JANUARY 4, 1984
MINUTES
Mayor David Ledbetter called the Special Meeting to order at 10:02 AM in the Community
Center.

Mayor Ledbetter noted the purpose of the meeting was to discuss facilities for the
Edgewater Volunteer Emergency Rescue organization and to approve the bill for the
building inspections done by the County inspector during the interim time between Mr.
Coppock's leaving and Mr. Fischer's beginning his duties. Mayor Ledbetter noted the
total for the inspections done by the County was forty-seven inspections at $20.00 each
for a total due of $940.00.
Councilman Spencer moved that Council approve the bill for $940.00. Councilman Asting
seconded the motion. Councilman Wargo stated that was a lot of inspections in such a
short period of time. Councilman Asting noted that there were some rejections. City
Clerk Kinsey stated that some had already been re-inspected and cleared. Motion CARRIED
5-0.
Councilwoman Bennington moved to recess the Special Meeting and go into the Workshop.
Councilman Asting seconded the motion. Motion CARRIED 5-0.
Mayor Ledbetter called the workshop session to order. Councilman Asting noted that they
have a proposal from the Recreational Director for expansion of the facilities of the
City Hall building and erection of a building next to the Fire Station #1 and he stated
that he felt the plan has merit.
Mr. David Garrett, Recreational Director/Building & Maintenance Superintendent, was present
and distributed copies of a detailed breakdown of the Police Department as it is now.
Councilman Wargo said he'd like to eliminate the alleyway entirely and go to the Library
with the expansion. Councilwoman Bennington asked where the covered drive would be
and Mr. Garrett said it would be in the back, according to where they want the exit to
be. Councilwoman Bennington stated that she understood there's a drainage problem there
and Mr. Garrett agreed there is and it slopes to the building now. Councilwoman Bennington
asked what would be done about that and Mr. Garrett said held work with the City
Engineer on that. Councilwoman Bennington noted that if they go with the alley, they'll
get more room than with a trailer. Councilman Asting stated that would be for the Police
Department, and Councilwoman Bennington said they could leave EVER where it is for-now.
Councilman Asting said they aren't providing EVER with enough space and they've
requested 25 x 45 foot facilities. Councilwoman Bennington noted there are three phases
to do this and EVER had never requested anything until they talked about moving them out.
She asked if there was a cost breakdown for these expansion proposals and Mr. Garrett
said he got cost estimates of $35.00 a square foot for a new building and was told that
renovations are sometimes higher. Councilman Spencer noted that it is 840 square feet
of new construction involved. Councilman Asting added that it would only be for the
expansion on the west side of the Police Station and asked about the expansion for the
City Hall building since that's been under consideration by Council also. Councilman
Spencer said he was very enthused about this planned program and it's also the long
range plan in the administrative facilities. He added that he didn't think the people
would agree to a bond issue to build a new City Hall and held like to see the present
facilities expanded on a permanent basis to fit in with the overall plan. He said the
840 feet added should take care of the Police Department for several years. and suggested
they consider what they want to do and ask the City Clerk to have building plans drawn
up, taking into consideration the drainage, expanding to the Library, the Police Chief's
comments, and the Police audit which is due soon, plus means of financing this.
Councilman Asting said they could have the plans drawn up and the drainage situation
studied and then get cost estimates for the construction. Councilwoman Bennington
suggested checking with the auditors to get alternatives for financing.

Councilman Wargo asked if any money is currently available for this and Mayor Ledbetter
said money is available in the City now. Councilwoman Bennington suggested having a
contractor do the walls and roof and City crews do the interior if that's possible.
There was a discussion as to just what department would be involved in this type of
work. Mayor Ledbetter said they could re-appropriate some of the money but the City
Clerk couldn't state the funds are available for this project now. There was a dis-
cussion about funds that were put into the various accounts for the Police remodeling
and Federal Revenue Sharing funds. Mr. Garrett noted that a lot will be needed in the
old facilities for wiring, etc. Mayor Ledbetter said that some of that could be in-house
and he didn't want to consider that with this expansion project. He added that the
drainage could be handled and they could put in a new catch basin there if necessary.
Councilman Asting asked if they wanted to go clear to the Library wall and Councilman
Wargo said it would be practicable. Mayor Ledbetter said he thought it would be a good
idea also. There was a discussion as to just how the line of the walls would run and
where the parking would be. Councilman Asting said it could go from the south Library
wall to the present Police station and the space between could be used for vehicle
parking. Councilman Spencer said that is squeezing out parking spaces and they have
to keep this in mind for the future.
Councilman Asting asked Mrs. Olds, President of EVER, if the organization is satisfied
with present facilities and Mrs. Olds said no. Councilman Spencer noted that Council
is aware that EVER needs better facilities but moving the evidence room out will give
them more space. Mrs. Olds stated that would give them more storage space but nothing
for teaching. Councilman Spencer said that adding a possible room on the side is some-
thing that could be done at a later date but he felt the Police needed the room more.
Mrs. Olds said she understood that. Councilman Wargo stated that they should close in
the two buildings for storage. Councilwoman Bennington said she'd checked that before
and that's when they came up with the drainage problems there. Councilman Asting stated
that the City Engineer could study this and make recommendations to Council. Council-
woman Bennington said she agreed that it's a good idea for storage. Councilman Wargo
said if necessary they could do the duct work for the air conditioner on the roof.
Mrs. Olds asked about Fire Station #1. Councilman Asting said there's also a plan for
that prepared by Mr. Garrett. Councilwoman Bennington noted they could go right off
the 42 foot and make it a three-sided building. Councilman Spencer said he wanted to
add a permanent structure satisfactory to EVER and easily converted to a bay for a fire
truck in the future. Councilwoman Bennington noted that there's already a concrete pad
there and there wouldn't be an encroachment on parking. Councilman Spencer said if
there's a concern to build classroom facilities for 20 to 40 days a year, it would seem
the facilities should be used for more functions and by more people, and added that maybe
it could be used adjacent to the City Hall complex. Councilwoman Bennington noted that
EVER has equipment to store and that could be a full fledged department eventually and
they do need oxygen and equipment storage. Councilman Asting said he likes the idea of
EVER's location next to the Fire Department in case of emergencies or fires. Councilman
Spencer added that eventually this City will have a professional fire department and
Rescue will be a part of that, and the building would be adjacent to it. Mrs. Olds noted
that Rescue is very compatible with the Fire Department now.
Councilman Asting asked if they received any costs on mobile homes. Councilman Wargo
said he didn't get information that was supposed to be mailed to him. Mr. Garrett
said he's getting a cost from Volusia County Schools for a portable classroom, and
noted the one mobile home was $20,000.00 with $2,000.00 for a heat pump. -
Councilman Wargo asked about the maintenance of the Fire Station, and Mayor Ledbetter
said it's the City's responsibility to maintain it. Councilman Wargo said they need
to get working on it as it needs painting and repair. Councilman Asting noted that
the firemen usually do it on a voluntary basis. Councilman Wargo said if it's the
City's building, the City should take care of it, and added that he got several calls
on the condition of the lawn there. Mayor Ledbetter said they've sent the tractor and
bush hog down there and sprinklers were damaged.

Councilwoman Bennington said a three-sided addition to the Fire Station would make it
30 by 42 and it would tie in~ Mr. Garrett clarified that it should have been 24 foot
instead of 42 foot. There was a discussion of the size needed and the volunteer labor
that was used to build the fire stations #1 and #2. Councilman Wargo stated that he
didn't want to use volunteer labor due to the possibility of injuries and liability.
Mayor Ledbetter asked to be excused at 10:40 AM due to a prior commitment and left the
meeting at this time. Vice Mayor Bennington then presided over the meeting.
Councilman Wargo said that if the City owns the buildings, they should do the work them-
selves. Vice Mayor Bennington suggested since they're going to have the other plans
drawn up to get costs they could also have plans drawn for EVER. Councilman Spencer
noted that they'd then have the figures for when they start budgeting next summer.
Vice Mayor Bennington said they could get with EVER to see just what they need in a building.
Councilman Spencer said that using $35.00 a square foot for a basis the addition would
be about $37,800. but it would depend on how many bathrooms and other items to be included.
Councilman Wargo asked the cost for the concrete block building and Mr. Garrett said it
was quoted at $18,000.00. Council members agreed that it wouldn't need a lot of extra
frills, but Vice Mayor Bennington said they do want to finish it off as much as possible.
Councilman Wargo asked if the Fire Department will accept this addition to their building.
Councilman Asting said it belongs to the City and they had said previously that they'd
be happy to help. Mrs. Olds said she'd talked with Fire Chief George Kennedy and he
told her they'd prefer it next to Fire Station #1 as it's a good location and would be
more central for them. Councilman Asting asked Mrs. Olds if EVER goes out for all fires.
Mrs. Olds said they need direction on that as if it's a structure fire within the City
they're automatically paged out but they're not paged out when it's outside the City
limits. Councilman Asting noted that there are no funds of support from the County for
going outside the City limits. Mrs. Olds stated that they're trying to set a meeting with
the County at the regular meeting date and time for EVER to get clarification on several
items, such as Oak Hi 11' s respondi ng since they're setti ng up a Rescue team and they don't
want duplication of services.
Councilman Spencer commented on the recent ordinance from the County regarding qualifi-
cations for emergency personnel and saip he felt they need to get with the County
Council to see that they comply with the County ordinance, even though it doesn't
effect EVER since they don't transport. Councilman Asting said the County should
come out with something authorizing it and providing funds of support. Mrs. Olds noted
that they only go out when requested to make a call and she added that George Kennedy,
Fire Chief, has had extensive training as a medic and others in the Fire Department have
had medical training, with two of them members of Fire and Rescue.
Councilman Asting asked how it's handled if a fireman is injured and Mrs. Olds said
EVAC goes and then they request EVER. Councilman Asting asked if EVAC is responsible
for an injured fireman outside the City limits. Police Chief Baugh said that sometimes
when EVAC gets a callout in the County, they call EVER to respond also and it's a dupli-
cation of services. Councilman Wargo said he felt there should be a cost remuneration
if they're going out of the City to assist EVAC. City Clerk Kinsey said that EVAC is
a private enterprise with an exclusive franchise. Council members discussed the way
that EVAC is set up. Police Chief Baugh noted that there are times when EVAC asks
EVER to ride with them when transporting someone. Mrs. Olds said it depends on whether
they need two people to ride in the back with the person being transported as only two
ride on EVAC. Councilman Asting suggested asking Jack Ascherl to come to the meeting.
Vice Mayor Bennington suggested having a Council meeting combined with EVER's meeting
with the County representatives. Mrs. Olds said that February 7th is their regular meeting
date and they were hoping to schedule it then.
City Clerk Kinsey stated that possibly EVAC has standard operating procedures which
determines when EVER is called out. Mrs. Olds noted that they aren't always called but
sometimes EVAC is on the beachside or elsewhere so they bring Port Orange's unit down
here and they aren't as familiar with the area.

Councilman Wargo said held like to know the responsibilities of EVAC and the Fire
Department, and to get some remuneration from the County for our services.
Vice Mayor Bennington suggested the City Clerk meet with Mrs. Olds and set up a meeting
with the Council which would include Oak Hill also. Mrs. Olds noted that they could
meet on another date but February 7th is their regular meeting.
Councilman Wargo had asked earlier about the number of people trained by Rescue and
how many stay with the organization after training. Mrs. Olds said she'd talked to
the American Red Cross office to try to get a count of those trained but they were
unable to give her that information and their members felt it was about 100 in the
Red Cross training, and 56 in CPR over the past year. She added that two people had
come in as full time members after the training, but that some start the training and
aren't able to finish it for one reason or another. She said that the training is
helpful for people who might want to work at nursing homes or child care centers also.
She noted that Robert Christy also has training classes. Police Chief Baugh said
that they train the Police officers also and keep them updated on their cards.
Mrs. Olds noted that they are Red Cross instructors. Councilman Wargo asked if there
are public funds for this and Mrs. Olds said she's not aware of any.
Councilman Asting moved to go back into the Special Meeting. Councilman Spencer
seconded the motion. Motion CARRIED 4-0.
Vice Mayor Bennington called the Special Meeting back in session. Councilman Asting
moved to have plans drawn for the expansion of the City administration facilities and
the Police Department to the west as shown on the sketch plan submitted by the Recre-
ational Director and that the plans be in two separate packages, one for the expansion
of the Police Department to the west and the other set for the expansion of the City Hall
to the west, rear of the building, phases 1 and 3. Vice Mayor Bennington asked if
he wants to include the covering of the alleyway. Councilman Asting said they need the
engineer's comments on that to see if it interferes with the drainage and to authorize
the City Clerk to contact a registered architect to draw these plans. Councilman
Spencer seconded the motion for discussion. Councilman Asting noted they need two
separate plans for costs to see if they want to do both or just one now. Councilman
Spencer questioned phase 2 and Councilman Asting said he didnlt want to consider that
at this time. Councilman Spencer noted that an architect's fees will be expensive.
Vice Mayor Bennington questioned why phase 3 is included and Councilman Asting said it
gives more room for the City administration's expansion. Councilman Wargo added that
it wouldn't cost that much more to do it all now rather than piecemeal. Vice Mayor
Bennington pointed out that they don't need separate plans as doing just one will be
less expensive and they can be labeled as "phase 1" and "future". There was a dis-
cussion about the drainage problem and how that could possibly be corrected.
Councilman Wargo suggested having the engineer draw up the plans but Councilman Spencer
said he didn't think he's an architect. Vice Mayor Bennington added that they'll need
an architect's seal when they're ready to build. Councilman Asting amended his motion
to have the plan encompass the entire complex with the exception of phase 2. Councilmen
Wargo and Spencer seconded the motion simultaneously. Amended motion CARRIED 4-0.
Original motion CARRIED 4-0.
Councilman Spencer moved that the City Clerk also have an architect draw plans for an
addition to Fire Station #1 for the use of EVER. Councilman Asting seconded the motion.
Councilman Spencer added that it would be off the 24 feet side which is in a northerly
direction. He noted that they may not be able to do anything until the next budget
session. Motion CARRIED 3-1. Councilman Wargo voted NO.
Vice Mayor Bennington suggested the City Clerk get with Mr. Clyde Mann and EVER to set
up a meeting with Council to discuss EVER and EVAC. Councilman Wargo so moved. Council-
man Asting seconded the motion. Motion CARRIED 4-0.
Councilman Wargo commended the Recreational Director for the excellent job on the plans
and Councilman Spencer agreed it was very helpful.
Councilman Spencer moved to adjoun. Councilman Asting seconded the motion. Meeting was
adjourned at 11:12 AM.
