Also present were Mr. Paul Porter, Vice President, and Mr. Terry Zaudtke, a
project engineer with the consulting firm, Mr. Terry Wadsworth, Utilities Super-
intendent, and Mr. Robert DeLoach, Water Plant Supervisor.
Mayor Baugh requested a motion to adjourn the Special Meeting and go into the
Workshop. Councilman Asting so moved. Councilman Prater seconded the motion.
Motion CARRIED 5-0.
Mr. Porter distributed copies of a draft of chapters 2, 3, and 4 of an assess-
ment of the existing water facilities and stated that these will be used for a
foundation that the plan will grow on.
Mr. Zaudtke showed a video film of the existing facilities and explained the
areas and equipment to Council. He stated that the site is limited for future
growth and they're looking at the possibility of another site if this one
doesn't adapt itself. He said they're looking at the possibility of expanding
this plant or totally discarding it or taking aportion of it and salvaging it.
He noted that they are looking at a treatment process that will fit in a long,
small space. He pointed out that the Water Department is changing from a
pressure system to a vacuum system and it's a much safer system. He also
pointed out that the high service pumping doesn't have room to expand in there.
He stated that the chlorine system looks like it would be adequate to handle
an expansion. He said the plant is in good physical condition, mechanically,
and produces a good quality of water but if they expand they may go to a solids
contact system instead of Gyrazurs and possibly totally abandon the Gyrazurs
and get rid of the operations and maintenance problems with them. He said
they'll need a larger control room with an expansion and they may have to
look at another building and modify the one there now. He pointed out that
with a larger plant, there's a concern for sludge handling, which they can
do easily at the present facility. He noted that a lot of the processes would
still be useable if this plant is expanded or if they build a new plant.
Mayor Baugh asked if they found a use for the spent sand yet and Mr. Zaudtke
replied no.
Mr. Zaudtke pointed out the wells on a colored graphic display and reviewed
the areas where it's recommended for new wells. Mayor Baugh noted that the
VCOG had a presentation by St. Johns River Management and they'll corne to
the City and present a program if the City wants it. Mr. Zaudtke said that
U.S.G.S. has a report in the draft stage and they have seen part of it. He
noted that Volusia County has an ordinance that the maximum drawdown elevation
has to be five foot above sea level and he pointed out the graph where the
five foot, ten foot, and fifteen foot levels would be.
Mr. Porter asked Mayor Baugh if St. Johns had run a test well and Mayor Baugh
said they did and it was west of 95 and north of Ormond Beach.

Councilman Asting asked who owns the land out by 1-95 and Councilman Rotundo
said that Hanson & McCallister owns the corner area. Mr. Wadsworth stated that
St. Regis owns some of it. Mr. Zaudtke pointed out that sometimes they can
get easements from a company such as St. Regis rather than buying the land
but restrictions now call for it to be 200 feet from a septic tank so they'll
need about four acres of land for this.
Mr. Zaudtke then displayed a colored graph of the U.S.G.S. chloride levels
in the upper aquifer system. He stated they can use the reverse osmosis to
get ride of the chloride but it's very costly, or they can move to areas
with low chloride levels. Mr. Porter pointed out that they can get more draw
down and more capacity if they go to the west.
Mr. Zaudtke stated that the present wells have a capacity of 1.77 MGD if all
are operated at one time but they're supposed to consider one out of service
and it's usually the largest one. He noted that the engineer's job is to
present the City with something most cost effective. He pointed out that the
City is on the threshold of TTHM removal which is required for populations
of over 10,000 and more than .10 milligrams per liter and the City is running
at about .12 so they'll have to provide for its removal soon.
Mr. Zaudtke noted that the treatment plant has a capacity of 1.4 MGD and
they should be looking at expanding the plant. He said he did an analysis
of the amount of chemicals used and they're below the limit but the water
quality isn't as good and that's why the filters get plugged up. He said
the pumps have 900 GPM and with one pump out of service they have to be able
to meet the demand. He noted that the building's configuration is not ade-
quate to expand.
Mr. Porter stated that the existing plant is fairly new and the operators are
doing a good job but everything is at its limit. He said he received popu-
lation figures from Volusia County Planning and discussed it with Mr. Wadsworth
and came up with a figure for 10 years from now with a reasonable addition
of annexation or service to areas outside the City. He pointed out that he's
not recommending either of these. He asked if the figures were agreeable to
Councilor if they want to change them. Councilman Asting agreed they're okay.
Mayor Baugh said he felt they might be a little low. Mr. Wadsworth noted
that they moved up the County's projections by five years and they have 4,400
water connections now. Mayor Baugh pointed out that Florida Power & Light puts
the population at 10,000 and he feels it will be more than this figure in five
years. Mr. Zaudtke noted that residential development has increased by 100%
in the last five years. Mr. Porter agreed it's hard to project when it's a
big growth area. Mayor Baugh suggested the 1995 figure be used for 1990 based
on how they've been growing in the past. Mr. Wadsworth said it's hard to tell
with economy. Councilman Rotundo said he doesn't want to see it happen again
since the plant is only five years old. Councilman Inman said they're better
off to go on the high side rather than the low and he referred to New Smyrna
Beach building the power plant which was outdated before it was finished.
Councilman Asting said he didn't think they had the money to build a new
plant and asked the amount in the fund. Mr. Wadsworth replied there's about
$500,000. in the fund. Councilman Rotundo suggested they go high now and
then drop down.
Councilman Asting stated that they want the study made to see if it's feasible
to expand the present water plant to perhaps double its capacity and take care
of an increase in population up to about 17,000. He added that a new plant
would cost over a million dollars and he feels they should stay with expansion
if they can. Councilman Rotundo said he understood when they built the plant
that it could be expanded. Councilman Asting said he's more interested in
expanding the present plant and feels there are sufficient funds to cover this
and some of the modifications. He asked if they'll need one more pump and
Mr. Zaudtke replied that it will probably be two pumps needed.
Councilman Prater asked if finding a wellsite will be included and Mr. Zaudtke
said it's included in the cost effectiveness but there's a disadvantage to
moving the plant out and pumping the water back to the City and it looks
more like the existing site will be most effective but they have to see if
there's enough room.

Councilman Asting asked who owns the property on each side of the plant
and Mr. Wadsworth said the City owns to the west down to the FEC right of
way. Mr. Zaudtke pointed out the area on the map. Councilman Asting said
it looks like they'll have room for expansion and Mr. Zaudtke said it appears
like it but they have to consider the disposal of sludge. Councilman Asting
asked about land to the east and Mr. Wadsworth replied that he thinks Massey
Estates is the owner. Mr. Zaudtke pointed out that it might be a good idea
to start investigating land for the future.
Councilman Asting asked if the sand deteriorates with time and Mr. Zaudtke
said it doesn't appear to have dissolved and it's hard stuff.
Mr. Zaudtke said what they're planning to do is no problem and most manu-
facturerssay when the cities go with it they ususally discard the old systems
because of the problems. He said the method they feel can work is a solids
contact unit which still uses lime but it's a different design tank and slower
rate of flow and facilities are much larger. Mr. Porter pointed out that
the system has been around a long time and Mr. Zaudtke noted that it hasn't
been in Florida waters.
Councilman Asting asked what they would recommend for new equipment and dis-
carding present equipment to give them what they want if they go ahead with
the expansion. Mr. Zaudtke replied that to totally revamp and give the oper-
ators the best facilities available they should eliminate the existing filters
and existing Gyrazurs and use the lime storage silo, the recarbonation unit,
clear well, high service pumps, and chlorine system. Councilman Asting asked
if they'll have a good quality of water and Mr. Zaudtke replied that in Port
Orange they're using a solids contact unit and getting very clear water.
Mr. Zaudtke said they would not recommend against the idea of using the
facility on a phase basis and perhaps in 5 years replace them with a solids
contact unit.
Mr. Porter stated that they're looking at just the expansion on that site,
another plant to supplement this plant with an idea that later the newer
plant would be enlarged and the old plant abandoned, and the total new plant
with immediate abandonment of the old one. He said they're looking at other
ideas as they progress but they want a plant they'll be happy with for a period
of time. He pointed out that they have to consider population through 1995
to get an estimate.
Mr. Zaudtke pointed out that these figures are strictly population and they
talked about industrial-commercial land and most of it hasn't been used yet
but they prorated it over 20 years and it gave them a demand for the 840 acres
of approximately 84,000 gallons a day per year. Councilman Asting asked Mr.
Wadsworth if he planned on the industrial use and Mr. Wadsworth replied that
he planned on 10% of the total plant capacity for the FEC project.
Councilman Asting suggested they use the figure of 17,000 for 1995 and Mayor
Baugh agreed it should be 15,000 or 16,000 at least.
Councilman Rotundo asked if they can expand this water plant for five years
and in five years expand again. Councilman Asting said the first step would
be to increase the capacity to almost double by expansion and in the future
they'd have to plan a new water plant located to the south. Mr. Zaudtke
asked if they only want to expand the plant to double it and Councilman Asting
replied if they can. Mr. Zaudtke asked if they'd want to more than double it
and Councilman Asting pointed out that doubling it would be about 3 million
gallons daily and it should take care of 18,000 people and they're estimating
17,000 in 1995, and in the future they can look at building another plant.
Councilman Rotundo said he was thinking about expanding now and taking a
10-year plan and expand for five years because of funds but they may not be
able to afford to double capacity. Councilman Asting said if they can't afford
it, they can cut back and perhaps only have a 75% increase instead of 100%.

Mr. Zaudtke pointed out that they have to consider additional demands
such as increased fire demand and doubling the plant and getting three
million gallons daily may not serve 17,000.
Mayor Baugh asked if they'll submit several proposals and Mr. Porter said
they'll come up with three proposals and can do a side study for just
expanding the existing plant. Councilman Rotundo noted that they'll have
to buy land. Mr. Zaudtke suggested the City be looking at using this for
a master plan but didn't recommend they discard the idea of taking popu-
lation and demand for the area and then also look at Councilman Asting's
suggestion of doubling the plant. Councilman Asting noted that the situ-
ation will become more critical and by summer they may not be able to pro-
vide the demanded water unless they do something to increase production.
Mayor Baugh asked the time frame if they go out by 1-95 and Councilman Asting
noted that they have to consider bids and starting construction is very
time consuming. Mayor Baugh noted that New Smryna Beach took about two years.
Councilman Asting said he hopes to provide this year a plant that will double
the present production. Councilman Rotundo said he'd prefer the plant be
larger instead of smaller. Mr. Wadsworth suggested they look at the alter-
natives and the cost and then deal with it.
Councilman Prater pointed out that water uses can go up a lot. Councilman
Asting noted that they're going to multi-family apartment type building and
the water demand might not be as much as for regular residential single
family homes. Mr. Zaudtke pointed out that the demand for units is less
but there are more units per area. Mr. Porter noted that it comes back
to population, and they're using an average of 100 galllons a day per person.
Mr. Porter asked if they want to agree on 15,000 for the population and Mayor
Baugh and Councilman Asting agreed. There was a discussion about using 90
gallons per day per person rather than 100 and Mr. Wadsworth said he prefers
100 gallons for the figure to be used. Mr. Porter suggested they go with
about 75% of the amount recommended by the Insurance Services Office for
fire demand. He reviewed the well design criteria for the City.
Councilman Asting asked what they recommended for the immediate future for
additional wells and Mr. Zaudtke replied about four minimum and they would
need one or two right away.
Mr. Zaudtke stated that they're looking at the total costs for operation
and maintenance when they do the alternatives. Councilman Rotundo asked
about the storage tanks and Mr. Zaudtke replied that they're totally to
capacity and need a lot more storage to meet the fire demand criteria and
they're using water out of the storage now to meet the maximum day demands.
Councilman Asting asked the total storage capacity and Mr. Wadsworth
repied it's 350,000 gallons.
Mr. Porter pointed out that they have big needs ahead and wondered if they
should try to work on some kind of quick program. Councilman Asting said
he wants something real quick. Mr. Porter said they should work on some-
thing in a quicker fashion because of time lines for design, permits, con-
struction, etc. Mayor Baugh pointed out that they have to look at land to
put it on.
Councilman Asting asked how soon they could get back with Council with
something to choose from, and Mr. Porter replied that it will be about
two weeks. Councilman Asting said if they go with expansion then perhaps
the engineers can recommend certain types of units to add to the present
plant. Mr. Zaudtke noted that there are several good units and they can
recommend what they feel is the best treatment process but they'd like the
City's staff to have a large input in it due to the fact that the treatment
plant now has problems with it. Councilman Asting agreed that he wants
the City's staff involved.

Mr. Zaudtke stated that there are some units in Illinois but they're
operating on a different type of water such as surface reservoir or
river water and it would be hard to evaluate them. He said the two
processes that would be the best would be Walker or Infilco, but they
operate differently. He added that they are familiar with the Infilco
but the Walker process hasn't been used here and there's concern about
too heavy a sludge blanket. There was a discussion about facilities in
St. Augustine and Ormond Beach and Mr. Wadsworth said he didn't want to
be a guinea pig for something and they need to see one in operation.
Mr. Zaudtke said they could get around that with performance specifi-
cations. Mr. Zaudtke suggested perhaps a turnkey operation as the
equipment they have now is totally different operating. He added that
if they're going to expand and are limited on funds they'll have to go
to the solids contact unit possibly.
Mr. Porter said he thinks they can get back with the alternative in two
weeks but he doesn't think they can get the mechanical information in that
period of time. He asked if they want them to do something much quicker
than this and if the situation is that urgent. Mr. Wadsworth said he
feels it's that urgent and Councilmen Prater, Rotundo, and Asting agreed.
Councilman Asting said he'd like to see what was discussed earlier and
also a quicker way.
Mr. Porter thanked Council members for hearing the presentation. Councilman
Asting stated that they're most anxious to get the program started.
Councilman Asting moved to go back into the Special Meeting. Councilman
Inman seconded the motion. Motion CARRIED 5-0.
Councilman Rotundo said they need to know how much money is on hand for the
next meeting. Mr. Wadsworth asked the status of the audit report and City
Clerk Kinsey replied that she thinks it will be within two weeks.
Councilman Asting moved to authorize the engineers to see what they can come
up with for something immediate to increase the water production and to go
ahead with the three alternatives as they suggested in the workshop. Mayor
Baugh suggested they include that Terry Wadsworth be allowed to work with
them. Councilman Asting agreed that would be a part of his motion.
Councilman Prater seconded the motion. Motion CARRIED 5-0.
Councilman Rotundo moved to adjourn. Councilman Inman seconded the motion.
Meeting was adjourned at 4:28 P.M.
