CITIZEN COMMENTS Michael Visconti, 316 Pine Breeze Dr, asked the mayor if he could be the emcee and guest speaker at the Pearl Harbor Remembrance, Mayor Ignasiak responded he had been asked by AMVETS and he has accepted and is looking forward to it. Mr. Visconti announced the band would be Harmony Soundwaves and Richard Cuchetti, after the ceremonies, everyone is welcome for lunch, Dec 4th, 11:00 a.m.at Hawk's Park. Gene Emter, 513 Portside, said thank you for the recovery efforts by the City of Edgewater, his homeowner's association had a meeting with 80 people in attendance, there were so many thankful people, he wrote a letter thanking the city and all of the staff and congratulated Mr. Conroy and Mrs. Vogt on the recent election. Mr. Barlow shared a story about the City Employee that runs the garbage route for Edgewater Landings, has such a relationship with the residents there, before he clocked out on Thursday, he provided a list of all the residents staying versus residents evacuating,pretty impressive. Chuck Martin, 205 Cherrywood Lane, wanted to thank City Manager and everyone, after the storm, he and his son checked on his neighborhood there are seven widows that live in his neighborhood, they all needed help, they all came together, there was a group going around, cutting and getting everything moved, Public Works came by to check on everyone, one lady had a tree fall and take out her fence, landed on the back of her house and couldn't get her dogs out, Mr. Martin contacted the City Manager, needless to say, the tree was taken care of there were a couple of city workers that came over on their own time and helped remove the tree and that's what it's all about, thanked the Chief of Police and all of the officers, congratulated Mr. Conroy and Mrs. Vogt, thanked Mr. Andrejkoviks for a running a good, clean campaign and was proud to live in Edgewater. Rebecca Crews, speaking on behalf of Boston Whaler, said thank you to Tracey and Samantha and great job with the clean up. Richard Brown, 2827 Unity Tree Dr, stated there is a wooded lot next to him that is encroaching on his property, it's out of control, code enforcement came out and took a picture of a tree that was at a 45 degree angle, told Mr. Brown it would be taken care of but during the hurricane, it crashed on City of Edgewater Page 2 Printed on 11/23/2016 City Council Meeting Minutes November 14,2016 house, the first estimate was over $20,000 just for the interior of the home, could a crew come out and clear, isn't there a fire ordinance about brush being that close to a home? Mr. Barlow explained the ordinance, that the fire department will do an assessment, if it meets certain score, the city can do a code enforcement case on the property owner, who would be required to clear it, suggested talking to Mr. Lariscy and Mr. Cousins after the meeting. 5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA None at this time. 6. CITY COUNCIL REPORTS Councilman Conroy thanked the council and city staff his wife was recently hospitalized and received a beautiful bouquet of flowers; during the hurricane, Smoking J's Restaurant, owner John Riesbeck, manager Shawn Gilmore, came in with food, rented a U-haul and filled with supplies and gave it out, just because he wanted to help, he'd been in a similar situation and had received help. Motion was made to issue a proclamation/plaque to Mr. Riesback and Mr. Gilmore, there were over 600 meals served in one day. Mr. Conroy said he would personally drive it over to Gulfport and have some BBQ, they were like angels, second by Councilman Blazi; attended the Koop 386 event at Hawk's Park; Veteran's Day ceremony at Sea Pine Cemetery, accolades to the Mayor, very moving speech; the Southern Bar and Grill, hosted a homeless Veteran fundraiser, a grassroots organization, raised over $4,000; thanked Councilwoman Bennington for her service, we owe her a great debt; Councilwoman Bennington responded it's been her pleasure; wanted to bring up the election and how comments he made were sometimes insulting to people and not appropriate, with a lot of reflection, he needs to do better and be more respectful of colleagues and vowed that he will be a better Councilman. Mayor Ignasiak attended Indian River Elementary School with Councilwoman Power to explain local government to 3rd graders; Parktown groundbreaking for the Northwest Lineman's College, huge facility; Trunk or Treat at the YMCA, whoever changed it, great move; spoke to the Cub Scout pack on local government; election day at Edgewater Public School, created two precincts, 3rd grade and lower grades did paper ballots, upper classes did computer ballots, what a great way for kids to understand the election process; County Roundtable, spoke with school superintendent Tom Russell; Mayor's breakfast, hurricane recovery was the main topic; spoke at Veteran's Day ceremony at Sea Pine Cemetery, Post 285 hosted a luncheon after, great turn out; Moose Lodge hosted a fundraiser for the Girl Scout's; the Bike trails are in great shape, debris is gone, like nothing ever happened, all the parks are back open; would like to recognize Sgt Webb, recent graduate of the Southern Police Institute;wished Councilwoman Power a Happy Birthday. Councilwoman Power reminded everyone about the TPO meeting on Wednesday, November 23 at 9:00 a.m., she can't go, Mayor Ignasiak volunteered to take her place; congratulated everyone on the elections;thanked the city staff and city worker's for doing a great job getting debris cleaned up. Councilwoman Bennington thanked all of the city staff, stated it was an honor and priviledge to work for the city for a total of 13 years. Councilman Blazi congratulated Amy Vogt and Gary Conroy, wanted to let Councilman Conroy know he would like to bridge the gap, for professional reasons; Pelican Cove East, there is a wall that separates the commercial Pelican Plaza from the residential property, the wall has fallen, it's very complicated as to who owns the wall, which means who's responsible for putting the wall back up, the city hired a surveyor, can not locate any site plans, we will look at the site plans, evaluate, make a code case and require the commercial property owner who is out of the country, but there is a property manager here, meeting tommorrow with Mr. Lariscy and Chief Cousins, will discuss then. Discussion followed concerning a timeline and stormwater issues. City Attorney Mr. Wolfe discussed, former police officer, Chris DeRosa has filed a charge of discrimination with the Equal Employment Opportunity Commission, alleging disability discrimination, the EEOC asked us to respond, on November 4, filed a response for the City, will keep informed. c. City Manager Mr. Tracey Barlow asked about co-sponsoring the Pearl Harbor Remembrance day event on December 4th, with the AMVETS, reimbursement of up to $800 and set up the chairs and podium; evaluations due for City Manager and City Clerk, either fill them out on paper or have it emailed; Thursday is the Chamber Installation Dinner; Friday is ribbon-cutting for Farmton; next Council meeting will be transition meeting, official votes, say goodbye to Ms. Bennington, swear in new Council, then the regular meeting will hand out the goals for 2017, then talk about project goals at the January 2017 meeting, will decide the Vice Mayor and consider reappointments to any of the boards. 12. CITIZEN COMMENTS Michael Visconti, 316 Pine Breeze Dr, received a phone call from Mrs. Campbell, the commander of the Pearl Harbor Sons and Daughters, she wants to thank Edgewater for recognizing the sons and daughters and survivors of Pearl Harbor. Councilwoman Power announced it was the 75th anniversary of Pearl Harbor. 13. Date: November 4, 2016 Subject: Appreciation for City Services after Hurricane Edgewater Landing had our monthly meeting last week with over 80 members present. Edgewater city services after the hurricane were discussed and the appreciation and compliments were sincerely stated. Everyone expressed support when I said I would send the audience and Board sentiments to you and your staff. Especially noted was the trash pickup on the Monday right after the hurricane and the swiftness with which the debris pick-up started,the hours they worked during the day and how quickly they completed their pick-up through Edgewater Landing. They also recognized the police drive-throughs, and how fast the city resumed the regular trash and recycle schedule under difficult circumstances. Both the Association and our resident are very aware that such excellent response would not have been possible without extensive and successful planning of many departments long before the disaster occurred Please share our community appreciation with all the staff who so successfully managed the hurricane recovery. Barlow, City Manager Ref: Hurricane Matthew After-Action Report The purpose of this memorandum is to provide the City Council with a brief synopsis of events associated with the preparedness, response and recovery activities for Hurricane Matthew event that occurred on October 7, 2016. The report itself does not represent the dedication of your city employees who committed themselves to many hours preparing for and responding to the damages left behind. As numerous employees were required to shelter in city facilities for the impact of the storm, others were permitted to shelter within their own homes but required to immediately return once the storm passed. Since the course of the storm had made a last minute favorable track adjustment it spared our community from previously anticipated devastating damages. The change in the track had also allowed the city team to deploy response and recovery teams sooner than originally planned. Numerous Environmental Services employees immediately returned to work at 3:00 PM Friday afternoon and worked late into the evening ensuring that all within the community were safe as well opened roads and secured infrastructure. Others worked throughout the entire night directing traffic and managing wastewater lift stations to ensure no sewer spillage. Remaining crews returned at 6:00 AM Saturday morning and resumed safeguarding activities and began damage assessments and recovery activities. The purpose of the review was to evaluate future opportunities whereas we may enhance our operations for a more responsive, safer or efficient preparedness, response and recovery to such events. For each identified area we assessed the effectiveness, efficiency and benefit as well as any opportunities for enhancements. 1) Storm Tracking • Monitoring • Currently have a weather station at Fire Station 57. The following initiatives were previously identified and currently on the list as well as additional initiatives that we will complete proposal applications for. The purpose of the HMGP program is to help communities implement hazard mitigation measures following a Presidential major disaster declaration. Hazard mitigation is any action taken to reduce or eliminate long term risk to people and property from natural hazards. The HMGP funds may be used to fund projects that will reduce or eliminate the losses from future disasters. Projects must provide a long-term solution to a problem.
