RECREATION/CULTURAL SERVICES BOARD NOVEMBER 8, 2001 6:30 PM EDGEW A TER CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER The Chairman, Tom Tipton called the meeting to order. Members present were: Mike Visconti, Tom Tipton, Jo Hagan, Kat Bearsley and Diane Trout. Also present was Jack Corder, Director of Parks and Recreation and Adelaide Carter, liaison from the Economic Development Board. APPROVAL OF MINUTES Mrs. Trout moved to approve the minutes of the October 2, 2001 meeting and Mr. Visconti seconded the motion. Motion CARRIED 5-0. OLD BUSINESS Review of Historical Ordinance & Board Guidelines Mr. Corder stated in December, we will have our first official meeting of the Historical Board which is the purpose for reviewing the ordinance and the Board guidelines. He says he plans to invite Lynne Plaskett and JoAnn Sikes to the meeting also for a short presentation. He said we need to go forward with Staff doing a city survey for possible historic sites in the city. He stated even though the City may ok a historical site, it still has to be approved by the State and National historic levels. He noted the Board will meet 4 times yearly, unless more meetings are deemed necessary; and there will be State guidelines and procedures to follow, such as sending minutes and records of attendance to the State. The meeting date for the Historical Board will be December 13th at 6:30 pm in the Community Center, as a public meeting and will be followed by the regular meeting of the Recreation/Cultural Services Board. Update on Existing Proiects Mr. Corder stated the ballfields at Hawks Park are under construction. The land is being cleared now and excavation is about 60 days away. He added they are finishing up cl~aring the trails for the conservation area also. Jhe renovations on the Dustins property have begun. It will be re-roofed and some walls changed around; AC and electric work will be upgraded also. He stated he would like to open by February of 2002. He is also still putting plans together for completing the rest of the park to allow the City to apply for the Echo Grant. Recreation/Cultural Services Bd. November 8, 200 I 1 '-" ....-r He stated the medians were sprayed again yesterday, in preparation for the rototilling to be done next week for the placement of the sprinkler system. These will be the two medians at Turgot Avenue and the one at Park Avenue. Mr. Corder noted he took a sample of the seasonal banners to the last Council meeting, got Council's blessing and placed the order with East Coast Vinyl Graphix for 100 banners. He said the areas they will be placed will probably be N. on U.S. 1 entering the City, Park Avenue, City Hall, Indian River Boulevard and Roberts Road. He stated two trees have also been ordered; one will be placed at the Fire Dept. on U.S. 1 and the other site is yet to be determined. NEW BUSINESS Beautification Ad Hoc Report & November Beautification Award Mr. Visconti questioned why the City allowed the State D.G.T. to trash the medians the way they did. Mr. Corder noted it was a D.G.T. project and their purpose was to lower the sides of the road for run off Mr. Tipton stated he was unhappy with the project as well and for all the requirements they expect of the City when we beautifY the medians, why are they allowed to do such an awful job. Mrs. Hagan, Bearsley, and Trout also voiced their displeasure at the appearance of the medians now. Mr. Visconti stated he had taken video of the medians before the project, and the medians after the project and he feels it should be seen by those in charge as this is just not right. The Board agreed they should get some before and after still shots from the video and put them with a letter to send to the State. They agreed to present this to Council at the next meeting. The Board voted on the nominations for the November Beautification Award and the winning residence was 3025 Vista Palm Drive. The Board will vote in December on a business award and the next residence award will be voted on in February, providing there are no killing frosts before then. MISCELLANEOUS Mr. Corder stated the Christmas Parade will be December 8th this year, at 10:00 AM at the same site as last year. He noted we will also be having our Holiday Concert in Rotary Park and a Christmas Tree Decorating Contest in the afternoon from 2:30 to 4:30.
