CITY COUNCIL REPORTS Councilman Conroy reported: attended the Coffee with Councilman at Athen's Restaurant; attended TPO meeting; credit has been available for developers, looking forward to future growth; and the Governor is promoting California businesses to come to Florida as California's minimum wage raises to$15.00 an hour. Mayor Ignasiak reported: attended the County Round Table meeting where they discussed the upcoming meeting on the Water Compact and the County's approach on funding, water quality, and a lot of other things pertaining to the Water Compact; Mayors breakfast, discussed the SEV business alliance; Park and Recreation Board asked to look into future plans; Chamber event at Aqua Park; Mayors fitness challenge; Chamber event at Bage Golf Carts; YMCA 5k Kick Off; Crystal Apple Awards; and the Florida Hospital. OTHER BUSINESS a. AR-2016-1704 Discussion of reinstating Julie Christine and Donna Nichols into the City of Edgewater General Employees' Defined Benefit Pension Plan. City Manager Barlow gave a staff presentation. Councilman Blazi questioned the legality of allowing Julie Christine and Donna Nichols back into the General Employee Pension Plan. City Manager Barlow stated that the attorney has been present through out the process and determined that it is legal based on both being employed at the time of the General Employees Defined Benefit Pension Plan and the information given to them by a City employee. A motion was made by Councilman Conroy, second by Councilman Blazi, that we reinstate Julie Christine and Donna Nichols into the City of Edgewater General Employees' Defined Benefit Pension Plan. City Clerk Ms. Robin Matusick reported: Dropped off League of Cities invitation, please RS.V.P. as soon as possible; and June 6th, 2016 attending a conference, Deputy City Clerk Mitch Honaker will be taking place at the June 6th, 2016 City Council meeting. b. City Attorney Mr. Wolfe discussed the settlement negotiations and proposed agreement terms relating to Huggins versus the City of Edgewater pursuant to Mediation that was held on April 26th, 2016. Proposed settlement by the City will be $65,000 to plaints (Huggins) (paid by the city Insurance company) upon execution of mutual general releases and plantiff withdrawing all four EEOC claims. A motion was made by Councilman Conroy, second by Councilwoman Power, to approve entering into an agreement to the settlement terms stipulated by the City Attorney.The MOTION was APPROVED by the following vote: Yes: 4- Mayor Ignasiak,Councilwoman Power,Councilman Blazi and Councilman Conroy c. City Manager 4610 Mr. Barlow discussed: City Attorney is requiring staff attend an Eminent Domain hearing on May 4th, 2016; there is a chance at the conclusion of the end of the first part of the hearing that we will be required to put an estimated value of land (estimated under $100,000) into escrow within a 20 day period;we have had one appraisal; and the status of current active bids. After discussion, the Council concurred to authorize the City Manager to place no greater than $100,000.00 into an escrow. 12. CITIZEN COMMENTS None at this time. 13. Students were encouraged to create a poster depicting a water conservation idea, in slogan, form, drawing form, or both. The contest teaches elementary aged school children and reminds older students about the importance of water conservation.
