SPECIAL MEETING AND WORKSHOP
JUNE 6, 1985
MINUTES
Mayor Baugh called the meeting to order at 3:00PM in the Community Center.
He stated the items on the agenda were: 1) Police Chief selection procedure,
2) Negotiator for labor agreements, and 3) Discussion of salary increase for
Mayor and Council.

Mayor Baugh requested a motion to recess the Special Meeting and go into the
Workshop. Councilman Inman so moved. Councilman Prater seconded the motion.
Motion CARRIED 4-0.
Police Chief selection procedure - City Clerk Martinez stated that she received
a telephone call on Tuesday morning from Chief Brown from Leesburg who is the
President of the West Central Chiefs' Association who is involved with the
assessment center she'd discussed earlier. She said he apologized for not con-
tacting her previously but he was trying to find individuals to perform the
service on an individual basis rather than through the assessment center since
we're not in their region. She said he told her he has five trained assessors
and one administrator who will do this for $100. per day per person for, a cap
of a three day period for three l2-hour days for a total of $1,800. She said
they also offered three administrators to review the 34 applications and short
list them to 10 and then the assessors will contact them for the date and pro-
cedure for interview. She noted that from the 10 there are usually only about
5 as some will withdraw or are unable to come, and then they'll go to the assess-
ment center and they'll submit back to the Council about 5 applicants with
written evaluations of shortcomings and strong points of each applicant.
She noted that Council will then make their selection from that. She added
that they felt they could do the review in one day, on a Saturday or Sunday,
and that expense would be $50. per person for three people, or $150. She
pointed out that the Chiefs' COnvention starts June 23rd in Miami and if Council
decides to do this, he could get the list of 10 established prior to the Con-
vention, but he didn't think they could get the assessment center completed by
then because some applicants are from out of state.
Councilman Rotundo asked if Council feels that's too much money to invest in
this program and he pointed out it would save a lot of time and they'd get expert
advice. City Clerk Martinez stated that this organization was recommended to
Sergeant Lenz and her through Florida Department of Law Enforcement which is a
strong supporter of this assessment center procedure.
Councilman Prater asked the total cost and City Clerk Martinez replied that it
would be a grand total of $1,950. for the completed process back to Council with
five qualified personnel. There was a discussion about the possibility of not
having five qualified people to select from, and City Clerk Martinez pointed
out that if they didn't find any qualified personnel from the 34, they wouldn't
set up the assessment center. Mayor Baugh asked if they video this and offer
them tests and City Clerk Martinez replied yes, and it lasts about 12 hours.
Councilman Rotundo said he thinks it's a great idea.
City Clerk Martinez stated that there's a retired gentleman from Deland who is
an independent consultant and he's offered to short list the 34 applications and
then bring them back and let Council be part of the interviewing board and he'll
charge $400. per day with an estimate of two days but he could put a cap on four
days. Councilman Prater asked if that's just one man's findings and City Clerk
Martinez replied yes, and with Council.

Mayor Baugh said he talked to the man and he gets a panel of three or four
people and someone from the City who might be an expert in this field or with
knowledge of law enforcement or picks an individual to work with him and it
would involve the Council and the City Clerk and perhaps two other individuals
from the City. He added that the man told him he felt he could complete it in
two days. Councilman Prater pointed out that it's about half the cost and
Councilman Rotundo questioned if they're getting the true picture.
Walter Gross asked if he could ask a question and Council members agreed.
Mr. Gross said to spend $1,800. with what he knows about the applications
would be a waste to pay any person because he thinks the standard and
quality of the 34 is not there and none would be suitable as Police Chief
as they've had in the past. He said Council can do it better than they can.
Mayor Baugh said he'd be happy to meet with the man from Deland if Council wants
him to and he feels he's qualified and goes around to different departments to
have seminars on vicarious liability, he's very knowledgeable, and was with
Public Safety for about 15 years in Dade County. He added that he had gone
through the assessment center and it's a very rigorous ordeal. There was a
discussion of how the ranking is done on the strong and weak points of each
individual.
Frank Opal asked the man's name in Deland and Mayor Baugh replied that it's
Mr. Lockheed.
Councilman Inman reviewed that the retired consultant could do the job in 2 days
at $800. or a cap of $1600. with the aid of Council and other personnel.
Mayor Baugh suggested the City Clerk could talk to him again more indepth.
Councilman Inman asked if the end result is the same for the retired consultant
and Mayor Baugh replied yes.
Negotiator for labor agreements - City Clerk Martinez said there are many manage-
ment and consultant and professional negotiators and attorneys that do this
and the prices range from $80. an hour to $80. for one-half day to $50.a full
day to a flat fee of about $2,000. for the full service per contract. She
stated that Councilman Inman has volunteered to do this if Council wants him
to. She said she talked to the secretary of one of the labor management organi-
zations in Orlando and she was told that when a professional negotiator or
attorney is hired, the contract has to be reviewed in depth by them and because
they're not familiar with it they must take the time at the City's expense.
She pointed out that if they're going for a new contract or for many changes,
it could be quite costly and the gentleman who did the PBA contract could put
a maximum $6,000. per contract for two contracts, which she thinks he meant to be
three contracts. She pointed out that the issue could possibly be just wages
but she isn't aware of their requests, and Council has executive sessions avail-
able. She said she'd like to become involved in the mechanics of it because of
the way some of the things work administratively. Councilman Rotundo agreed
with Councilman Inman doing it, and Mayor Baugh said he was going to suggest that.
Councilman Prater pointed out that if Councilman Inman runs into trouble and
needs help, they can assist. Mayor Baugh said the contracts they have now are
good contracts and they will basically be negotiating salaries. Councilman
Inman said he's been on both sides of the fence, as member of the union and
in management. Mayor Baugh suggested that if he can't do it and they need
assistance, they can then call in a professional. City Clerk Martinez pointed
out they can always contact City Attorney Alvarez if there's a problem as he has
a lot of previous experience and they can get a fast answer. City Attorney
Alvarez noted that they need to answer the union's letter on who will be the
team and Councilman Inman said he and City Clerk Martinez could be the team.
Mayor Baugh suggested Sue Koser be the secretary during the negotiations.

Discussion of salary increase for Mayor and Council - Councilman Inman
stated that the Mayor and Council had not received an increase in salary
since 1977 and the cost of living has gone up. He pointed out that the
Safety Director makes 50% more than the Council and there's a misconception
by some people about the salaries received. He recommended Council salaries
be increased from $2,400. annually to $4,800. annually and the Mayor's salary
be increased from $3,000. annually to $5,000. annually, payable monthly.
Walter Gross pointed out the Mayor's salary is only $200. more than the
Council and the difference is greater now. Councilman Inman said the
figure could be changed.
Councilman Rotundo suggested it be raised because they do spend a lot of time
with Special Meetings. Councilman Prater said he agrees with the raise but
he thinks the Mayor is entitled to a bigger figure than the difference because
he has to spend a lot more time and he suggested $6,000. for the Mayor and
double for the Council. Councilman Inman agreed.
Gigi Bennington agreed the Council should get an increase and she suggested
Council check with the City Attorney because it's in the Charter and they
have to put it on a ballot to make it legal. Mayor Baugh asked the City
Attorney his advice on this matter and City Attorney Alvarez replied that an
ordinance would be sufficent.
Walter Gross stated that the last raise for Council and Mayor was an ordinance
done during the time Attorney Gillespie was a City Attorney. He added that
compared to other cities, it's out of line, and he hopes there's enough money
to carry a raise during these stress times with water and they should have
restraint in spending.
City Attorney Alvarez pointed out that Ordinance 967 adopted by Council on
January 10, 1977, did not have a referendum involved based on the Home Rule.
Powers and this was an opinion from a former City Attorney and he finds no
reason to deviate from. this.
Mayor Baugh asked for a motion to adjourn the Workshop. Councilman Inman so
moved. Councilman Prater seconded the motion. Motion CARRIED 4-0.
Mayor Baugh asked for a motion to go into the Special Meeting. Councilman
Prater so moved. Councilman Inman seconded the motion. Motion CARRIED 4-0.
Police Chief selection procedure - Councilman Rotundo made a motion to engage
Mr. Lockheed to work this up. Mayor Baugh asked if City Clerk Martinez should
contact him to get the cap. Councilman Rotundo said they want the cost before
they hire him and they should cap it at $800. City Clerk Martinez noted that
it's $1,600. for four days and he would try to do it in two days. Councilman
Inman said that at $400. a day he may want to stretch it out. Mayor Baugh
said the man is a consultant and a professional and is in court a lot of time.
Councilman Prater said he'd like a two-day cap if they're going to go with one
man. Councilman Rotundo pointed out that he might not get done in two days.
There was a discussion between Mayor Baugh and City Clerk Martinez about the
assessment center. Councilman Rotundo withdrew his motion. There was further
discussion about the length of time required. City Clerk Martinez pointed out
that in the $1,600. one the Council will be involved and in the $1,950. one,
the Council will select from the final five.
Walter Gross asked if they can get a contract for $800. for the job and City
Clerk Martinez replied that there are many elements unknown at this time.
Mayor Baugh stated that they'll get a professional job either way they go.
Councilman Rotundo suggested they go the longer route with Mr. Brown and
that will leave Council out and get the experts' decision. Councilman Prater
noted that it's five men versus one man's opinion. City Clerk Martinez
clarified that there are five assessors and one administrator. Mayor Baugh
asked his name and City Clerk Martinez replied it's Roy Newman. Mayor Baugh
said he went through the process with him. Councilman Inman said he's inclined
to go with Chief Brown due to the additional personnel and they want the job
done right because he doesn't want a recurrence of what they had before.
Walter Gross said he doesn't have much to work with.
Councilman Inman moved to go with Chief Brown's organization. Councilman
Rotundo seconded the motion and said out of the 34 there has to be someone
qualified to be the Police Chief. Motion CARRIED 3-1. Mayor Baugh voted NO.

Negotiator for labor agreements - Mayor Baugh recommended they let
Councilman Inman and City Clerk Martinez handle this and in the event they
run into a snag, they'll sit down and discuss possibly engaging one of the
professionals but until then, they'll be the negotiators. Councilman Rotundo
made that a motion. Councilman Prater seconded the motion. Motion CARRIED
4-0.
Discussion of salary increase for Mayor and Council - Councilman Inman moved
that the ordinance be drawn up to increase the Mayor and Council salaries to
the following: Councilmen from $2,400. annually to $4,800. annually and the
Mayor's salary from $3,000. to $6,000. annually, payable monthly, and direct
the City Attorney to prepare an ordinance. City Attorney Alvarez said it
could be for the next regular meeting. Councilman Rotundo seconded the
motion. City Clerk Martinez asked the effective date. There was a dis-
cussion about the effective date of the salary increase and the effective
date of the ordinance. City Attorney Alvarez stated that they can make it
effective on its adoption by law with increases retroactive to June 1st.
Mayor Baugh asked Councilman Inman if he wants to make it June 1st and
Councilman Inman agreed that would be part of his motion. Councilman Rotundo
agreed as the second to the motion. Motion CARRIED 4-0.
Mayor Baugh asked for a motion to adjourn. Councilman Prater so moved.
Councilman Rotundo seconded the motion. Meeting was adjourned at 3:41 PM.
