05-08-1986 - Special/Workshop ',- o o CITY COUNCIL OF EDGEWATER SPECIAL MEETING AND WORKSHOP MAY 8, 1986 MINUTES Mayor Baugh called the meeting to order at 7:00 P.M. in the Edgewater Library. He stated the purpose was to meet with the Library Construction Committee to receive their current recommendations for a Library site. Mayor Baugh requested a motion to go out of the regular meeting and into the Workshop. Councilman Asting so moved. Councilman Rotundo seconded the motion. Motion CARRIED 5-0. Mrs. Shafer arrived at this time, 7:03 P.M. Mrs. Sikes stated~they had seven parcels of land at the dismissal of the last meeting and they'v~ rechecked and re-evaluated these. She noted the West Park Avenue was taken off the list when the City made the decision to purchase it. She said she received a call from Mr. Donnie Williams of the Magnuson Corporation who offered a piece of property at Banyon Tree on the north side consisting of about 1.58 acres at a cost of $45,000. She stated it's a valuable piece of land. She said they listed it number 7 on their list. She reviewed their top three choices. Mrs. Sikes said the first choice is West Marion where the old truss plant was located and it's 7.3 acres for $350,000, but they don't want that much and they've talked to Robert Johnson about 5 acres for $200,000 on the west end. She said when they talked with him that morning he talked about 2 acres for $125,000 on the east end. She said they settled on this because they could get into this area without going on U.S. 1 from Florida Shores and they're looking at the safety factor. She referred to the developments in that area. Mrs. Harmon said she talked with someone who lives in that area who told her it's more heavily used than they thought and people use that area to avoid the U.S.l and 442 intersection. She pointed out they pullout onto U.S.l and it's still a 50 MPH zone, and there's no traffic light, just a stop sign. Mrs. Sikes said she watched the traffic that day. o o Mrs. Sikes said the second choice was Mr. Miller's property on West Turgot which is 5.6 acres for $225,000 and it's high land behind the house. She said they're thinking of the future and he'd stipulated that if something happened to him or Mrs. Miller, the land in the front from Turgot to Shangri La would be offered the City for first choice at it. She pointed out this is close to the school and off of U.S.l. She said they didn't need all of that land and she'd talked to Dave Garrett and Jack Corder about the back being used for a park. Mrs. Sikes stated the third choice is Florida Shores and they all agreed it's a valuable piece of land but their main concern was traffic. She pointed out there's a drawing to scale done by Lynne Plaskett, the Assistant Planner, which shows a 100 by 100 building with enough room to park and retention ponds and whatever else is needed. She referred to the 60 foot agreement for the property owners with Magnuson Corporation that no building would be on that strip, but parking could be there. She pointed out they wouldn't want people to pullout from the Library onto Indian River Boulevard so that could be the entrance and / exit. She said there's a an agreement for cleaning the 25 foot ditch. V Councilman Asting said the traffic problem is heavy on Indian River Boulevard but there's practically none coming off Banyon Tree and it would be just from those two houses and the Library. Mrs. Sikes said there was discussion about asking D.O.T. to take the median strip out of Indian River Boulevard and make a turn lane similar to what they have on Third Street in New Smyrna Beach as it's needed for the shopping center. She noted that another main concern is the children running across the street from the Library to the shopping center. She said 'they don't know the feasibility of going across Banyon and the ditch and making a drive across to Edgewater Drive, or Hill Street, to go in that way. Councilman Inman asked if they took into consideration the future plans for a bridge and Mrs. Sikes replied that they talked about it, and the Library isn't open on week-ends except a few hours on Saturday, but the closing time of 5:00 is when the worst traffic will be. Councilman Prater said there will be four lane traffic on Indian River Boulevard in the future. Mrs. Sikes said they discussed that also. Mayor Baugh suggested they could bridge the canal and have entrance to Banyon. Mrs. Sikes noted that the price leaves a little money to start the culverts because they have $50,000 in the budget. Councilman Asting said he thinks there will be a bike path along Indian River Boulevard in the future. Councilman Rotundo asked Chief Schumaker if there's any way they can put a caution light there in the future. Chief Schumaker said they can do corrective things if they want to but they won't find a site that won't have an element of traffic. He pointed out a lot of libraries are located in heavy traffic areas and they design to make ingress and egress as safe as possible. There was a discussion about the traffic in the locations of other area libraries. Mrs. Sikes referred to the site selection brochure, pointing out that this parcel meets everything there. Councilman Asting asked how members of the Library Board feel about this site. Mrs. Mary Rice, Chairman, said she noticed from the survey that 261 of those responding were 55 years or older and some are not in favor of driving in difficult situations, but she agrees with the other criteria. Mrs. Sikes asked her if she'd feel safer driving behind Fat Bob's and Mrs. Rice replied yes. Mrs. Sikes said they were trying to see if it would be closer to Hill Street or Edgewater Drive. Mayor Baugh pointed out only about 10 homes are concerned about traffic there but Hill Street has a lot of traffic. Mrs. Sikes noted there's a ready group there to come to the Library. City Clerk Martinez agreed it's better for the northern part of town. -2- Council Special Meeting & Workshop Minutes May 8, 1986 o o Mayor Baugh asked if they'd checked with the people who live on Banyan and the reply was no. Mrs. Sikes said there are three homes there. There was a discussion about the 60 foot agreement. Mayor Baugh asked about a second story later with construction now to have that in mind. Mrs. Sikes agreed that would be definite. Councilman Asting noted that this provides for 40 parking spaces and there could be additional parking if needed. Mrs. Jean Haughwout arrived at the meeting at this time, 7:22 P.M. There was a discussion about the vacating of that end and if the 250 feet extended to the whole street. Mrs. Sikes suggested they research the vacating. Mrs. Shirley Garthwaite said traffic was their main concern because it's such a busy thoroughfare. Mrs. Lauretta Shafer pointed out that two ways in and out will help. Councilman Asting noted that turning into Banyon from Indian River Boulevard would be from a steady stream into hardly any traffic. Mrs. Harmon agreed the traffic is slower there because of the congestion. Councilman Prater asked if 12th and Mango was eliminated because of the shell pit, and Mrs. Sikes said they had a report on it. Councilman Prater said that is a staggering amount and they could use part of it for a retention pond and part for the Library. Mrs. Sikes pointed out it's been a tremendous shell pit and she questioned how long it's been buried and the time to settle. She added the weight of the books needs a solid, settled piece of land. Councilman Prater asked why it's listed as a multi-family dwelling now. City Clerk Martinez said it's a filled lot. Councilman Prater questioned how they can build on it if it's condemned to build on. Mrs. Sikes said that David McCallister spoke about building multi-family there. Mrs. Harmon suggested an engineer would have to do some core samples. Mrs. Sikes pointed out the liability factor and that the fence from the shell pit across the street is down. Councilman Prater noted they're purchasing land on Park Avenue that has a pond on it, and it's to be used for recreation. Mrs. Harmon noted that it's off the main stream of traffic and from her research she found it's to be where there is a lot of business to have more efficient use of the tax dollar. Mayor Baugh pointed out they couldn't meet the criteria on 12th Street. Councilman Asting stated that the fill is very expensive. Mrs. Sikes said she threw a weight as far out as she could with a fishing rod and didn't find the bottom of it on 12th Street and over one third of the five acres is shell pit and the rest is filled land, and they couldn't recommend it. Mrs. Haughwout referred to the truck traffic there. Councilman Prater noted it's five acres or so for $50,000 and he'd like to have it clarified if they can build on it. Mrs. Harmon stated the requirements for a Library for stacks is 150 pounds per square foot and for storage it's 220 pounds per square foot. Mrs. Garthwaite expressed her concern with the Florida Shores site about the difficulty with getting back out into traffic as they'd have to use the same strip the shopping center uses to make left turns. Mayor Baugh noted that a turning lane is suggested and to take out the center lane. Mrs. Sikes said it needs to be done now for the shopping center. Mayor Baugh commended them for the fantastic job they did. Mrs. Sikes said they had a hard time making their choices, and added that the property at the Jiffy Store was considered because of entrances from Hubbell and Wilkinson and it's street level and wouldn't take much fill. She said it was $135,000 but they might be able to get it cheaper. Mrs. Garthwaite noted that one of the reasons it didn't make the top three choices is because it's in the north end and they want to go south. Mayor Baugh agreed that's wise because it's where the population will be. -3- Council Special Meeting & Workshop Minutes May 8, 1986 Q Q Mayor Baugh requested a motion to go out of the Workshop and go back into the regular meeting. Councilman Inman so moved. Councilman Asting seconded the motion. Motion CARRIED 5-0. Councilman Asting moved that they authorize the legal people to begin research with the intent to buy the property bounded by Banyan Tree and Indian River Boulevard in Florida Shores as a Library site, and research and negotiations that would involve getting an appraisal, etc., with the question brought up about the vacating of the street. Councilman Inman seconded the motion. Mayor Baugh asked if they want to include in the research to check about bridging the canal from Mosquito Control. Councilman Asting replied yes. Mayor Baugh said it can cover anything that was discussed. Councilman Rotundo pointed out that if the 250 feet doesn't include the vacating of the street, that vacating will be added to the property. City Clerk Martinez noted it would be half of it. Mayor Baugh added that it goes to the owners on both sides. Motion CARRIED 4-1. Councilman Prater voted NO. Mayor Baugh said they'll check about Edgewater Drive. Mrs. Haughwout asked who they're dealing with and Mrs. Sikes replied it's Donnie Williams of Magnuson. Councilman Rotundo noted that the property is worth a lot more than that. Mrs. Haughwout said she'd inquired about it for their church but Magnuson was involved in litigation. Mrs. Sikes stated that David McCallister and Jack Bevel had said this was their consensus. Mayor Baugh pointed out they didn't take it because it was less expensive. Councilman Inman said the committee did a wonderful job and researched it thoroughly and gave pros and cons on each parcel taken under consideration. Mrs. Haughwout asked if there's a current survey and Mrs. Sikes said she has an old one. Mayor Baugh asked for a motion to adjourn. Councilman Asting so moved. Councilman Inman seconded the motion. Meeting was adjourned at 7:40 P.M.
