CITY COUNCIL OF EDGEWATER
SPECIAL MEETING
FEBRUARY 20, 1986
MINUTES
Mayor Baugh called the Special Meeting to order at 3:00 P.M. in the
Community Center. He stated the items on the agenda.

Also present were Mr. Terry Wadsworth, Utilities Superintendent, Mr. Frank Marshall
and another representative of Dyer, Riddle, Mills & Precourt, Inc./Marshall
Engineers, the City's Consulting Engineers.
Opening of proposals for Contract 304-0-2 Park Avenue Water Treatment Plant
Expansion - City Clerk Martinez certified that bids were received from the
following: Metro Equipment & Construction Association, Inc.; Falcon; Unidentified
Envelope: and from Wharton Smith Inc. She opened the proposals and read the
totals: Metro Equipment & Construction, Inc. - $985,000; Falcon - $923,447;
Butler Construction (unidentified envelope) - $1,053,000; and Wharton Smith Inc. -
$921,000. Mayor Baugh suggestion a motion to turn these over to Terry Wadsworth
and the engineers for their recommendation. Councilman Asting so moved. Councilman
Inman seconded the motion. Motion CARRIED 5-0.
Utilities Superintendent - recommendation re: repayment terms for water impact
fee fund to sewer impact fee fund - Mr. Wadsworth said that when they made a
provision for intrafund transfer from wastewater to water they had a stipulation
they have to establish terms at the time the advance is made and the City Attorney
thinks they should get this ready now to have it executed. Mr. Wadsworth
recommended the interest rate be charged the same as the Sun Bank proposal
so they won't lose any funds from wastewater. City Clerk Martinez said she
feels a motion only to apply this formula to the repayment process will be sufficient.
Councilman Rotundo asked if they agree with the bids if there will be enough money
to cover it. Mr. Wadsworth replied he thinks so but they'll have to evaluate and
consider the bids. Councilman Asting moved to repay the sewer fund at the rate of
6.7% simple interest as recommended by Terry Wadsworth. Councilman Prater
seconded the motion. Motion CARRIED 5-0
Police Chief's recommendation to deny Street Carnival requested by Elks Ladies -
City Clerk Martinez stated that they have found out that the Ladies decided not
to have the carnival. She noted that the request was going to be denied because
it is Holy days at the church and the church was not in agreement, but the Ladies
also found out they needed water. Mayor Baugh asked if they would bring back
another recommendation and City Clerk Martinez replied she didn't know.
BILLS AND ACCOUNTS
Councilman Prater moved to pay the bills and accounts. Councilman Rotundo
seconded the motion. Motion CARRIED 5-0.
Supplementary Bills and Accounts
City Clerk Martinez stated that there is a memo regarding the sod bill from
Conrad Yelvington due to a misunderstanding and Council authorization to pay
the $68 is needed. Councilman Asting moved to pay the $68. Councilman Inman
seconded the motion. Councilman Inman questioned if there would be a delinquent
charge assessed due to the invoice being dated in December. Mr. Wadsworth
said he talked to them and he doesn't feel there's a problem because it was
their error. Motion CARRIED 5-0.

City Clerk Martinez stated that there was a request from Mr. J. C. Carder
to have a mylar signed for Pelican Cove West and she asked if Council is
agreeable to 2:30 P.M. on Thursday, February 27th, prior to the already
scheduled meeting. She noted that Planning and Zoning would be jointly
meeting with Council and their Board is agreeable to this time and date.
No Council member expressed an objection.
Mayor Baugh suggested a motion to adjourn. Councilman Asting so moved.
Councilman Prater seconded the motion. Meeting was adjourned at 3:13 P.M.
