03-06-1985 - Special/Workshop Q o CITY COUNCIL OF EDGEWATER SPECIAL MEETING AND WORKSHOP MARCH 6, 1985 MINUTES Vice Mayo:r; Asting called the Special Meeting and Workshop to order at 2: 00 P.M. in the Community Center. ROLL CALL Mayor Earl Baugh Councilman Louis Rotundo Councilman Russell Prater Vice Mayor Neil Asting Excused Present Present Present Councilman James Inman City Attorney Jose' Alvarez City Clerk Connie Kinsey Sergeant William Lenz Present Excused Present Excused Also present were Mr. Earl Copeland, Public Works Superintendent, and Mr. Mike Tenney, Public Works Supervisor. Vice Mayor Asting stated that the first item on the agenda was the recommendation from the Public Works Superintendent on the bids for a refuse truck. Mr. Copeland stated that he's recommending they buy the Truxmore low bid truck. Vice Mayor Asting asked if it meets all specifications and Mr. Copeland replied yes. Vice Mayor Asting asked if the others meet specifications and Mr. Copeland replied no. Councilman Prater asked the delivery date and City Clerk Kinsey replied that it's 120 to 180 days upon receipt of the order, according to their bid. Councilman Prater asked if that's true of all bids and Mr. Copeland said yes. Councilman Inman asked about the trucks from Bennett that don't meet the specifi- cations and if the company has been advised. Mr. Copeland replied that they're to inform them right after this meeting. Vice Mayor Asting pointed out that they didn't meet the specifications. Councilman Inman said he wants them informed that even though they were the low bid, they didn't come up to the specifications, and the bid was awarded elsewhere. Mr. Tenney said some of the discrepancies on the Pak-Mor trucks were a 10 gauge floor in the bottom and the rest were 12 gauge; the packer blade lays down in the body of the truck and comes in contact with garbage and wet materials;the rear door is to be raised or lowered by hydraulic and it has only one cylinder with nothing to hold it up if it goes out; and the two hydraulic rear locks were requested and there's only one rear lock. He added that they all were sent a list of the specifications. Mr. Copeland noted that they'd gone to New Smyrna Beach to look at two of their trucks and they have side gates where the garbage goes in with a hydraulic ram underneath to raise the gate and when it goes in the raised position, the gate comes from the bottom to the top in about two seconds from either side of the truck. Councilman Rotundo moved to accept this bid of $ 50,823.00 for a Truxmore trash truck. Councilman Inman seconded the motion. Motion CARRIED 4-0. Vice Mayor Asting stated that the next item concerns the matters pending with the City Attorney and because of previous commitments, the City Attorney can't be at the meeting and he asked for a motion that this matter be TABLED until a future date when the City Attorney can be present at a Special Meeting. Councilman Prater so moved. Councilman Inman seconded the motion. Motion CARRIED 4-0. Vice Mayor Asting asked for a motion to adjourn and Councilman Inman so moved. Councilman Prater seconded the motion. Meeting was adjourned at 2:09 P.M.
