CITY COUNCIL OF EDGEWATER
SPECIAL MEETING
OCTOBER 22, 1986
MINUTES
Mayor Baugh called the meeting to order at 4:00 P.M. in the Community
Center. He stated the items on the agenda.

Also present were: Mrs. Susan Wadsworth, Deputy City Clerk, and Mr. Robert
Matetich, Election Clerk.
Mayor Baugh suggested the Chief be excused, unless any Council member had
an objection. No Council member expressed an objection, and Chief Schumaker
left the meeting at this time.
Certify counting of absentee ballots of primary election held October 21,
1986 - Deputy City Clerk Wadsworth stated she had 34 absentee ballots, and
all came back except for three. She said they all look okay except for one
and she tried to reach that woman to see about getting a notary to notarize
her signature but her husband said never mind because she's too ill. Mayor
Baugh stated there's a total of 30 now.
Mayor Baugh and City Clerk Martinez verified the official results in the two
envelopes from precincts 24 and 24A. All figures agreed. Mayor Baugh stated
these were certified as true and correct. Mayor Baugh read the totals on
each sheet of both precincts as: 53, 898, 483, 73, 108, 605, 487, 259, and 191.
Mayor Baugh recessed the meeting at 4:04 P.M. while the absentee ballots were
opened and verified by Deputy City Clerk Wadsworth and Mr. Matetich.
Mayor Baugh called the recessed meeting back to order at 4:15 P.M.
Mayor Baugh stated that there was one question on one envlope where it wasn't
checked but they'd appeared before the Deputy City Clerk and she knows they're
out of town. He requested a motion to accept or reject this ballot. Councilman
Asting moved to accept it. Councilman Inman seconded the motion. Motion
CARRIED 5-0.
Mr. Matetich read the ballots. Mayor Baugh then read the totals as:
Azzarello - 1; Baugh - 18; Bennington - 5; Ledbetter - 5; Wargo - 1; Inman - 12;
Mitchum -12; Richardson - 5; and Whalen - 1. It was agreed that was the
correct count. Mayor Baugh then read the grand totals for each candidate as:
Azzarello - 54; Baugh - 916; Bennington - 488; Ledbetter - 78; Wargo - 109;
Inman - 617; Mitchum - 499; Richardson - 264; and Whalen - 192.
City Clerk Martinez stated that Katherine Odham called and advised that
based on Florida Statutes Chapter 101, except for justices of the Supreme
Court and judges of districts courts of appeals, the names of unopposed
candidates shall not appear on the general election ballot, as they'll be
deemed to have voted for themselves, therefore, Earl Baugh and Russell
Prater will not be listed on the general election ballot. There was a dis-
cussion of whether Mrs. Odham was aware of the details here and City Clerk
Martinez said she is. Mayor Baugh asked City Attorney Alvarez to recheck
this.

Declare results of primary election held October 21, 1986 -
City Attorney Alvarez read Resolution 86-R-50. RES. 86-R-50 - A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA,
DECLARING THE RESULTS OF THE PRIMARY ELECTION HELD IN THE CITY OF
EDGEWATER, FLORIDA, ON OCTOBER 21, 1986; REPEALING ALL RESOLUTIONS OR
PARTS OF RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE. He read the totals of the votes received by each candidate.
Councilman Asting moved that they adopt Resolution 86-R-50. Councilman
Inman seconded the motion. Motion CARRIED 5-0.
Declare candidates for general election to be held November 4, 1986 -
City Attorney Alvarez read Resolution 86-R-51. RES. 86-R-51 - A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA,
DECLARING THE CANDIDATES FOR ELECTION FOR MAYOR AND COUNCIL SEATS FOR
ZONES 1,2,3, AND 4 IN THE CITY OF EDGEWATER, FLORIDA, FOR THE GENERAL
ELECTION TO BE HELD NOVEMBER 4, 1986; REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. He read the names
as: Earl D. Baugh, Mayor; William F. Muller and Louis J. Rotundo, Zone
One; Russell S. Prater, Zone Two; Neil J. Asting and Dan D. Oliver, Zone
Three; and James W. Inman Sr. and David Mitchum, Zone Four. Councilman
Inman moved to accept Resolution 86-R-51. Councilman Rotundo seconded
the motion. Motion CARRIED 5-0.
Mayor Baugh requested a motion to adjourn. Councilman Asting so moved.
Councilman Prater seconded the motion. Meeting was adjourned at 4:30 P.M.
