REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA, HELD JUNE 2nd, 1958.
The Regular Meeting of the City Council of the City of Edgewater, Florida
held June 2nd, 1958 was called to order by 'Mayor George 0. Sedgwick at
7:30 P.M.

The Minutes of the Regular Meeting held May 19th and a Special Meeting held
May 19th were presented to each Councilman for his approval. Motion by Council-
man Shaeffer these minutes stand approved as submitted, seconded by Councilman
Broga and by vote CARRIED.

Motion by Councilman Broga these bills be paid and be made a part of the
minutes, seconded by Councilman Henry and by vote CARRIED.
OFFICERS REPORT
The Clerk read the Police Chiefs report and the Fire Chiefs report.
CO1 MUNI CATI ONS
Letter was read from A. R. Southard regarding the placing the City of Edgewater
and number on the cover of the new telephone directory. Since this letter was
written it was learned the directory is already in the process of printing and
it was recommended that this letter be held until November and be submitted at
that time. Yr. Southard alwo presented a letter to the Council to be submitted
to the Postal Department through the local Postmaster regarding mail delivery.
Mayor Sedgwick stated this was not on the agenda of this meeting, but would
put it on the agenda for the June 16th meeting. A letter was also read from
Briley, Wild & Associates enclosing an Agreement between the City and the Florida
East Coast Railroad to be executed.
RESOLUTIONS
A RESOLUTION APPOINTING AN ELECTION CLERK, INSPECTORS AND A SPECIAL OFFICER
FOR THE SPECIAL ELECTION TO BE HELD JUNE 10th, 1958.
The above Resolution was read in full by Attorney Chisholm, appointing
Dora A. White, Clerk; Margie Alexander, Marjorie A. Gunther, Florence
Po ter, William Sciscoe and Clifton Mosher Inspectors and Boss P. Garrett
Special Officer for the Special Election to be held June 10th, 1958.
The above and foregoing resolution was presented by Councilman Broga who
moved its adoption, said notion being seconded by Councilman Henry and
upon roll call vote the said real.ution was duly declared adopted at the
regular meeting of said Council held on the 2nd day of June, A. D. 1958,
roll call vote being as follows:-

A RESOLUTION AUTHORIZING ENTERING INTO AN AGREEMENT WITH THE FLORIDA EAST
COAST RAILWAY COMPANY FOR CROSSING THE RAILROAD WITH WATER MAINS.
The above resolution was read in full by Attorney Chisholm, said resolution
being introduced by Councilman Shaeffer who moved its adoption, seconded by
Councilman Broga and passed by the vote of the City Council of the City of
Edgewater, Florida, at a regular meeting of said Council on the 2nd day of
June, A. D. 1G58. The vote of said Council on roll call being as follows:-

If I remember right, didn't we give this over to the zoning board?

Yes we did
Mayor Sedgwick -
;°Te never have had a reply from them and that has been at least two months ago.
Mr. Walter Knapp -
There was a referal back, reminding us of the fact that due to the changing of
nature of the business it was against the ordinances.
Mayor Sedgwick -
But you never filed any communication with the Council.
City Clerk -
I have not had any.
Councilman Broga -
I don't remember any.
City Clerk -
We have not had any communication on this at all and the man has been coming
in and asking about it
Councilman Henry
Wasn't there a big protest on this?
Mayor Sedgwick -
There was a protest. The ones that signed the protest now withdrawed there names
on it. At least about half of them. Vivian do you know anything about this? You
have been down in that neighborhood a long time. What has been the reaction?
Vivian Oyler -
I do know that in the first place everyone of the neighbors were against it. I
believe they understood it was for repair of motors too and they were all against
it. Then Mrs. Huyck told me that it was simply that they wanted to sell one boat
and one motor. Have one boat of their own and one motor and have one extra boat
and one motor to sell. No repairing whatsoever. She wanted to know in order to
trite him and he would know whether to bring the boat and motor or not, but she
did not find out in time and he came down and they stopped at ' place. I said,
now is it true that you only want one boat and one motor to sell. He said, 71 only
want to do as the rest of you are doing along the river." That was not the same
as she had been telling me and then something was said about the permit he had
before. I don't know what the permit was he had before, that is what Mr. Huyck
himself had. Carl Meyers was given a permit for building boats. Now if it
was for only selling one boat and motor, Probably the neighbors would not
object, but that would be the only thing, but again the idea comes up too,
whether they want to sell that place or not, -If they were given a permit.
I don't know what the permit was for. Do you Mrs. Dippery?
City Clerk -
I can't remember off hand. I could look it up.
Vivian Oyler -
Now to sell one boat and one motor I don't think anyone would object but they
could and did when they signed that petition. He said, "I only want to do
what you are all doing on the rivert'and that is a different story entirely.
Mayor Sedgwick -
He was in here. He was only down a couple of days. He is not a well man and
he is not able to do any work anyway.
Vivian Oyler -
They are not coming back until November at least that is what she told me.
Mayor Sedgwick -
He wants to have the privilege of having a boat of some kind there and its a
fibreglass boat and if he could sell any he would have the privilege of selling
them. That is all that he wants.
Councilman Shaeffer -
He would not be required to have a license to sell one boat and motor.
Mayor Sedgwick -
Well he means he wants to have them and advertise them for sale and he would have
a place of business.
Councilman Shaeffer -
y.hy don't we table the matter until he comes back and comes before us and hash
it out again.
Mayor Sedgwick -
I think what he wanted to know was whether he was going to be able to procure
it or not so he could make his arrangements about his supply of boats for the
winter.
Councilman Broga -
I think it would be up to Er. Huyck to come before us and explain what he wants
to do dorm there.
Mayor Sedgwick -
a That would be the best, but now as long as he has gone back and we got nothing
definate, to notify him when he comes back to appear before the council and state
his case.
Councilman Broga -
Or write us a letter.
Mayor Sedgwick -
:rite a letter and in the meantime we can take action.
Councilman Shaeffer -
I offer a motion that this matter be tabled, but authorize it be brought before
the Mayor any time he wishes. A letter or personal appearance.
Councilman. Henry -
The former Council got about six Protests on this from people as I remember
one council meeting I attended here, that live near there and ofjected.
Councilman Shaeffer -
I remember that.
Mayor Sedgwick -
I believe we can handle this, but want to wait until we have something more
definite to work on.

Mr. Southard -
Mr. Mayor, I have been appointed Chairrin of a committee to look into the im-
provement of Edgewater Mail Service. I have contacted the postal inspector in
Daytona Beach and as a result it was suggested that the Civic Club and the
City Council address a letter to the postal department through the local Post
office, requesting the City of Edgewater be given mail delivery service.
Mayor Sedgwick -
Mr. Southard, this is not on the agenda for this meeting and I suggest you
leave your proposed letter with the Clerk to be Put on the agenda for the
June 16th meeting.

with 102" C.A., directional lights, West Coast mirrors, 8:25 x 20 tires
and tubes front and rear, HD springs, clutch and cooling; painted any
standard color - net : 6,000.00

be equipped with Heavy Duty Spring, Heavy Duty Clutch, Directional Signals,
West Coast Mirrors, 92" Hydrvac Booster Brakes, tube type tires 8:25 x 20
10 ply front and dual rear and with 6-cyl. engine. On the above chasis to be

All bidders promised two weeks delivery.
Mayor Sedgwick appointed Councilman Broga, Councilman Shaeffer and Councilman
Henry to tabulate these bids and report back to the Council their recommendations.
Er. Grafton ask for the floor. He stated he had 10 acres west of the City
he would be willing to sell to the City for ;;1,000.00 the same price he paid
for this land, or lease the same to the City for 10 or 20 years, which ever
suited them best, if they would pay the taxes on same which amount to X2.71
per year. Mayor Sedgwick stated this was worth looking into as the City would
like to move thedump outside the City and use part of the present dump for a
school. He then appointed Councilman Henry and Councilman Shaeffer to in-
vestigate this property and report back to the Council.
Mr. Julian Hamby was present to give a talk on Badger :'tater Meters. He talked
of the merits of the badger meter and said Mr. Harold Pickens Construction
Company who were awarded the contract were in favor of the Badger Meter, but the
Engineers were not, although three meter companies were on the specifications
and badger was one of them.
Mayor Sedgwick stated he did not know the reason the Engineers were not in
favor of this meter, but would call them in the morning and get their reason
for not wanting the badger meter.
There being no further business Councilman Shaeffer moved we do now adjourn,
seconded by Councilman Henry and by vote CARRIED.
