MARCH 28, 1985
MINUTES
Mayor Baugh called the meeting to order at 2:05 P.M. in the Community
Center. The meeting was temporarily delayed due to a malfunction of the
recording equipment. He stated the items on the agenda were: trash incin-
erator; John Gross request re: Gabordy Canal; advertising and hiring
procedures for Police Chief's position; and review pending matters with
City Attorney Jose' Alvarez.

Councilman Asting moved to recess the Special Meeting and go into the Work-
shop. Councilman Prater seconded the motion. Motion CARRIED 5-0.
Trash incinerator was the first item to be discussed. Mr. Kutrieb stated
that he's the inventor and builder for this incinerator. He displayed
slides of an air curtain destructer and stated that smoke and odor are
absent. He noted that steel frames have to be installed with tiles on the
steel support frames and the combustion chambers are designed to last for
years. He stated that if they have to replace a tile due to accidental
damage it's a simple matter of removing the damaged tile and replacing it
with a new one. He added that a dual chamber system can be ordered for
extra burning. He pointed out that the U.S. Forestry Service conducted tests
on equipment of this type and the results were that unwanted wood waste can
be disposed of at minimum cost by controlled incineration. He stated that the
system is powered electrically and costs about $1.50 an hour, excluding labor.
He said the air handler unit can be purchased separately if desired but most
states require it be used with a combustion chamber. He pointed out that
with large amounts of wood and tree clippings there's about a 95% reduction
rate. He stated that he has a list of different city governments that have
both these units.
Councilman Inman asked the ignition source and Mr. Kutrieb said it's usually
fuel oil but that gives some smoke when it's started and some have gone to
LP gas torch which works cleaner. He noted that the unit doesn't have any
source of fuel for even burning but with any material that's combustible
they need some kind of fuel and proper amount of air and this unit burns
clean because they utilize the heat generated in the unit. Councilman
Inman pointed out that they need fuel, oxygen and heat to create a fire so
there's fuel in the pit and Mr. Kutrieb agreed. Mayor Baugh stated that
the trees would be the fuel source.
Councilman Inman reviewed the process for replacing the tiles when they're
damaged. Mr. Copeland asked if they can burn tires and Mr. Kutrieb said
DER won't permit it. Councilman Asting noted that their biggest problem
is getting rid of wood trash. Mr. Kutrieb stated that's what the unit is
designed for.
Councilman Prater noted that the operation is 100% manual and asked if an
operator has be there whenever it's in use. Mr. Kutrieb replied yes.
Councilman Prater said he noticed that the valve has to be regulated as to
the type of burning.
Councilman Rotundo asked the life expectancy of the air handler on top and
Mr. Kutrieb replied that in Illinois they have some units that have been
in operation for twelve years.

Mr. Kutrieb pointed out that it's made out of 11 gauge steel. Councilman
Prater asked if the body is stainless steel and Mr. Kutrieb replied that
it's carbon steel.
Councilman Prater asked about the burning nozzles and Mr. Kutrieb said it's
steel and all one piece. Councilman Asting pointed out that Mr. Copeland
and Mr. Tenney looked at the unit in Indian River County and were very
impressed with it. Mr. Kutrieb compared the unit to a fireplace and noted
that the operators should be trained by their factory personnel. Councilman
Asting asked about installation and instructions to personnel if they decide
to purchase a unit and Mr. Kutrieb said any kind of installation or training
could be done but the unit comes with instructions. Mr. Kutrieb again stated
they could buy the parts or unit independently or can arrange to have it
installed and bill the City. Mr. Kurschner pointed out that the erection
involves pouring a footer and they provide drawings on how it's to be done.
Councilman Asting asked if the steel grids are attached to the walls and Mr.
Kurschner said the frames are positioned and it's just a matter of following
the instructions. Councilman Asting asked the size of the tiles and Mr.
Kurschner said they're one square foot and about 60 pounds each. Councilman
Inman questioned the anticipated down time and Mr. Kurschner said it would
be just long enough to replace the motor and it's 30 horsepower.
Councilman Asting asked Mr. Copeland how many times a week he'd be operating
the incinerator and Mr. Copeland replied that he doesn't think it would be
more than once a week. Councilman Asting asked the amount of trash weekly
and Mr. Copeland said it's about 1,000 yards a month. Mr. Kutrieb pointed
out that they have to feed it at a slow rate to keep it from overheating.
Councilman Prater questioned the amount of ash coming out at the top and
Mr. Kutrieb said it's a little bit if it's a light material because it's
designed for wood. Councilman Prater noted they could arrange the materials
to put the lighter materials on the bottom and Mr. Kutrieb agreed.
Councilman Asting noted that the temperature ranges from about 1,0000 at
the top down to 1500 at the bottom and Mr. Kutrieb said it depends on the
materials and the temperatures will change. Mr. Kutrieb noted that with a
large stump and other materials the stump will burn completely and will be
a powder ash. Councilman Asting pointed out that there's a door for
cleaning purposes.
Mr. John Gross asked the cost for the employees when it's not in operation.
Mr. Kutrieb said they try to train 3 or 4 people and the machine is not
difficult to operate plus they have instructions.
Mr. Walter Gross asked if the unit could run on 220 DC and Mr. Kutrieb
replied it's 3 phase for the entire unit and it could be run on 440 volt.
Mr. Gross pointed out they'd have to install the service to run the unit
and he asked how much land is needed to load and unload and install the
unit. Mr. Kutrieb replied that it's less than an acre but some locations
offer a different problem. Councilman Asting asked the dimensions and
Mr. Kutrieb said it's 14 foot deep and 9 foot wide and the length is
determined by need.
Mr. Tom Sheridan asked the life of the refractory and Mr. Kutrieb said
based on past experience the oldest was about 10 years but that was
operated in another type of climate.
Councilman Rotundo asked if they buy a 20 foot unit and then decide to go
to a larger unit later if they could expand it with the same equipment.
Mr. Kutrieb stated that they can buy it in 5 foot sections, but if they
want to expand very much they'll probably want to buy an additional unit.
Mr. Copeland pointed out that in Indian River County they get trash from
the entire county and it's 20 foot and they don't burn every day. He added
that the area for the incinerator is very small. Councilman Asting noted
that Mr. Copeland has a location if they purchase it and asked if they should
keep tiles on hand and Mr. Kutrieb said they'd advise to have a few on hand.

Mr. Frank Roe, 2732 Juniper Drive, asked if any installations have been
cited for EPA violations and Mr. Kutrieb replied no, but once he was called
and they requested the retraining of an operator but no citations were involved.
He noted that the unit has a good safety record and they've never had a problem
with OSHA and no knowledge that anyone has got hurt. Mr. Roe asked if they
need a license and Mr. Kutrieb said they need one from DER. Councilman Asting
asked Mr. Copeland if he'd contacted DER and Mr. Copeland stated that DER had
told him about this unit and he already has the permits to pass along to the
engineers.
Mr. Walter Gross asked if branches can be put in or if it's a special size.
Mr. Kutrieb said 9 by 20 foot long can be burned and they don't dump a truck
load at one time, just small amounts.
Councilman Inman asked the disadvantages of the unit and Mr. Kutrieb said
they don't have a starting heating source to avoid all the smoke when it's
fired up and until the temperature is raised they'll have light smoke. He
added that it also has to be cleaned and ash removed and it's an open type
burner and the area has to be fenced in. He pointed out that his company has
never had to defend_itself from any allegations regarding this equipment.
Mr. John Gross asked if there's a conveyor and Mr. Kutrieb said there's
just dirt on the bottom.
Mrs. Walter Gross asked the location for the unit and Mr. Copeland replied
that it would be at the City's garage and he added that there's very little
smoke and with the blower it takes the smoke away. Mr. Kutrieb noted that
if it smokes, there's something wrong. Mr. Copeland agreed that overloading
it could cause smoke.
Councilman Asting asked about the reason for controlling the air curtain and
Mr. Kutrieb said that's why they have a damper valve.
Mayor Baugh asked the cost on the 20 foot and Mr. Kutrieb said the unit
would be $15,500. to include the whole air handler unit and the entire unit
with all parts required for operation, including the combustion chamber, and
the clean out door, but not freight, would be $51,220. He added that there
will be costs for transportation and it will take about three people about
four days to erect. Councilman Prater asked the weight of the complete
package and Mr. Kutrieb said it will probably be two semi loads and the
freight would be about $3,000. Mr. Kurschner pointed out that the electric
service would have to be put in also.
Mayor Baugh thanked them for coming and advised them that Council will take
it under consideration. He call1ed a short recess at 3:00 P.M.
Mayor Baugh called the Workshop back in session at 3:15 P.M.
John Gross request re: Gabordy canal - Mr. Gross stated that his request
is in regard to the boundaries and not to the canal. There was a detailed
discussion regarding which letter was intended to be disregarded as Mr.
Gross had submitted two different letters.
Mr. Gross asked City Attorney Alvarez if he was a part of the resolution
to make it a floating canal and he said he talked with Attorney Margaret
Brewer and he thought they agreed to a method of solving the problems
and the simple method was to vacate or abandon the property north of the
Pickett Grant and East of Riverside Drive. He stated that after Attorney Brewer
met with City Attorney Alvarez they came back with a resolution to put in a
floating boundary. City Attorney Alvarez pointed out that it's been the
same boundary for the last 50 years. Mr. Gross stated that it changes every
day with the tide coming up. City Attorney Alvarez pointed out that it's
been changing for the last 50 or 60 years. Mr. Gross stated that the survey
shows a straight line and it couldn't be a straight line along the canal.
City Attorney Alvarez said the Charter reads the center line of the canal
for the boundary. Mr. Gross stated that it's 3 foot at low tide and 8 foot
at high tide and they agreed to that at the meeting of New Smyrna Beach.

John Gross request re: Gabordy canal (Continued) -
Councilman Rotundo stated that when the bridge was put in, it was put in
by the County and the canal under the bridge was dug out to the river and
he asked who gave permission for this digging. City Attorney Alvarez said
the County would have to have a plat there.
Councilman Asting asked how a small portion of the canal from Riverside to
the river would effect a change. City Attorney Alvarez displayed a copy of
a sketch showing the bridge and pointed out where the two cities' boundaries
are located, per the Charter and the line shown by the surveyor. He said he
doesn't know how much high and dry land is involved in the overlap and if they
vacate the area and New Smyrna Beach boundary limits go to the Pickett Grant,
he doesn't know what access they'd have. He said New Smyrna Beach's City
Attorney suggested they enter into a resolution to leave the boundaries as
they are and it's not presented a problem yet but John Gross wants to build
there and they can agree that Edgewater Codes and Ordinances would apply.
He added that to change the boundaries they'll have to go by State Statutes.
Councilman Asting noted that Edgewater's Charter says Gabordy Canal and New
Smyrna Beach's says Pickett Grant and he asked which is correct. City Attorney
Alvarez said it's an overlap in the description but it only covers the small
triangle. Mr. Gross pointed out to Council where the canal was in 1849 and
said when they put in the inland waterway they filled it in several times and
they left the canal going out to the end. He added that it was a straight canal
in 1922 and then they dredged it to make it deeper and later it became a dump.
He stated that the canal moved 100 feet north from 1922 to today. Councilman
Rotundo stated that somebody had to give permission to dig the canal and Mr.
Gross said no, the canal was here since 1849.
Councilman Prater asked if the canal was changed since the bridge was put in
and Mr. Gross said after the bridge was put in it went north. Mr. Gross stated
that he's taxed in Edgewater and New Smyrna Beach claims the property and he
can get an injunction and it's not a fixed boundary now.
Councilman Rotundo asked how he'll move the canal and Mr. Gross said verbally
in Jacksonville they told him they could move it and straighten it out from the
bridge east. Councilman Asting noted that erosion is involved also and Mr.
Gross said it stabilized because of slabs there. Mr. Gross stated that if he
moves it, there will be 5 lots in New Smyrna Beach and 5 or 6 lots in Edgewater
and a street. He added that the Charter isn't in existence anymore because
Edgewater voters voted it down five or six years ago. Mayor Baugh clarified
that the amendments to the Charter were what were voted down.
City Attorney Alvarez asked how the canal would be prevented from shifting
again and Mr. Gross replied that cocquina slabs would be used, and he's giving
several feet of wetlands and it would be a 60 foot canal. Mayor Baugh said
it will open the lots on the New Smyrna Beach side and City Attorney Alvarez
noted the lots will be serviced from New Smyrna Beach and Mr. Gross agreed.
City Attorney Alvarez said the project will be in the two city limits and
asked why he couldn't leave the boundaries as they are. Mr. Gross said if
he doesn't get the canal he'll put a street in.
Councilman Asting stated that if he puts the canal in and runs the street,
then the City's Charter would still be right. City Attorney Alvarez said
it wouldn't change the Charter and would be down the center of the canal,
and Mr. Gross wants them to change the Charter to read the Pickett Grant
be the center of the boundary. Mr. Gross said they'll have to change it
anyway. City Attorney Alvarez said the center is the canal. Mayor Baugh
said if they move the canal south, the center will be just about where the
Pickett Grant is and the Charter can be changed to read the same as New Smyrna
Beach's south boundary. City Attorney Alvarez pointed out to change the Charter
is a complex procedure and this Council will have to approve a special refer-
endum which is expensive for no apparent public purpose other than to make
Mr. Gross's development better. He said he wouldn't do it in their position
but if Council could work on it without changing the Charter and Mr. Gross
could show with an engineer's decision or technological data that it would
shift, then he could put the canal back rather than change the boundary.
He added that the next step is that DER will tell him to get the City's
approval but the City can't embark on making the change without knowing the
feasibility of the project in case he doesn't get the approval. Mr. Gross
stated they gave him an indication on four different items and told him
verbally he could do it but to try them out he got permits to fill in the
canal in front of his daughter's house.

City Attorney Alvarez said to change the boundary of the municipality is
accretion and he doesn't think they can do that in looking at Statute
171.052 which clearly states only those areas that don't meet the criteria for
annexation may be proposed for exclusion by municipality governing bodies.
He said if evidence is presented to Council, not just from Mr. Gross, but
from engineers or hydrologists, that it has shifted 100 feet to the south
then they just have to physically move it, at Mr. Gross's expense, and
stabilize it so they don't have the problem again in another 60 years.
He added that Mr. Gross needs to finalize his position with the agencies
and they can say as a matter of intent that the Council has no objection
to stabilizing the City's boundary. Mayor Baugh stated that if the canal
belongs there then he has to get the information from the agencies as to
where it is and asked if they can issue a letter that if he gets these materials
and if it's moved and stabilized the Council can go along with it. City
Attorney Alvarez said Mr. Gross can get the minutes and they can call him.
Mayor Baugh said he can't see why they have overlapping boundaries. City
Attorney Alvarez pointed out that overlapping isn't the problem as it's
always been there but Mr. Gross wants help to enhance his project and he's
going to stabilize the boundary at his expense.
Councilman Asting asked about Mosquito Control since they clean the canal
and Mr. Gross replied that they're begging him to do it and the people in
the neighborhood want it opened up.
City Attorney Alvarez stated that Council needs to know the public benefit.
Councilman Asting said Mr. Gross should get indications from DER that they
have no objections. Councilman Prater said it's provided it has moved.
Mayor Baugh agreed he'd have to prove to them that it did move. Mr. Gross
displayed a sketch drawn by the Corps of Engineers and said he'd have the
front in New Smyrna Beach and the back in Edgewater. Mayor Baugh said the
intent of Council is to work with him and providing he gets the proper permits
and shows them the canal has shifted and gets permission to move the canal
and stabilize it, there shouldn't be a problem.
Councilman Asting stated that he'd like to see in the description of where
the new canal will be the degrees on a compass so the canal doesn't swing
further south. Mr. Gross said he has to have the Pickett line in the
middle of the canal to solve his problems. Councilman Asting said he wants
to see a line from the bridge. Mayor Baugh noted that the engineering and
surveying studies will show that. City Attorney Alvarez suggested that Dan
Cory on the survey superimpose where the canal will be stablized. Mr. Gross
agreed he'd give them each a survey. City Attorney Alvarez suggested he go
through the administration and he'll move faster and not to deviate from what
was discussed at this meeting. Mr. Gross said he's arguing with the Corps
of Engineers about where the house will be. Mayor Baugh said he can get the
minutes from the meeting.
Mayor Baugh called a short recess at 4:02 P.M., and called the Workshop back
in session at 4:06 P.M.
Advertising and hiring procedures for Police Chief's position - City Clerk
Kinsey stated the reason the advertisement hadn't been placed in the magazines
yet was because Council needs to determine a tentative salary and the deadline
date for applications to be accepted. Councilman Asting pointed out that they
are just advertising in professional magazines. Mayor Baugh suggested a salary
range of $21,000. to $26,000. depending upon experience and education.
Councilman Asting suggested $20,000. to $22,500. Mayor Baugh suggested they
add to the advertisement after the section requiring high school graduate
that it be an Associate's degree in Criminal Justice or a minimum of five
years in administrative work, which would eliminate a lot of applications
from people who aren't qualified. City Clerk Kinsey pointed out that the job
description was adopted and there would be a conflict with the ad and the job
description but by motion they could change it. Councilman Asting suggested it
be Associate's degree and a mimimum of five years in Police administrative work.

Advertising and hiring procedures for Police Chief's position (Continued) -
City Clerk Kinsey noted that April 5th is the deadline for the May issue of
the Florida League of Cities Datagram. Mayor Baugh suggested they call
Tallahassee to get it in the~e. There was a discussion of the deadline
date for applications and Council members agreed to June 1st, which was
Councilman Rotundo's suggestion.
Review pending items with City Attorney Jose'Alvarez - Mayor Baugh said he
asked this be on the agenda as he wanted a status report on the items on the
list. City Attorney Alvarez said regarding the Planning and Zoning Board
Bylaws, the assignment came when all the boards updated their bylaws and he
reviewed them and made a recommendation that all boards be consistent with
requiring the majority of members and not just those present. He added that
the recommendation was amended on the floor and that assignment is closed.
He said the Attorney General issued an opinion last year pertaining to the
Board of Adjustments that says they need a majority of membership and he
thinks it's just a matter of time until the other boards would have to abide.
City Attorney Alvarez said in regard to the $1,130. to be collected from
Charlie Murphy, he discussed that administratively with City Clerk Kinsey and
former Mayor Ledbetter and he thinks they should close it out. Councilman
Asting pointed out that it will cost them more to collect if they pursue it.
City Attorney Alvarez stated that in regard to the conflict with Tom Sheridan
that has been ongoing and is closed.
City Attorney Alvarez said regarding the damaged tables by Oak Hill, that
should be closed because he doesn't think Council wants him to sue the City
of Oak Hill over these tables and there's a question of where they were
damaged. Councilman Asting stated that they won't loan them again,
City Attorney Alvarez noted that Council is aware of the status of the 911
dispatch agreement with Oak Hill.
City Attorney Alvarez said in regard to the Assistant Code Enforcement Officer
possible conflict this was handled administratively and he pointed out that
sometimes assignments don't reflect the situations. City Clerk Kinsey noted
that the City has a letter from Mrs. Irene Beckham regarding this.
City Attorney Alvarez said in regard to the R-4 setbacks, when this was
passed it was stated that it should be applicable to existing subdivisions
and the decision was made that they would be exempted. He said a letter
from the Building Official to Planning and Zoning raised the question about
duplexes and single family and the Mayor and Council turned it over to him
at that time but no situation has arisen yet that would require addressing this.
City Attorney Alvarez stated that in regard to the purchase agreement of the
14 acres there were a series of problems regarding the mineral rights and the
sale price was reduced by an amount sufficient to cover that if they want to
purchase the mineral rights. He noted there were also problems with the
title as the attorney who did the closing of the estate didn't send the tax
certificate to Tallahassee, plus when they purchased the property the sellers
paid off the mortgage and never recorded it, which showed an open unsatisfied
mortgage. He said he's researched it and got the satisfaction of mortgage
and they're ready to close, pending the abstract and title insurance.
City Attorney Alvarez said in regard to the Caldwell litigation, the judge
ruled a summary judgement and also took off their one claim and they've filed
a motion for rehearing but he hasn't ruled on that yet. He added that the
case has been taken off the trial calendar.
City Attorney Alvarez said in regard to the Jurgeson case, it was tried and
memorandum of law were filed with the judge and it's a legal and factual
question, the legal question being that in 1951 Mayor Fuller issued a deed
to some individuals for a City Park and they pay taxes on it and feel it's
theirs and it's been sold 2 or 3 times and an opinion was requested from the
former City Attorney to the Attorney General and he was told the case was valid.

Review pending items with City Attorney Jose' Alvarez (Continued)-
City Attorney Alvarez continued his review of the Jurgeson case. He noted
that the facts show there was a discrepancy on the date the Mayor went out
of office and when the deed was signed. He said the City did a lot of research
of this and the Public Works Department has taken care of the property for a
number of years and a neighboring property owner came forward and testified
and he should be commended for this.
City Attorney Alvarez said in regard to the Betts' suit, he has a meeting
scheduled for the next morning with a lady who's an attorney in Orlando
and they'll litigate jointly and they filed a motion to dismiss and he
intends to throw out the individual claims and punitive damages.
City Attorney Alvarez said the Montesano appeal is still pending and they're
just waiting for a decision.
City Attorney Alvarez said he filed an appeal on the Sherry Reed unemployment
compensation claim and is waiting for a reply.
City Attorney Alvarez noted that in the Caldwell case, the attorney for the
plaintiff submitted a proposal for Council to settle and he told them he'll
wait for a ruling from the judge.
City Attorney Alvarez said he's working on other matters with City Clerk
Kinsey which shouldn't require Council action in the immediate future.
Councilman Inman asked City Attorney Alvarez if they'll meet the deadline in
reference to Mr. Betts and City Attorney Alvarez replied yes and he expects
the complaint may be voluntarily amended because there are typos and wrong
dates in the complaint.
Mayor Baugh noted that he'd requested an attorney general's oplnlon regarding
the attorney working for two different cities and City Attorney Alvarez said
he contacted the attorney for the Florida League of Cities and about seven other
attorneys throughout the State serve different municipalities and he also
raised the question with the Florida Municipal Attorneys Association and
there was no problem. He added that he contacted the Commission on Ethics
also and he's not the only one in the State who's doing this.
Councilman Asting moved to go back in the Special Meeting. Councilman Prater
seconded the motion. Motion CARRIED 5-0.
City Attorney Alvarez asked to be excused at this time to go to a meeting.
Councilman Asting moved that he be excused. Councilman Inman seconded the
motion. Motion CARRIED 5-0.
Trash incinerator - Councilman Asting moved to purchase the incinerator and
then withdrew his motion and moved to go out for bids for an incinerator with
the Public Works Superintendent drawing up the specifications. Councilman
Prater seconded the motion. Councilman Inman asked about the money and City
Clerk Kinsey said it would have to come from unappropriated fund balance and
they'll be doing a budget amendment. Councilman Prater asked if he's referring
to the complete package and Councilman Asting replied yes, and it would be
similar to the briefing and we'd do the installation of a 20 foot one.
Councilman Inman asked if this would affect the paving project and Mayor Baugh
replied no. Motion CARRIED 5-0.
Mayor Baugh suggested they contact the contractors and possibly New Smyrna
Beach and Oak Hill to see if they'd be interested in helping to pay for it.
Councilman Asting agreed it's a possibility. Mayor Baugh noted that they
might be able to contract with the County also. Councilman Inman said he'd
talked to Mr. Copeland and this is much cheaper than hauling it to the
landfill because the truck costs $150,000. plus the fees to dump there.
There was a discussion about the capabilities of the incinerator.

John Gross request re: Gabordy canal - Mayor Baugh stated that they deter-
mined they would work with him providing he brings facts that the canal has
shifted and needs to be stabilized and written proof by hydrologists and
engineers and an actual map. Councilman Asting stated that it needs to show
so many degrees for the location. Mayor Baugh said it would be a plan from
Dan Cory. City Clerk Kinsey noted that it would be proposed stabilization
on the canal. Council members agreed with this.
Advertising and hiring procedures for Police Chief's position - Mayor Baugh
recommended they include "Associate Degree in Criminal Justice" plus "and/or
five years of Police administrative experience" with a salary of $20,000. to
$22,500. and the ad to run with a deadline of June 1, 1985, for the resumes.
Councilman Rotundo asked if a Sergeant had a degree and five years experience
if he'd be eligible and Mayor Baugh said yes. City Clerk Kinsey noted that
it would need five years administration work and Mayor Baugh clarifed that it
would be either/or, and to be advertised in the Florida Police Chiefs and
the Datagram. Councilman Inman moved to accept the sample ad, as amended.
Councilman Asting seconded the motion. Motion CARRIED 5-0.
Councilman Inman noted that the Police Department had to terminate a Police
officer which leaves them one short and they're going into the platoon system
April 1st which won't give them two supervisors on the road as required by
the union contract. Mayor Baugh clarified that it's two people on the road.
Councilman Inman noted that there are three Sergeants now but one is utilized
as the Chief and they'll need two acting supervisors. Mayor Baugh said that
should be a recommendation from the Police Department. Councilman Inman said
they need two more patrol officers. City Clerk Kinsey pointed out that the
resolution only calls for 11 patrol and Councilman Inman suggested they make
a change somewhere.
Review pending matters with City Attorney Jose' Alvarez - Mayor Baugh stated
that he doesn't have anything on this and Councilman Inman moved to accept
his report. Councilman Prater seconded the motion. Motion CARRIED 5-0.
Councilman Prater moved to adjourn. Councilman Inman seconded the motion.
Meeting was adjourned at 4:47 P.M.
