RE: PROPOSED DAYTONA BEACH COMMUNITY COLLEGE BRANCH
The Workshop regarding the proposed Daytona Beach Community College
campus was held October 14, 1986, at 2:00 P.M. in the DeBerry Room of
the Southeast Bank in New Smyrna Beach.
Dr. Diesen introduced the following: Dr. John Justice, DBCC; Dale O'Daniel,
DBCC; Attorney Dana Fogle; Al Sessoms, Volusia County Assistant Manager;
Gordon Reichold; Madalon Reichold; K.C.Baldwin, AARP; Jack Ascherl, Volusia
County Council; Wayne Bostic, YMCA; Owen Davison, New Smyrna Beach Recreation
Director; Frank Roberts, New Smyrna Beach City Manager; Bill Apegar, Volusia
County; E.J.Walker, New Smyrna Beach Recreation Department; Ray Tr9vano, New
Smyrna Beach City Commissioner; Guy Williams, New Smyrna Beach City Commissioner,
and a YMCA representative. Also present from Edgewater were: Mayor Earl Baugh;
Councilman Louis Rotundo; Councilman Neil Asting; Councilman James Inman;
City Attorney Jose' Alvarez, and City Clerk/Administrator Connie Martinez.
Three members of the press were present. George Musson, Mayor of New Smyrna
Beach, arrived later.
Jack Ascherl updated how they got to this point, by talking and sharing ideas.
Attorney Fogle stated they closed the transaction with FEC in June, 1986, and
there are 95 acres bordering New Smyrna Beach, Edgewater, and Volusia County.
He said they did aerial survey and aerial topo, and hired a young lady from
Orlando to research environmentally sensitive areas and recommend areas that
can be used. He said they've applied for all necessary permits from all agencies
for the bridge on lath Street, and they'll prepare to begin construction at the
north end of the property. He said it's one mile from Park Avenue to lath
Street and they asked FEC if they'd pick up part of the cost, and were told
they need specifics and they'd participate with water, wastewater, and the road.
He said the cost of the bridge is very expensive and Volusia County will
probably do the road. He said they hope Edgewater will see its way clear to
putting utilities into the southeast corner of the DBCC property, and then
FEC will run it north. He added the benefit to FEC would be salability for
them. He said they hired an engineer to draw a conceptual drawing. He
noted that YMCA felt they can participate (pool and gym). He added that ACT
is looking for a new location.
Attorney Fogle said that DBCC has 50,000 students and last year they had a
30 million dollar budget. He noted that an architect has been chosen, and
in 6 months they hope to be ready for bidding, and then 7 or 8 months from
November 1, they'll be ready to break ground. He added that with cooperation
this dream can come true.
Dr. Justice pointed out that the State recommended they build 100,000 square
foot on this project. He said the first building and parking will be at
the lath Street site. He added that the architect agreed to do the work
in 6 months, with 1 month to bid, and 1 month to award the contract. He
noted that the first building will be 12,900 square foot and will be computer
sciences, math, English, and all the programs presently supplied at the
New Smyrna Beach campus.
Attorney Fogle stated the plans are to dedicate the four-lane road to the
general public and not maintain it themselves.
Mr. Williams asked where the bridge would be in comparison to the Middle
School and the reply was 1,000 feet from the school. Dr. Justice expressed
his concern with safety of the curve. Mr. Williams pointed out it will
create a lot of traffic on Myrtle and Josephine. Mr. Ascherl stated they'll
have to make the necessary adjustment in the long range plans of the County.

Dr. Justice stated that if the college has to pay for utilities,
road, and bridge, they couldn't afford the classrooms, and their
purpose is to jointly pool together to make this project a success.
Attorney Fogle said he resisted building an onsite package plant for
water or wastewater, and the college is not a large user of utilities,
but it will increase when the Y goes in.
Mayor Musson asked the construction start time and Dr. Justice replied
the bridge will be the 1st part of March or April, 1987, to be completed
by construction start. He noted that the bridge needs to be wide to
get the turning radius.
Mr. Ascher1 stated their plan is to use impact fees as this is a totally
new road.
Mr. Williams asked the distance from Tatum and Attorney Fogle replied
that it doesn't border Tatum.
Mr. Sessoms asked if they've costed a road loop on the property and
Attorney Fogle replied no, it is the intent that the recreational entities
build the roads in the southern part. Attorney Fogle said he doubts if
DBCC ever plans to build the road throughout the campus as public use
should be paid for by the public. Dr. Justice said it's $400,000 for the
perimeter road. Mr. Reicho1d asked if they've considered this impact of
federal funds cut, and funds for the County and State being difficult.
Attorney Fogle said the college is going to build the educational part, as
the public need is there, but the public has an obligation to supply their
part. Mr. Ascher1 questioned if the charter can be amended to allow cities
to spend outside their city limits. Attorney Fogle said he hopes they don't
have to get into charter changes and utilities from the City of Edgewater
could be their fair share and it would be in their city.
Mayor Musson said there are a lot of recreational grants. Attorney Fogle
said they hadn't researched it. Dr. Diesen stated she'd received a positive
answer from Chappell's office and she'll pursue it through a meeting to
find out what federal funds are available. Mr. Ascher1 said he asked Dick
Kelton if the road qualifies for impact fees (10th Street), internal roads
may also qualify for impact fee funds.
Attorney Fogle said he has two questions, one is who will do the roads and
the other is who will do the utilities. He added that they don't have a bridge
cost at this time. Mr. Ascher1 asked if the City of Edgewater has the
capacity and capability of supplying utilities. Councilman Asting stated
it's $105,000 to the southern most line. Mayor Baugh said he didn't think
plant capability is a problem, but money is a problem, and they're
certainly interested. Attorney Fogle said they'd get 1 mile of utilities
for 1/2 mile investment, and FEC will pick up the tab for the south college
line to 10th Street. He said it will be a 120' road right of way (College
Boulevard). City Attorney Alvarez said they entered a $10,000 agreement
for FEC/John Street crossing, and it cost $8,000 for the survey. Attorney
Fogle pointed out that the Planning Department of Vo1usia County suggests a
120 foot right of way now. City Attorney Alvarez noted that another item
that caused road width to change is FEC possible plans to change from industrial
to residential. Mr. Ascher1 asked if Edgewater has impact fees and City
Attorney Alvarez replied yes, but up front dollars is the problem. Mr.
Ascher1 asked where they go from here and Attorney Fogle said they'll deal
directly with the City of Edgewater Engineers and get some hard facts.
Mr. Ascherl asked the amount for fees for out of city utilities and City
Attorney Alvarez replied it's 125%, but they have to justify the additional
25%. Dr. Justice stated they need to know now if they have a commitment on
the road and utilities and the bridge.

Mr. Williams said he saw an item on their recreation board's agenda
regarding a bridge and he suspects this was with no Commission approval,
and nothing was in the budget for a bridge. Attorney Fogle said they
haven't gone to the New Smyrna Beach Commission to fund the bridge because
they found the bridge and road can be paid for with impact fees.
Mr. Williams pointed out that no minutes are being taken and all parties
need to have copies of minutes for all involved to make them aware.
Mayor Musson pointed out that no commitments have been made by anyone at
this time. Mr. Ascherl said he hopes they can come out of this meeting
with a concept they can all agree with.
Attorney Fogle pointed out that lout of 5 residents in this County
enrolled in DBCC last year.
Dr. Justice said they requested through the State Board b~dget1988 three
million additional for, a grand totaLoften million. '
Councilman Asting questioned what will happen to Park Avenue if they put in
a road at the college. Mr. Ascherl said they have $700,000 for the 5-year
plan, 2 lanes and a bike path.
Dr. Diesen thanked everyone for coming and the workshop was adjourned at
3:30 P.M.
