MINUTES
Vice Mayor Neil Asting called the meeting to order at 1:30 P.M. in the
Community Center.

Mr. Earl Copeland, Public Works Superintendent, was also present.
Petition from Sabal Palm residents re: condition of street - Numerous speakers from
the audience voiced their objection to the paving recently done: Henry Dardinski,
2704 Sabal Palm; Richard Rowland, 27l0-22nd Street; George Schmidt, 2940 Sabal Palm;
Frank Wroniak, 2428 Sabal Palm; James Grossnickle, 2412 Sabal Palm; Charles Walton,
2421 Sabal Palm; Ken Dore, 2204 Willow Oak; Louise Sankey, 2511 Sabal Palm;
Len Wiltberger, 2909 Sabal Palm; Mr. Browning, 2518 Saba 1 Palm; David Pohl, 2914
Sabal Palm; Felix Simanowski, 2722 Sabal Palm; an unidentified lady on Royal
Palm who owns lots on Sabal Palm; and Larry Collinson, 26l0-22nd Street.
Vice Mayor Asting explained to the audience that there are about 90 miles of roads
to be paved in Florida Shores and the objective was to eliminate the dust. He
noted the method suggested by Mr. Dardinski would cost about $12.00 a linear foot
compared to about $4.00 for the City's method. He also pointed out that if they
take the extra money for another surface on Sabal Palm it would mean they would
have to eliminate other streets they intend to pave in the next phase. He stated
he drove the road every day the past week and all the pot holes had been filled.
Mr. Copeland stated they put 18 tons of asphalt down.
Mr. Rowland, 27l0-22nd Street, presented a petition from residents of 22nd
Street who objected to the condition of the street and asked that a hot layer
of asphalt be put on. Vice Mayor Asting stated that all the streets recently
paved will be resurfaced, and they have soil cement down to form the base for
the cap. Mr. Rowland presented photos of the paving and a sample of the pavement.
Mr. Schmidt spoke several times on the height of his driveway and lack of access
with his motor home, plus the condition of the front of the lawn at the ditch.
Mayor Baugh arrived at the meeting at this time, 1:50 P.M.
Mr. Wiltberger presented photos of the dust that was created when they did the
soil cement method.
Mr. Dardinski questioned when the billing will be done and Mayor Baugh said they
won't be billed until the streets are completed, and it will be the total
consensus of the Council that it will be done the way it should be done.
Mr. Dore questioned if the County people supervised on Needle Palm and Mr.
Copeland replied yes, because they'd never done that type work before.
Councilman Asting again stated they aren't finished with Sabal Palm and it
will be resurfaced and put in good useable shape.
Mr. Collinson asked if there is a time table when the roads will be completed
properly and Mr. Copeland replied within the next 30 days, weather permitting.
Mr. Collinson asked if that would include all the roads and Mr. Copeland replied
it would be Sabal Palm and 22nd Street. Mr. Copeland explained they need
temperatures in the 70's and dry roads. Councilman Asting stated that the more
traffic these roads get, the better they become.
Chief Schumaker arrived at the meeting at this time, 2:22 P.M.

Phase 2 of road paving program - Councilman Asting suggested they go into
a Workshop for this portion, and he pointed out they won't get started on this
until Sabal Palm and others are satisfactorily surfaced. Mayor Baugh agreed.
Mr. Collinson asked what contractor they'll use for these roads and Mayor Baugh
replied it won't be the same one.
Councilman Asting moved to go into the Workshop for Phase 2 of the road paving
program. Councilman Prater seconded the motion. Motion CARRIED 5-0.
Mayor Baugh called a short recess at 2:25 P.M. as several members of the audience
were leaving at this time. Mayor Baugh called the Workshop back in session at
2:30 P.M.
Mayor Baugh pointed out the list from Earl Copeland has a total of 7.5 miles
recommended and he suggested they make any changes, additions, or deletions.
The streets on Mr. Copeland's list were reviewed one by one, noting that some
could be done in this fiscal year and others could be carried over to 1987, to
begin on October 1, 1986 for that fiscal year.
Mr. Earl Wallace pointed out that Guava business residents don't have the
$25,000 exemption that homeowners receive and their petition listed over 90%
who agreed to the paving.
Mr. Sam Holland stated that Guava Drive is the worst street to drive on
and they keep grading it to put it in condition to drive on it.
Mr. Vinnie Turano, Guava and Needle, said some customers won't come down that
road because of its condition. Mayor Baugh agreed that Guava should be considered
as top priority.
Councilman Rotundo said he'd like to see 7.5 miles done if they have the money.
Councilman Asting pointed out they'll have a surplus of over $500,000 and it
could come out of that, but he also noted other items: such as the increase at
the Humane Society~ will have to come out of that figure.
There was a discussion about Evergreen Street north of the Boulevard and Mr.
Copeland said he'd try to do that himself.
Mrs. Hager asked when Queen Palm will be considered, and Councilman Asting
said it's listed for 1987 to begin October 1, 1986, and he agreed there's a
lot of dust and traffic with trucks.
Mr. Roy Petty, 2818 Queen Palm, said businesses are only there during working
hours and residents are there 24 hours a day.
Mr. Tom Hager, 2814 Queen Palm, said there's a lot of traffic of trucks and
residents and they don't slow down. Mayor Baugh pointed out the speed limit
is 30 MPH and they try to enforce it. Mr. Hager suggested they put a hump
in the middle of the streets so they don't have a river. Mr. Copeland explained
they don't put the box scraper there unless they have to but they're responsible
for installing culverts under each driveway in Florida Shores and the grader
stays busy.
Mr. J. C. Stimson, Harold's Engine Rebuilding, asked about the assessments on
the west side of Guava and if the City will pay 2/3 or if it will be split in
half. Mayor Baugh said it's 1/3, 1/3, and 1/3 but the railroad won't pay it.
Mr. Stimson said he thinks Earl Copeland is doing a good job with what he has
to work with.
Councilman Prater suggested they move the rest of the streets on the list up
to 1988. Councilman Inman objected as he said 30th South needs a paved road
in that area. Mayor Baugh agreed. Councilman Asting said he wants Willow Oak
left in there. Councilman Inman agreed it could be Pine Tree or Willow Oak.
Councilman Asting suggested Willow Oak from 30th to 35th and then Queen Palm
from 30th to the Boulevard. Mayor Baugh said Queen Palm needs it more on the
north side. Councilman Rotundo suggested they do Juniper.

Phase 2 of road paving program (Continued) -
There was a discussion about holding off on the east/west streets until
they do the north/south streets. Councilman Prater suggested they be more
in the center of town, and he pointed out the school buses run the east/west
streets.
Councilman Asting asked to add Orange Tree and Queen Palm to 1986 from the
Boulevard south to 30th, and suggested they substitute these for Hibiscus.
Councilman Asting then read off the list of streets for 1986: Guava Boulevard
to 26th Street; Fern Palm, north of 442 to Industrial Road; Dayton Street; High
Street; Eaton Road west of Bradford to Industrial Road; Juniper and 26th
Street across the tracks to 27th Street and east to County property; Willow
Oak, 30th to 36th Street; West Turgot from U.S. 1 west to ball park (with
possibily of coordinating this with the School Board); Needle Palm Drive from
Mango Tree north to 12th Street; and Orange Tree from the Boulevard south to
30th; and Queen Palm from the Boulevard south to 30th. Mr. Copeland stated
he'll take care of some of the short sections.
Councilman Rotundo asked Mr. Copeland to give more thought to going into the
soil cement business and Mr. Copeland said he'd rather not do it. Mayor Baugh
said he won't recommend the company that did it before and Councilman Asting
agreed. Mayor Baugh noted that when they go out on bids they can reject it
because of unsatisfactory workmanship.
Councilman Prater moved to adjourn the Workshop. Councilman Rotundo seconded
the motion. Motion CARRIED 5-0.
Mayor Baugh requested a motion to adjourn the Council meeting. Councilman Asting
so moved and then withdrew his motion.
Councilman Prater moved to accept the decision made here pending the audit and
the funds available. Councilman Rotundo requested a revised sheet of what
is to be done. Councilman Inman seconded the motion. Motion CARRIED 5-0.
Mayor Baugh requested a motion to adjourn. Councilman Prater so moved.
Councilman Inman seconded the motion. Meeting was adjourned at 3:20 P.M.
