SPECIAL MEETING AND WORKSHOP
FEBRUARY 19, 1986
MINUTES
Mayor Baugh called the meeting to order at 6:00 P.M. in the Community Center.
He stated the purpose of the meeting was to discuss sites that were reviewed
with the Library Construction Committee and Library Board.

Mayor Baugh asked for a motion to go from the Special Meeting into the Workshop.
Councilman Asting so moved. Councilman Inman seconded the motion. Motion
CARRIED 5-0.
Mrs. Dudley arrived at the meeting at this time, 6:02 P.M.
Mayor Baugh asked that the representative from the Construction Committee speak.
Mr. David McCallister, Chairman, stated that Mrs. Sikes is Vice Chairman and he
introduced her and other members of the Committee. He noted that they'd looked
at a number of parcels and have not come up with a top three choices yet.

She reviewed the parcels on the list. She said they were offered 5 acres at
the corner of 12th Street for $50,000 and it has water and sewer and is near the
school and in the center of Edgewater. She noted there's a shell pit there
and it will need a retention pond but because of the price they want to keep
it in consideration. She added that it would need to be filled.

Mrs. Sikes said that the third item was marked off (12th Street and Mango Tree)
because New Smyrna Beach is already negotiating with the School Board on this.
Mrs. Sikes stated that the fourth item is on the corner of Silver Ridge and they
feel it's too narrow but she'd talked to Mr. Carder about property on the north
side of Friendly Shores and he doesn't want to let go of that land.

Mrs. Sikes said the fifth item is the old Sewickley property and they might
be able to obtain the corner property on Pine Bluff and u.s. 1.
Mrs. Sikes said the sixth item on West Marion is one they liked because of
the location and it's 5 acres at the old truss company which has apartments
and mobile homes surrounding it.
Mrs. Sikes said there are 5 acres on u.S. 1 but they need a bulldozer to
be able to walk it because of the high fill there.
Mrs. Sikes said item 8 has a site plan and is an ideal location but it's
$400,000 at the end of Palm Way to be entered on three other streets. She
said it has water and sewer also but the owner didn't talk to them personally.
Mrs. Sikes said item 9 is near the Southeast Bank and is 5 acres for $350,000
or they could divide it up by section. She said they're looking at section 2.
She said the manager of Southeast Bank told them they own the portion nearest
to it with a deep "V" in the back and if someone bought portion 1, they'd
talk terms to square it off.
Mrs. Sikes noted that item 10 is too costly at Hotel and South Riverside.
Mrs. Sikes said item 11 is near the Jiffy Store and has 150 feet on u.S. 1
and they can go from Lamont or Wilkinson or u.S. 1 for access.
Mrs. Sikes said item 12 is at the corner of Thomas and U.S.l and is south of
Brown's Air Conditioning. Mayor Baugh noted that was the land that was just
filled in and Mrs. Sikes agreed.
Mrs. Sikes noted that item 13 is the front block of u.S. 1 between Woodley
and Hotel.
Mrs. Sikes stated that item 14 is the trailer park. Councilman Prater asked
the size of this parcel and Mrs. Sikes replied it's a little over an acre.
Mayor Baugh questioned how much land is needed and Mrs. Sikes replied 3 to 5
acres with a 100 foot building with room for easements and parking. Mrs.
Harmon said it's about 7,500 square feet at the building and about 36 parking
spaces for now, and plus room to leave open for possibility of expansion.
Mrs. Sikes said that item 15 is the large portion where the drive-in used
to be, owned by Mr. Hall and the front section could be split up.
Mrs. Sikes stated these were just some of the ones they discussed and since then
the article was in the newspaper. She said she was approached by someone that
day about land close to this area being negotiated but the man had to talk
to the one who owns it. She pointed out they weren't ready to bring anything
to Council and the item showed up on the agenda.
Councilman Rotundo stated that the Board has really been looking at property
and $50,000 will not be enough money. He asked if that money is in escrow
drawing interest and City Clerk Martinez replied yes. Councilman Rotundo
asked if that interest will be added and City Clerk Martinez replied yes, at
September 30th of this year. Mrs. Sikes stated that she was approached by
someone who wanted to donate to the land and she didn't know how to handle it.
She added that they have a lot of patrons and they might want to give thought
to this as a tax deductible gift.
Councilman Asting asked if anyone else knows of any sites that might be
suitable for the location of the Library with a sufficient area.
Mrs. Alice Murphy asked about the land at the end of 30th for the park. Mayor
Baugh replied that it's too far down. Councilman Asting noted it's at the
southern City limits. Mayor Baugh added that it's off the path of where a
Library should be.
Mrs. Murphy expressed her concern with children having to cross the highway.
Councilman Asting stated he doesn't favor sites on U.S. 1 because of the
traffic and possibility of accidents. Mrs. Sikes said they looked at the
property on West Marion because of that, and the Miller property on Turgot.
Councilman Asting stated that West Marion abuts an industrial area and '
doesn't seem a good area for a Library facility.

Mr. McCallister said they didn't pick the top three choices yet because
they wanted an overview but he suggested since Mango Tree is going to be
a through street!that somewhere in the area of Mango Tree or Indian River
Boulevard would he in a central district. Mayor Baugh asked about crossing
the railroad tracks. Mr. McCallister asked if they want it in the center or
the edge.. Councilman Asting agreed with Mr. McCallister's suggestion and
said people from Edgewater Acres and Florida Shores would have easy access.
Mrs. Shafer pointed out there's a lot of water in that area. Councilman
Asting said they'd look at it to see if they could take care of it.
Mayor Baugh agreed they'd have to fill there.
Mrs. Sikes pointed out that any piece of land will have some draw back and
will need fill or grading or something and that has to be considered in the
cost. She again stressed that location is what they have to keep in mind.
Councilman Asting said they'd talking $200,000 to $250,000 plus the building.
Mrs. Harmon stated the building will be about $400,000.
Councilman Asting asked that they add a site to their list and it was the
area on Park Avenue adjacent to Wildwood Subdivision. Mrs. Shafer asked if
it would be bad for children because of the trucks there. Councilman Asting
pointed out the people in Wildwood would have access to it. Mrs. Garthwaite
noted they would be the only ones.
Councilman Asting suggested they pick three sites to look at and Mrs. Sikes
suggested it be five. Councilman Asting agreed.
There was a discussion about when the committee would be looking at more
sites and when further information will be available.
Mrs. Sikes said someone had called her that day and suggested it be near the
river on the south side of Menard Park. She advised people to ride around
the City and look.
Mr. McCallister suggested they might buy something in Florida Shores with
several lots and an older home. Mrs. Sikes again stated that they weren't
ready to bring anything to Council.
Mayor Baugh suggested they table this until the Committee is ready to bring
back more information to Council. There was further discussion as to when
the Committee felt they would have a recommendation to Council. Councilman
Prater pointed out that he hadn't looked at these locations yet. Mrs. Sikes
said they're looking at them to help Council. Councilman Asting expressed
his appreciation to the Committee for doing this job. Mrs. Sikes said she
can notify the City Clerk when they have the information ready. It was the
consensus that it would be about the first week of April.
Gail (last name not heard), 101 Park Place, asked if the audience knows of
any property available and if many people are aware of this. She asked
if anyone did a needs assessment for the community or a questionnaire in the
local papers to see whether the people would use the Library at certain
locations. She pointed out when people are new to a community they go to
a Library to meet friendly people and to get information. She suggested they
might invest more money in the land to get it in the center of town.
Mr. McCallister pointed out they looked at location and they don't think
U.S.l is where it's needed. He said they looked at Florida Shores and Mayor
Baugh agreed it would be less expensive than U.S.l.
Councilman Asting asked if the list is in order of preference and Mrs. Sikes
said no. Mrs. Sikes said location is most important and then they have to
think about senior citizens driving or walking and making it safe for the
children. Mr. McCallister said he likes Mango Tree Drive because of the
access. Councilman Asting said he likes the price.
Councilman Inman pointed out location is very important to have maximum use
of it and heavy pedestrian traffic to walk and for ample parking. He noted
they are projecting that by the year 2000 they will have over 20,000 people
and they don't want a piece of land too small but get something where they
can expand.

Mr. McCallister pointed out that as the City grows they have to look at the
south end of the City needing a Library. Mrs. Sikes said south of Park
Avenue was their first thought but she likes the parcel north of Park by
the Jiffy Food Store because it has entrances from two streets. Mrs. Sikes
added that they need a Police station, and the City Hall and Library are
both overcrowded. She suggested they consider land not just for the Library
but for the other facilities. She added that this is the first Council in the
20 years that she's worked for the City that looked toward the future and
she expressed her appreciation for what they're doing.
Mr. Les Mason, Date Palm Drive, asked about available property the City owns.
Mayor Baugh said there's 14 acres on the south end and the other parcels are
too small.
Mrs. Alice Murphy asked about the park the City has that could be widened to
put the Library on and Mayor Baugh said it's not large enough.
Ms. Lydia MoIster asked if the public would have a choice in the decision
and Mayor Baugh replied yes. He asked that anyone advise the site committee
how they feel. Ms. MoIster asked if there would be a decision that night
and Mayor Baugh replied no.
Mrs. Jean Haughwout asked if the Committee can eliminate any because of
size, and Mrs. Sikes replied yes. Mrs. Shirley Garthwaite pointed out that
item 4, the entrance to Silver Ridge, is too small. Mrs. Sikes eliminated
items 3, 4, 7, 8, 10,12, and 13. Mrs. Haughwout questioned item 11 and Mrs.
Sikes replied that it's large enough and is deep and goes back behind the
Jiffy and down Lamont. Mrs. Sikes then eliminated item 14 because they want
to sell the parcels with the trailers on it. Mrs. Mary Rice noted there's
a possibility they would sell the trailers. Mr. McCallister again pointed out
they hadn't picked any choices yet. Mayor Baugh suggested they keep looking
and they'll plan about the first week of April as a tentative date for another
meeting and more information.
Mr. Les Mason asked if they can take some of the property the City now owns and
then sell it and put that money in the Library fund. Mayor Baugh replied
that the City doesn't have that much property to swap. Mr. Mason asked about
a grant from the government and Mayor Baugh replied it's for the building after
they buy the land.
Mr. Frank Morris, Evergreen Drive, asked if the City would consider demolishing
the Police station and City Hall and put a three story building there. Mayor
Baugh pointed out it's not in the central location as now it's around 12th
and Mango Tree. Mr. Morris noted that it's a beautiful location where the
City Hall is now and Mayor Baugh agreed, but added that they're looking to
expand further south and west to be centrally located. Mrs. Garthwaite asked
if Mango Tree and 12th will still be the center in the year 2000 and Mayor
Baugh said it's centrally located now and they might have to consider a branch
Library in the south or west area. Mrs. Garthwaite asked what the southern
boundary will be in the future and Councilman Asting replied Ariel Road. Mayor
Baugh added that it will be 1-95 to the west. Mrs. Garthwaite asked about property
located in the County and Mayor Baugh said it wouldn't be in the central location now.
Councilman Asting noted that the City is land poor and the 14 acres on Roberts
Road was bought with recreation funds and has to be used for that. Mayor Baugh
said they could possibly build a branch there in the future. Mrs. Harmon said
they need to look at where the volume of trade is to get the most for the dollar.
Mrs. Garthwaite said they have to consider safety of the Library patrons of all ages.
Mayor Baugh asked for a motion to recess the Workshop and go back into the Special
Meeting. Councilman Inman so moved. Councilman Asting seconded the motion. Motion
CARRIED 5-0. Mayor Baugh requested a motion to adjourn. Councilman Asting so
moved. Councilman Prater seconded the motion. Meetin was adjourned at 6:49 P.M.
