EMERGENCY MEETING-HURRICANE MATTHEW 1. CALL TO ORDER,ROLL CALL Present: 5- Mayor Mike Ignasiak,Councilwoman Christine Power.Councilwoman Gigi Bennington. Councilman Dan Blazi,and Councilman Gary Conroy Also present-City Manager Tracey Barlow,and Records Clerk Jordan Church. 2. CITIZEN COMMENTS Logan Morgan, 406 Hart Ave stated: they have an ongoing problem with flooding, the water is coming out of the old Coronado Paint Factory; about a year ago when it rained six inches in about two hours, he had nine inches of water in backyard in an hour and a halfsince then he put nine inches of fill in his backyard, every time it rains heavily, everything on the floor of the building gets ruined; it comes on so quickly, either the ditch or the retaining pond, once it overflows, it backs up into his yard, he brought pictures; second issue is every time it rains, there is about 6 inches of water on the road, if it rains enough, that water backs up into the yard across the road. Mayor Ignasiak asked if he had brought this to the attention of the City before, Mr. Morgan replied no, one of his neighbor's had contacted the previous owners, who had cleaned up a little bit, Mr. Morgan was trying to handle it himself, Mr. Barlow responded that he was aware of the problem in this neighborhood, it's been a problem for many years, it's not just the old Coronado Paint property but there are a lot of contributors. There is a Hazard Mitigation Grant funded after the state of Florida has a disaster, which is qualifying here, he explained how the city applies for a grant, the city determines which is the most applicable and/or willing owner, willing to settle a structure there, and have a stormwater retention/detention area for the neighborhood; the stormwater infrastructure is not able to keep up in that area, will continue to evaluate, unfortunately is not a quick fix. Linda Colandrea, 213 Woodland Drive, commended the efforts of the city for clearing debris so quickly and the power companies for getting here so fast, ran into problems with access to ice, found out there was a Red Cross shelter in Edgewater, less that 24 hours later, it was shut down by the county, the shelter had food, she advertised it on Facebook and lots of families came and got it, asked what the city of Edgewater could do for the residents that are poor and elderly; Mr. Barlow explained the first 72 hours, everyone is encouraged to be self-sufficient, Federal government goes by the destruction of the event, as to how many resources get sent, since there wasn't lot of damage. If grocery stores and businesses can get open within those 72 hours of power being restored, they don't send as many resources. The City of Edgewater never lost water and sewer services, whereas Oak City of Edgewater Page 1 Printed on 12/1/2016 City Council Meeting Minutes October 10. 2016 Hill, the majority of their residents are on wells, they had no potable water, Oak Hill also doesn't have the same resources such as grocery stores and restaurants; there was a shelter at the YMCA, open for the impact of the Hurricane, once residents started getting power, they consolidated the shelter with the DeLand shelter. Ms. Colandrea asked if there were any resources for residents that still don't have power, Mr. Barlow suggested sending people to the Oak Hill site on U.S'. 1. Ms. Colandrea commented there are a lot of residents that don't know the resources available to them, if they don't have power. Mr. Barlow asked what she thought would be the best way the City should communicate with residents? She asked about the reverse 911 system, Mr. Barlow responded that is only for dire emergencies and not just general information. Mr. Barlow commented resident feedback is important, Ms. Colandrea suggested a text messaging system. Mr. Barlow suggested maybe using the Fire Department as a place residents can go to get updates. Discussion followed about communication with residents during an emergency. Mr. Barlow suggested hiring a catering company to come in and provide food for residents without power, more discussion followed Corrie Sapp, 2630 Travelers Palm, suggested having the News Journal and the Hometown News, insert a flyer for our area. Mr. Barlow responded that Jill Danigel has done at least six updates per day and each of those go to the newspaper, right now if a Pennysaver was thrown out, most people wouldn't be able to find it. Discussion followed concerning clean up. Marcia Logan, 406 Hart Ave, husband spoke earlier, hopes their situation is not swept under the rug and is resolved, saddened there isn't a bigger audience, commended all of the city workers, fire, police for everything they've done for our community, she agreed with Mr. Blazi for primitive ways for getting the word out, possibly after this is over, a focus group of citizens to help, hopefully we move forward as a community. Mr. Barlow requested the address of the vacant house that her husband referred to earlier. Further discussion followed. 3. OTHER BUSINESS a. Situation Report Fire Chief Steve Cousins reported: Timeline Tuesday, October 4, realized Edgewater would be getting some effects from this storm. Wednesday, October 5, pulled out Emergency Management Plan, started aligning everyone with what roles and responsibilities were and prepping, including sandpiles, ordering extra fuel and supplies, activated the Citizens Information Center; infomation changes rapidly, social media is able to be updated quickly, we try to use media outlets that can be updated frequently, due to information changing rapidly, sometimes every hour. Thursday, October 6, staffing components at county Emergency Operations Center, closed City Hall at noon, Volusia County announced mandatory evacuations,started opening shelters. Friday, October 7, the City was up to a Level 1 activation, after seeing the height of the storm come through, sustained winds at 55 miles per hour with gusts up to 70 mph, vehicles pulled off the roads county wide, folks back on the road about 2:30 to start responding, winds had died down, emergency meeting here at City Hall to discuss state declaration, federal declaration, curfew and local state of City of Edgewater Page 2 Printed on 12/1/2016 City Council Meeting Minutes October 10. 2016 emergency. Saturday, October 8, majority of staff came in, got out at daylight, primary goals of damage assessment, continuing cleaning roads for access of emergency vehicles and Florida Power & Light trucks, debris cleanup, intersections were down to two, done the intial damage assessment throughout the city, pretty much every street, Development Services is inputting that information in to the Property Appraiser's website, which shows what kind of damage, what type of assistance is needed, the majority of that information has been entered, helps with different types of assistance. Discussion followed about power lines being down, damaged homes. Mr. Cousins reported there was no interuption of service for water or wastewater, great teamwork with FPL, Refuse and recycling back on schedule today, no bagged leaves; emergency responses, only one significant injury, resident running generator inside garage with door opened six inches, doesn't appear to be life-threatening, two minor injuries, encourage everyone to be diligent and safe and ask for help if you need it; Police department has had similar experience, very few issues, minor in the grand scheme of things; Leisure Services and Environmental Services teamed up to get parks back open to get the community as back to normal as possible; all emergency services are back to standard response. Mr. Cousins also reported FEMA is continuing to grow, requests have been made through the county and state to get assistance teams down here, we don't have a timeline, we don't know yet, we know it's coming, but we don't know when. Councilman Blazi asked about Citizens Emergency Response Team, is there a way we can assess, and work on that for after a disaster, maybe have a dialogue on it, to possible re-establish a CERT, mainly for communication purposes, Mr. Cousins responded there is a county-wide system in place to teach CERT, we will be part of that. Mr. Barlow suggested for the Council members to really look around, from a policy-setting standpoint, things that we can do, that mitigate future events, such as this, for example, all new subdivisions, we require underground utilities, Coral Trace had power within a day another example would be comparing the ground monument signs to the pole signs and the dangers associated, pay attention to those things, stormwater infrastructure. Discussion followed on ways to improve. b. 2016-R-200 Resolution No.2016-R-36-Emergency Resolution-Curfew Rescinded A motion was made by Councilwoman Power, second by Councilman Blazi, to approve Resolution No. 2016-R-36. CITIZEN COMMENTS Linda Colandrea, 213 Woodland Drive suggested maybe have food trucks go around where residents don't have power, Mr. Barlow responded he will call Red Cross and Salvation Army, to ask about doing a feeding, the Council agreed a food truck is a great idea, she also suggested more police patrols in blackout areas,Mr. Barlow responded it is being done. 5.
