SPECIAL MEETING AND WORKSHOP
APRIL 24, 1986
MINUTES
Mayor Baugh called the meeting to order at 2:00 P.M. in the Community
Center. He stated the item on the agenda was for a formal presentation
by Bennett & Davis Consulting Engineers regarding a request for possible
annexation and zoning of properties lying immediately to the south of
the present City limits, bounded by U.S.l and the inland waterway.

Also present were: Mr. Earl Copeland, Public Works Superintendent; Mr. Terry
Wadsworth, Utilities Superintendent; Mrs. Lynne Plaskett, Planning Assistant;
and Mr. Al Davis, Mr. Marty Berge, and Mr. Jack Lyons who made the presentation.
Mayor Baugh requested a motion to recess the Council meeting and go into the
Workshop. Councilman Inman so moved. Councilman Asting seconded the motion.
Motion CARRIED 5-0.
Mr. Marty Berge introduced himself as developer of Radnor Corporation, Mr.
Jack Lyons as Vice-President, and engineer Mr. Al Davis.
Mr. Lyons said the Radnor Corporation is from Radnor, Pennsylvania, which is
the world headquarters of Sun Company. He noted they're the real estate sub-
sidiaries and are wholly owned by Sun. He pointed out most of the employees of
Sun have been there many years, and they've been doing business as Radnor Corpor-
ation for 10 years. He said they have extensive real estate developments with
80 active projects in 13 states and about 17 in Florida. He displayed a brochure
that showed their progress over the last decade. He stated they form their
relationships with their projects with people of equal reputation and that
person will be the implementing partner of the project. He said they have 37
people at Radnor and Mr. Berge will be the implementing partner and will be on
the site. He added their engineering consultants will work with Mr. Al Davis
on this project.
Mr. Berge distributed resumes that showed his background.
Mr. Davis displayed various graphs and charts which showed the location in
comparison to certain landmarks. He said it's approximately 140 acres and
it's on the waterfront with riparian rights. He said the boundary survey
was plotted in the field and they'll have the information soon. He pointed
out it's a heavily wooded site and a part of it had been burned out a few
years ago. He said they have an environmental firm on the site now doing an
environmental assessment to tell him what area he has to stay out of. He
said they're working on the Haciendo Del Rio project in the County which will
be a mobile home rental in the area and it's about 2~ miles from this project.
He said it will be a subdivision similar to Bear Creek in Ormond Beach. He
noted there's a series of dune lands in this project and it will be under
the mandate of all the agencies involved. He said they'll get dock permits
for private docks immediately so they don't have to worry about getting them
later on. He said they have mosquito control ditches but they're limited
and they'll be advised from an environmental standpoint on those.
Mr. Davis stated they're requesting consideration for annexation into the City
of Edgewater and will be asking for utilities and he feels when they get to
the point of needing sewer and water that the plants will be expanded, but
if the plants don't have the capacity, they can't demand it.

Mr. Davis said they anticipate asking for some frontage on U.S.l to remain
as commercial.
Councilman Asting asked what property is to the north and Mayor Baugh
replied it's the Fong property.
Mr. Copeland asked who owns the 51.4 acres that are going to be auctioned
off and Mr. Davis said he thinks it's 51 feet by 400.
Councilman Inman asked how many entrances they'll have and Mr. Davis replied
possibly 2 with a secondary entrance at the south. Councilman Inman said
he doesn't want the City to get stuck with something like Wildwood with only
one entrance as in extremely heavy rains, they couldn't get out. Mr. Berge
said their attitude has been they do what the community asks them to and
they're open to Council suggestions.
Councilman Inman asked the size of the lots and Mr. Berge said they'll probably
be 60 by 100 and will come under MH-2 zoning which requires 5,000 square feet,
but they'll go at least 6,000. He said it will be curvilinear roads with
amenities of about $6,000 to $7,000, consisting of shuffleboard courts,
tennis courts, etc.
Chief Schumaker asked how many units they expect to have and Mr. Berge
replied about 500.
Mr. James Mackie asked how many acres it is and Mr. Berge replied about 140
with about 3~ per acre. Mr. Berge noted that a lot of the people will be
from up north and the average age of the buyers is 59. He said they'll be
paying real taxes on the property.
Chief Schumaker asked the average price of a unit and Mr. Berge said the
home and unit will be $45,000 to $70,000, and the lower one will be two
bedrooms and two baths, no wheels, lap siding, shingles on the roof, and
shrubbery and heavily landscaped. He said the entrance will have about
$150,000 spent on landscaping.
Councilman Inman asked the number of square feet in a manufactured home and
Mr. Berge said the smallest will be 26 by 36 and they'll go to 28 by 64.
He added the most popular home is 26 by 48.
Councilman Asting asked who manufactures these homes and Mr. Berge replied
they'll be leading manufacturers, such as Palm Harbor, Jacobsen, etc.
He passed around some illustrations of the interiors of these homes.
Councilman Asting asked if they'll be in place before sold and Mr. Berge
replied no, they buy from a model center, and they'll put up some spec houses
with about 14 models and 5 for instant occupancy. Mr. Berge said they'll
spend about $400,000 for marketing and advertising and Edgewater will be
talked about at seminars up north.
Councilman Rotundo asked if they're selling the lot and home and Mr. Berge
replied yes, and they'll form a residents' association and the people in
the association will own the community and will have management control
until it's sold out and then they'll operate it under strict covenants
which will be given to the City. He added the residents will know all the
details and what it will cost to operate the community. He noted the project
in Ocala requires $39 a month from the residents. Councilman Prater asked
if it will be turned over to the Association for maintaining and control and
Mr. Berge replied yes.
Councilman Inman asked if the amenities will be registered with the Land
Sale Commission and Mr. Berge said he doesn't know. Mr. Lyons said they
present a package and are not soliciting for sales and he doesn't think
they have to register it. Mr. Berge pointed out they can't sell lots only,
just the lot and unit to control the quality of homes going in, and they
won't sell to speculators.
Councilman Prater asked about carports and Mr. Berge said the price includes
upgraded carpeting, upgraded drapes, appliances, with range hood, and optional
things such as a dishwasher, disposal and self-cleaning oven. Mr. Berge added
that outside is a double carport with space for two cars, a good sized utility
building with a minimum size of 8 by 10, and a raised screen porch with a
minimum of 12 by 16, and totally sodded lawn, shrubbery, landscaped, and
post light. Mr. Davis noted they'll have meters for the unit and not in
the yards.

Mr. Copeland asked about water and sewer and who takes care of the roads.
Mr. Berge said the City will have to tell them but they'd prefer to build
them to the City codes and dedicate them to the City or they'll maintain them.
Mr. Davis stated he'd like to be able to control ingress and egress to the
unit and they need to find some way to do it. Mr. Berge said he got a
variance from the County in Ocala to put up a guard house and they cannot
stop the people, but they'll know who is going in or out. Mr. Davis
said his firm has done about eight of these major parks around the State
and his impression is the major concern is security, because a lot of people
only stay here part of the year. Chief Schumaker said if the roads are
dedicated to the City as public ways they can't put a guard house up, or
if they're dedicated to the County, but they can erect the guardhouse and
ask people to stop if it's privately owned. The Chief added that people who
just want to see the project won't be upset about stopping. Mr. Berge said
he'll probably approach the City to ask for a variance.
Councilman Inman pointed out if the lot is 65 by 100 it will be out of Code
because the depth has to be 110 feet. Mr. Berge said it will be 60byllO.
Councilman Asting asked if there's a moratorium on that area and Mr. Davis
said the moratorium is in the County and the County's Comprehensive Plan
does not account for the growth that is to take place in this area. He
added the City's Comprehensive Plan allows for going beyond the limits.
Mrs. Plaskett stated they must go the County and ask for a waiver on
construction because the moratorium is based on water and sewer availability
and we have the availability according to Mr. Wadsworth, so they must get
the waiver from the County. Mr. Davis said the waiver was for six months
and extended six months and he'd like to wait for six months because they
won't be ready. Mrs. Plaskett suggested that Mr. Berge talk to Vonnie
Pearson or Big John because they'll have to make the decision about annexing
into the City. Mayor Baugh agreed it has to clear the County first.
Mr. Davis said he'd talked with City Attorney Alvarez about the County and
he told him they can resolve it. Mayor Baugh suggested he get it in writing
from the County.
Mayor Baugh stated he'll allow audience questions at this time.
Mr. James Mackie asked if it's waterfront property and homes and land for
$70,000. Mr. Berge said waterfront will be expensive but they haven't set
the prices. Mr. Mackie asked about mobile parks and Mr. Berge stated it's
manufactured housing. Mr. Mackie said he doesn't see why they can't have their
own security guards when the development is completed. Mrs. Plaskett said it's
according to whether it's a private street. Mayor Baugh said they can't do that
if it's a County or City street. Mr. Mackie said the City vehicles can go in
but they can keep strangers out.
Mayor Baugh said the project will enhance the City and they listen to the
citizens.
Mr. Davis noted the prices quoted will have $782 added.
Mrs. Plaskett said if they get the annexation approved, they need to make
application for annexation and get the County waiver on the moratorium and
the MH-2 zoning for a subdivision. She said it will fall under those
regulations and there are no setbacks so it will have to be applied to that
piece of property and take into consideration the density. She pointed
out they'll have to amend the Comprehensive Development Plan with a 90-day
waiting period for the City to get approval. She noted it's included in
the future land use plan but they'd have to amend the Comprehensive Plan
to include them in the City boundaries. She asked if they will plan to
develop with County regulations and zoning and annexation, and if so, what
is the zoning for the County. Mr. Berge said he assumed it will be the
City annexing and zoning. Mrs. Plaskett said he can do that. Mr. Davis said
he thinks it's BR4 or something and they want to apply to the City for MH-2
with the exception of some on U.S.l for commercial.

Mrs. Plaskett asked if they will develop it if they don't get annexation
and Mr. Berge replied no, the purchase of the project is contingent on
zoning and annexation.
City Clerk Martinez asked if they're talking about 400 feet on the highway
or less and Mr. Davis replied less, as they're looking at a close
convenient shopping area for essentials.
Rosemary Mazzaferro, reporter for the News & Observer, asked about future
land use for the City and if this is to be used for MH-2. Mrs. Plaskett
suggested she look at the map after the meeting.
Mr. James Mackie asked how much property would be available for B-3 on the
highway and Mayor Baugh said it's 400 depth. City Clerk Martinez pointed
out that not all the property abuts.
Mr. Davis stated the project has a tremendous asset with the Sun Oil Company
behind it and they won't get it half built and then go broke. Mr. Lyons
said the Radnor Corporation is very proud of what they've done in the
last ten years. Mr. Berge said they'll develop about 200 lots and the
recreational facilities before they start selling.
Mayor Baugh asked how many phases they anticipate and Mr. Berge replied three
phases are shown but it will probably be two. Mayor Baugh asked the time span
and Mr. Berge said 5-year sellout is a conservative figure. Mrs. Plaskett
asked about statistics to back that up and Mr. Berge said he can show them
comparables around the state. Mrs. Plaskett asked if they have this type project
in the County and Mr. Berge said most of the projects in Volusia County are
rental parks and practically no subdivisions. He added rentals make a lot of
money but sales are one time only. Mr. Davis suggested she call Security
First in Daytona Beach and they can tell the sellout rate of Bear Creek, a
similar project, which is about 90% built out in two years. Mr. Berge
said they opened the sales six months ago and there were already 70 sales
at LaCosta. He added they expect 60 or 70 the first year to a high of 150
the third year.
Mrs. Mackie asked the name of the manufactured homes complex, and
Mr. Mackie asked how many years it will take to develop. Mr. Berge replied
it will be about four years. Mayor Baugh suggested they could have a contest
to name it.
Mr. Berge thanked the Council for calling this Special Meeting.
Mayor Baugh requested a motion to recess the Workshop and go back into the
Council meeting. Councilman Inman so moved. Councilman Prater seconded the
motion. Motion CARRIED 5-0.
Mayor Baugh asked Council's wishes to let them proceed or stop. Councilman
Asting noted the application for annexation isn't approval and it has to go
through the regular procedures. Councilman Inman stated Council wants input
of the people and a Public Hearing. Mayor Baugh agreed but added they want
to know if the City's interested. Councilman Asting stated he's interested and
Councilman Inman agreed.
Mayor Baugh asked Council to go on record for a motion that we are interested
if the criteria can be met. Councilman Rotundo made that a motion. Councilman
Inman seconded the motion. Motion CARRIED 5-0. Mayor Baugh stated the intent
of Council is to proceed, providing everything can be satisfied with the
County.
Mayor Baugh requested a motion to adjourn. Councilman Asting so moved.
Councilman Inman seconded the motion. Meeting was adjourned at 3:00 P.M.
