04-23-1985 - Special . ~ ~ ~ CITY COUNCIL OF EDGEWATER SPECIAL MEETING APRIL 23, 1985 MINUTES Mayor Baugh called the Special Meeting to order at 2:32 P.M. in the Community Center. He stated the items on the agenda were: 1) authori- zation for City officials to execute the purchasing documents for the 14 acres north of Roberts Road, 2) take action on petition presented at April 15, 1985, Council meeting requesting that Mayor Baugh be offered the position of Chief of Police, and as a supplement to the agenda, 3) emergency authorization to replace traffic signal controller at the intersection of U.S.l and Park Avenue (State bid). ROLL CALL Mayor Earl Baugh Councilman Louis Rotundo Councilman Russell Prater Councilman Neil Asting Present Present Present Present Councilman James Inman City Attorney Jose'Alvarez City Clerk Connie Martinez Sergeant William Lenz Present Present Present Present Authorization for City officials to execute the purchasing documents for the 14 acres north of Roberts Road - Councilman Asting moved that the authorized City officials execute the purchasing documents for the 14 acres north of Roberts Road. Councilman Inman seconded the motion. City Attorney Alvarez suggested they include the preparation of the ordinance to annex this piece of property into the City. Motion CARRIED 5-0. Mayor Baugh asked for amotion to prepare an ordinance for annexing and Councilman Asting so moved. Councilman Rotundo seconded the motion. Motion CARRIED 5-0. City Attorney Alvarez suggested they next review item three and Councilman Asting agreed. No Council member expressed an objection. Emergency authorization to replace traffic signal controller at the intersection of U.S.l and Park Avenue (State bid) - City Clerk Martinez noted that this item is a result of an accident that took place over the week-end and the replacement cost is $4,440. under State bid and it has to be kept functioning. She said they also need a motion to authorize the City Attorney to recoup the funds from the people involved in the accident. Councilman Asting so moved. Councilman Prater seconded the motion. Motion CARRIED 5-0. Take action on petition presented at April 15, 1985 Council meeting requesting that Mayor Baugh be offered the position of Chief of Police - Councilman Asting stated for the record that over a year ago an injustice was done to Earl Baugh,who was then Chief of Polic~ by members of the previous Council and this resulted in his dismissal. He said at the last meeting a petition was given to Council by the people of the City urging reappointment of Earl Baugh as Police Chief. He noted that prior to his dismissal Earl Baugh served this City for about 10 years in a creditable manner and the audit report pointed out the lack of Council guidance and support. He said that the factionalism in the report was encouraged by some officials to the detriment of Earl Baugh. He stated that in filling the position of Police Chief, he'd prefer to hire someone in the City with experience, someone who knows the people and the City and can conduct Police operations for the public safety. He asked Mayor Baugh if he'll accept the position of Police Chief of Edgewater at a salary of $22,500. per year with full benefits effective at this time. l. . o ~ Take action on petition presented at April 15, 1985 Council meeting requesting that Mayor Baugh be offered the position of Chief of Police(Cont'd)- Mayor Baugh stated that he worked as Chief of Police for almost nine years and feels he did a good job and has letters in his file numbering about 60 to 1 that he did a good job but you can't make everyone happy. He said that a lot of things happened over the past year and a half and one thing he found out was that a former Council member made a statement three months prior to the audit that they had three votes to get rid of him anyway. He said he has another statement about where the cover letter was written. He noted that several things had happened and he's been trying to live with this situation and some people have contacted the newspapers but they haven't asked him anything about the past and he has nothing to hide. He said they don't know what he went through the past one and one half years and he knows he has the people supporting him whether he accepts or rejects the position of Police Chief. He stated that in reply to Councilman Asting's question he is going to decline at this time because the people of Edgewater have voted him in as Mayor and he feels honored that they did that but the people that circulated the petition to get him reinstated he loves dearly and ,he had nothing to do with it and regardless of what some people think he knew nothing about that petition until it was presented the night of the Council meeting. Councilman Asting asked if he's going to accept and Mayor Baugh replied not at this time. Councilman Asting stated that settles the matter. Mayor Baugh thanked Councilman Asting for his comments and added that he personally feels he was done wrong and only those that did it will know about it. Councilman Asting stated this should settle the matter regarding the rumors circulating that it was cut and dried that he would be reappointed and this is the end of the matter. Councilman Inman stated that the items on the agenda were taken care of and he moved to adjourn. Councilman Asting seconded the motion. Meeting was adjourned at 2:45 P.M.
