney Alvarez what would be needed. City Attorney Alvarez said the City has excellent
coverage for Policemen's Conduct and all they need to do immediately when they take
action is to contact the insurance carrier and notify him of the action, and he didn't
seeany difficulties with it. Chief Liquori noted that their City Manager would want a
hold harmless agreement from Edgewater. City Attorney Alvarez said he saw nomfficulties
there because the City is properly insured.
Councilman Spencer said the City should have an opportunity to terminate their services
and Altamonte Springs should also have that opportunity if they're not getting the
support from the Council. He added that they may need someone for 60 to 90 days.
Chief Liquori suggested the contract be on a 30-day basis. Councilman Asting said
they could have an option to renew. Chief Liquori agreed but said they'll be obli-
gated for the first 30 days and before the end of that 30 days they'll have to assess
the worth of the individual here and the material and make a determination.
Councilwoman Bennington said if they go with the department, she understood that when
they hire a permanent Chief, he'd be available to help him get adjusted to the City,
based on their experience with the City. Chief Liquori said he'd avail his services
as a resource person to set up interviews, questions, including sitting on a board,
and at the end of the tenure he hopes to be able to give them a positive statement as
to order of priorities to pursue the needs for this Police Department to service the
community. Chief Liquori said he thinks the new Chief should review this documentation
and Council could instruct him that's his work schedule for the next 60 days or 6 months,
and would give them components to assess the worth of the new Chief, and if he doesn't
meet their expectations then they'd have justification to terminate his services.

Councilman Asting asked for a calculation of the cost to the City as he thought it
.would be about $12,500. Chief Liquori said that's an estimate that was given and
it hasn't been determined if they're needed and they'll get into details if that~s
determined. He said he wasn't holding anybody at the Council table to anything and
nobody was obligated and added that they want to assist the community and the Police
Department, but Council has to decide if it's cost effective.
Councilman Asting asked if they have sufficient funds in the budget to meet these
estimated figures. City Clerk Kinsey said there are two or three slots vacant in the
salaries section and they have unexpended fund balances to be appropriated. Councilman
, Asting pointed out that those vacancies will be filled in the near future. City Clerk
Kinsey said some of the salary isn't available there but there1s unappropriated fund
balances from prior years and she said she saw no problem in having the necessary public
hearings and putting that in the budget.
Councilman Spencer said he checked with three other Police Departments and found that
Altamonte Springs is held in high regard and he felt their offer to provide temporary
services to them is fortunate for the City and he moved that the Council express their
intent to enter into an agreement with Chief Liquori. Councilwoman Bennington seconded
the motion. Councilman Asting said he assumed the motion of intent to hire will take
into consideration the salaries. Councilman Spencer said they need to decide whether
they wish to hire him and details can be handled as a separate item. Councilman Asting
said they need to be sure that the funds are available to take care of this in the event
they hire. Councilwoman Bennington pointed out that they need to let Chief Liquori know
of their interest and are willing to find out the dollar figure and will have the option
to proceed. Motion CARRIED 5-0. Councilman Asting stated he voted yes since they will
need an Acting Chief.
Councilman Asting asked Chief Liquori if he needs to get authority from his City Manager
and Chief Liquori said no and he'd discussed the fee schedule with him and the fact
that the City will be furnished a check monthly from Edgewater and the Lieutenant will
be given an individual check for'his subsistence. Chief Liquori said his City still
intends to pay the Lieutenant his salary and Edgewater will be reimbursing him for the
salary. Councilman Wargo noted that the fringe benefits are included there.
Chief Liquori said they need to find an appropriate place to house him and the $25.00
a day would be $500.00 a month paid directly to the individual. He said the rent would
be paid directly from the City. He noted that the $500. should be paid upon his coming
here for that month. He added that the next check would be to Altamonte Springs for
$2,755. for one month. He noted that no other funds for typing, for people or for use
of the computer time or for anything else that he'll do will be paid for. Councilwoman
Bennington pointed out that if they figure $400.00 a month for an apartment, that comes
to about $3,655. a month. Chief Liquori said he wants adequate housing for the man and
it needs in close proximity to come back in service to attend to any problem and would
need a telephone for direct communication with the City Administrator. He said he was
pleased that they were asked to come here and they want to help another City and his
City Manager feels the same way.
City Attorney Alvarez said they need to get some logistics and the motion of intent
perceives that they'll be spending that amount of money or in that vicinity and the
resolution can be adopted at a future time. He read the various sections such as:
amount of salary of $2,755. for one month, plus accommodations and per. diem for a
period of 90 days beginning on Monday, February 27, 1984 and revocable by either party
on a 30 day written notice; performing in conjunction with the City Clerk/Administrator
all necessary and proper functions of the position; Edgewater with approval of insurance
carrier will hold Altamonte Springs harmless for any liabilities arising as a result of
any activities undertaken pursuant to this agreement; and Acting Chief will provide all
necessary services required of the position, including but not limited to functions
expressed by Chief Liquori at this Special Meeting. Chief Liquori pointed out that he'd
like to have full power and authority. City Attorney Alvarez said that could be added to
the second section. Councilman Spencer pointed out that the hiring of people should )
go through the City Clerk/Administrator. Chief Liquori said everything will be run
through the City Clerk/Administrator. City Attorney Alvarez said another section could I
be that all decisions will be subject to final approval by the City Council. Councilman
Spencer said the day to day decisions are not necessary but they should be aware of
major or significant decisions. Chief Liquori said if there's a major change in policy 1
or a termination that will be reviewed by Council and they would have to concur on the
action.

City Attorney Alvarez asked about disciplinary action or expenditures of funds.
Chief Liquori said discipline is one thing that has to be positive and minor disci-
pline should be handled there but if termination is involved and a job is in jeopardy,
that's another matter. City Attorney Alvarez said they could omit the last section
regarding all decisions to Council for final approval. Chief Liquori noted that the
City Clerk will be fully advised of all actions regarding discipline. City Clerk Kinsey
pointed out that they have a Personnel Code of Conduct in effect and a contract also.
City Attorney Alvarez noted that the Personnel manual addresses all City employees and
the Chief is talking about the conduct of a certain department and not the conduct
expected from some other departments. Chief Liquori said they'd review that for edifi-
cation before it's put into effect and would ask Council approval.
Councilman Spencer said they heard the terms and conditions and moved that Council adopt
the terms and conditions. Councilwoman Bennington seconded the motion for discussion,
and asked who they would have assigned to Edgewater. Chief Liquori said it's Lt. Overman.
City Attorney Alvarez asked that the sections be read and the recording secretary read
these. Motion CARRIED 5-0.
Mayor Ledbetter asked if the City Clerk needs to be instructed to make some calls on
living accommodations, subject to the gentleman's approval and to have the authority to
rent or lease for a period of 90 days. Councilwoman Bennington said that's understood.
City Clerk Kinsey noted that it's under $1,000. in expenditures and it would probably be
better to put it on a 30-day basis in case it's not suitable.
Councilwoman Bennington asked if Lt. Overman would be a Lieutenant while here or a Chief.
Chief Liquori said he will be the Chief while he is here.
Councilman Wargo moved to adjourn the meeting. Councilwoman Bennington seconded the motion.
Meeting was adjourned at 12:31PM.
