MINUTES
CALL TO ORDER
Mayor Baugh called the meeting to order at 7:00 P.M. in the Community
Center.

INVOCATION, SALUTE TO THE FLAG
Reverend Harvey Hardin, retired minister of the Edgewater Methodist Church,
gave the invocation. There was a salute to the Flag.
Mayor Baugh requested a motion to go into the Public Hearings from the regular
meeting. Councilman Asting so moved. Councilman Rotundo seconded the motion.
Motion CARRIED 4-0.
PUBLIC HEARING - ROAD ASSESSMENTS
City Clerk Martinez read the letter that was sent to property owners. Mayor
Baugh asked for public input.
Walter Smith, 2925 Orange Tree, asked if a contract had been given for Orange
Tree for the amount given. City Clerk Martinez explained the contract was
given for the entire project. Mr. Smith questioned if it was divided by footage
and if a specific amount was talked about for the section to be done. Mayor
Baugh explained the price was given on the entire project. City Clerk Martinez
noted that there were four streets in the bid price. Mr. Smith asked if the
mileage is consistent from the Boulevard to 30th on the four streets. Mayor
Baugh read the streets and distances. Mr. Smith asked the gross amount for
the entire project. Mr. Earl Copeland, Public Works Superintendent, said it
was $260,000 for the soil cement. Mr. Smith asked if it's one third and one
third for each side and one third for the City and Mayor Baugh replied yes.
Mr. Smith said he calculated it to be over 50% with 1.7 miles at $5.889.
Mayor Baugh explained the first portion is the soil cement which is the bid
portion and the City crews do the rest of the work and the finished product
is the price quoted, with a total project cost of $502,974.85. Mr. Smith
said that gives them a little over 38% and he hopes it's consistent. Mayor
Baugh said it's consistent with other projects. Mr. Smith pointed out that
the last time they only paid $4. and he was surprised at the price of asphalt
with the price of oil down. He stated it might be a hardship for some people
to comply with 12 monthly payments at H%. He asked that it be extended to 24
months and not get a lien on his property. He then asked that people with
120 foot be given more time. City Clerk Martinez explained this isn't the
final figure, but an estimate of the maximum they will be charged, and when
the project is completed, the figure will be exact. Mr. Smith asked if the
cap is $5.889 and City Clerk Martinez replied yes. City Clerk Martinez stated
he can come in at any point on a problem of time and they'll work with him.
Mr. Smith asked if he can anticipate a favorable answer and City Clerk
Martinez replied yes.
John Patete, 2529 Orange Tree, asked about the 7~% interest on the assessment.
City Attorney Alvarez replied that it's a figure included in Chapter 170 of
the Florida Statutes. City Clerk Martinez suggested he come to City Hall
and read the Statutes.

Andy Bencivenga, 1400 Orange Tree, questioned the 7~% interest on his
money. He said the State law doesn't say they have to charge that even
though they can. He said he's giving the money to the City and the City
isn't paying anything, just he and his neighbors are. He asked why they
can't pay it without interest. City Attorney Alvarez replied that it's
not a legal question because the Statute says the City has the power to do it
and he doesn't make the decision. Councilman Rotundo pointed out that if
he pays the money up front, he won't have to pay interest. Mr. Bencivenga
said he still has to pay it and it's his money. Councilman Rotundo stated
that he also pays taxes and they'd receive interest if they had it in the bank.
Frank Roe, 2730 Juniper Drive, said if they pay on time payments, you have
to pay interest, and the City is paying one-third, the same as everyone else.
He noted that he doesn't hurry to make a payment unless there's a penalty
on it.
Jim Borgerson, Orange Tree, asked Councilman Rotundo what happens to his
money if he doesn't have to pay interest. He said he's getting 10% on it
so why should they take it out of the bank and give it to the City.
Mayor Baugh pointed out that he lives on a paved street and the one-third
the City is paying comes out of his taxes also. He noted that they charge
18% to 20% for charge cards and this will increase the value of their homes.
Jim Stimson, Harold's Engine, Guava Drive, stated they're losing business
because of the condition of the road and they're not concerned about the
7;% interest. He added that the 7;% could be used for the Police Department.
He said they want their street paved and this is the beginning of the fiscal
year.
Andy Hunt, 2616 Queen Palm, asked for more road signs and more patrol on
the streets. He said he has five children and the unpaved roads slow drivers
down because of the bumps. He added that he can't afford it but he's not
worried about the interest. He asked if they could make it 24 months or
more. City Clerk Martinez suggested he contact her.
Charlie Brummett, 1412 Needle Palm, said the paving is wonderful and he
suggested they put in sidewalks because of the children. He also suggested
they pave Turgot and get a bike path to get the children away from the cars.
Judy Carter, Orange Tree, asked why they're paving before they put in sewers
because they'll have to tear it up and pay it again. Mayor Baugh pointed
out the cost will be included in the sewer project. Ms. Carter asked if this
price is the maximum and Mayor Baugh replied yes.
James Hatfield, 236 Old County Road. stated sewers in Florida Shores will
run in excess of 11 million dollars. He said all the paved streets are in
Florida Shores and he doesn't think it's a good thought to put streets in
and a couple of years later come back and redo them because of sewer.
He said people wonder where the money comes from and the budget is up 18.25%
and the Council in the last two years raised taxes by 35%. He referred
to the various assessment and impact funds, and amounts spent off Roberts
Road, and land for the library. He said he's concerned about $900,000 more
than last year's budget. He suggested that money could be used for sewers.
He said 50% of the sewer capacity is already taken and 600 trailers going on
line before other people will take the 11 million and they'll have to upgrade
what they have.
Jim Fosler, 1937 Guava, expressed his concern for heavy loads on Guava as
they have heavy tandem axle trucks. He discussed it with Mr. Earl Copeland,
Public Works Superintendent, who advised he'd talk with the City Engineer
to give him more information. Mr. Fosler pointed out they conform to the
D.O.T. standards. Mr. Fosler asked about the railroad property being charged
for the assessment and City Clerk Martinez replied they'll be billed.

Jim Borgerson, Orange Tree, asked Mr. Copeland about specific tests made
on the roads. Mr. Copeland replied they had quality testing. Mr. Borgerson
asked about further tests and Mr. Copeland advised him he'd discuss it with
the City Engineer.
Bob Pfanner questioned about roads being paved on Royal Palm. Mayor Baugh
stated streets were selected by population and heavy use. Mr. Pfanner
commented on the number of homes from Willow Oak to 36th and on Royal Palm.
Mayor Baugh suggested he have the residents submit a petition. Mr. Pfanner
questioned if it should be residents or owners and Mayor Baugh replied owners.
Councilman Asting pointed out that road paving is a continuous program and
they'll be doing more in the current fiscal year and will continue until all
streets are paved. Mr. pfanner then asked if they could pave all of the streets
and get it done and charge the people 7~%. There was discussion about the
current amount of available money for the programs. City Clerk Martinez
pointed out it's paid up front from City funds and then collected from the
abutting property owners. There was discussion about floating a bond for
the project. Mr. Pfanner asked if this could be put to a vote and City Clerk
Martinez replied yes. Mayor Baugh pointed out this was considered before and
City Clerk Martinez added that it was defeated. Mr. Pfanner stated that a
contractor would lower the price for a large volume job such as Florida Shores.
Councilman Asting pointed out that this administration has done almost 9 miles
of roads and no other administration has done anything like this.
Andy Bencivenga asked how they took in 100 miles of unpaved roads to begin
with and Mayor Baugh replied that it was before the subdivision ordinance.
There was a discussion about the year of annexation and the ordinance adoption.
Charlie Brummett clarified for the new residents that the City is doing the
paving and that the City owns its own paving equipment. Mayor Baugh pointed
out that the City contracts only for soil cement to keep the costs down.
Mayor Baugh advised Mr. Hatfield that there are about 430 mobile homes for
the sewers and Radnor will generate about $1,080,000 up front for the City
to expand the water and sewer plants. He added that the plant has to be
expanded when they take it all in and it will be in five phases.
PUBLIC HEARING - SECOND & FINAL READING & ACTION:
Ord. 86-0-28 Amending Chapter 19, Art.l,Sec.19-l and 19-13, Establishing
transfer fee and increasing time for termination of service for non-payment
of utility bill - City Attorney Alvarez read this Ordinance. ORD. 86-0-28 -
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING
CHAPTER 19, ARTICLE I, SECTION 19-1 AND 19-13 OF THE CODE OF ORDINANCES OF
THE CITY OF EDGEWATER, FLORIDA, BY INCREASING THE TIME FOR TERMINATION OF
SERVICE FROM THIRTY TO THIRTY-FIVE DAYS; ESTABLISHING A TRANSFER FEE OF
FIVE ($5.00)DOLLARS; CONTAINING A REPEALER PROVISION; A SEVERABILITY CLAUSE,
AND PROVIDING FOR AN EFFECTIVE DATE. Mayor Baugh asked for public input.
There were no comments from the audience. Mayor Baugh asked for Council
comments and there were none.
Mayor Baugh requested a motion to go out of the Public Hearings and go into
the regular meeting. Councilman Rotundo so moved. Councilman Inman seconded
the motion. Motion CARRIED 4-0.
Ord. 86-0-28 - Councilman Rotundo moved to adopt this Ordinance. Councilman
Asting seconded the motion. Motion CARRIED 4-0.

these minutes. Councilman Asting seconded the motion. Motion CARRIED 4-0.
Special Meeting & Public Hearing of September 25, 1986 - Councilman Rotundo
moved to accept these minutes. Councilman Inman seconded the motion.

BILLS AND ACCOUNTS
Councilman Inman moved to pay the bills. Councilman Rotundo seconded the
motion. Motion CARRIED 4-0.
MISCELLANEOUS
Frank Roe, 2732 Juniper, stated he disagreed many times with Council but
the thinks it's time go give them praise for what they've done. He said
the previous Council didn't spend any money and didn't do anything. He
said taking care of roads and water and sewer takes a lot of courage and
he hopes everyone goes to the primary and election and puts them back in.
Patsy Nyack, 2628 India Palm, spoke regarding a recent burglary. She said
she was amazed at the lack of detectives and patrolmen, and at the low salary
they receive. She suggested a ladies' auxiliary would help them. Mayor
Baugh advised her to contact the Chief. There was a discussion about the
number of officers authorized and where funds would come from to hire more.
Jim Stimson, 2324 Fern Palm, suggested they have more Police. He referred
to an incident where he also was violated. He complimented the Chief about
the good job they do. He said they're losing men as fast as they train
them and most left because of salaries. He suggested they increase the taxes.
Frank Roe, 2732 Juniper Drive, sympathized with those robbed and suggested
they send out pamphlets on how to protect their homes. He said they need
double locks on the doors and screwing the windows down and locking them
at the top.
James Hatfield, 236 Old County Road, accepted the Mayor's corrections on
the impact fees. He said the City appropriated a considerable amount to
increase the Police force, possibly one-third of what it was last year.
He referred to the gun ordinance making it illegal in the City limits,
and pointed out he'll protect himself to a certain extent.
Eric Easterling, 2203 Needle Palm, said he's lived here six months and likes
Florida Shores. He said he owns five lots and the Code Enforcement Officer
is aware of a problem with parking. He asked that they adopt an ordinance
or rule so that vehicles cannot park along the roadway. He noted that he'd
talked to the Police. Mayor Baugh pointed out that it's difficult to
enforce parking. Mr. Easterling said he's referring to when a structure
has ample parking facilities for the cars for the people living there when
the driveway is vacant.
City Attorney Alvarez suggested a task force be appointed with Planning and
Zoning and administration to come up with something. Mr. Easterling said
he's done some things on his own but when he got a citation for parking
the trailer on his property, then he knew he needed some ordinance for the
laws regarding parking overnight, utilizing your own property, and others'
property. Mayor Baugh suggested they send a memo to Planning and Zoning
and let them review it and come up with a recommendation. Mr. Easterling
said he'd like to work with them. City Attorney Alvarez noted that it's a
zoning matter and Planning and Zoning could address it, review the deed-
restrictions in Florida Shores, hold public hearings, and come up with a
recommendation. Mr. Easterling asked if he needs a petition and City Attorney
Alvarez replied that an appearance before the Planning and Zoning Board should
be sufficient. Mayor Baugh suggested the Code Enforcement Officer be involved
and to find out when the next Planning and Zoning meeting will be held.

MISCELLANEOUS (Continued)
Grace Easterling, 2203 Needle Palm, stated some neighbors are destroying
the property and spinning wheels and working it up. She said she re-rakes
it every day and during the night they rip it up. She said she called
the Police Department and was told it's City property and can be destroyed.
She asked if City property can be ripped up and Mayor Baugh replied no.
Mayor Baugh requested the Chief to check it out. Chief Schumaker stated
that he talked with Mrs. Easterling but he didn't tell her that anybody
could destroy City property, and it's difficult to enforce because they
didn't witness any act of vandalism. Mrs. Easterling said that her neighbors
witnessed it. Chief Schumaker empathized and pointed out the other people .

COUNCIL/OFFICERS REPORTS, BOARDS AND COMMITTEES
City Council Reports - Councilman Inman stated he has a petition addressed
to the Edgewater City Council from residents of Victory Palm between 30th
and 35th on the subject of road surfacing. He said there are 41 signatures
on the petition and they're urging this length of road be included in the
paving program at the earliest possible date. He noted that he'd talked to
several people in the area and was told they grade the road and 4 days later
there was a washboard situation again, plus the dust problem. He asked
that Council consider the streets south of 30th Street the next time they
discuss street paving. He noted that one street on the paving program will
help the west side but nothing is being done on the east side yet. He added
that he hopes the Council in office after the election will consider this
a priority.
Mayor Baugh stated the Fire Chief requested they be allowed to go out on bid
for their fire truck for fast attack, with no funds being appropriated for
it, but they just want to go out and bid for it. City Clerk Martinez said
when they authorize the bid, they certify money is available or they don't
go out on bid. Mayor Baugh pointed out they're looking at 6 months down the
road for bids to come back and the City could accept or reject it. City
Clerk Martinez stated that she can't sign a certification of funds at this
time. Councilman Rotundo asked if they have specifications for the fire
truck and Chief Lamb replied yes, and a copy is attached. Mayor Baugh
questioned if the specifications have to state that funds are available.
City Attorney Alvarez replied that if funds are not available, they should
advise the prospective bidders that there is no money to buy the equipment
at this time. Mayor Baugh pointed out it's a budgeted item. There was
further discussion about the available funds and City Attorney Alvarez
said they should put the grounds for refusal. Chief Lamb stated that everyone
he talked with told him delivery would be in March or early April at the
earliest, and if they wait until the first of the year, they're looking at
a December delivery date. He added that they just want to go out for bids
and they won't pay for it until it comes in. City Clerk Martinez pointed
out that ad valorem taxes haven't come in and tax notices haven't even gone
out yet. Chief Lamb asked about the County and City Clerk Martinez said
they didn't get the payment yet. Chief Lamb asked about left over funds
being used that were for repairs and City Clerk Martinez again stated she
can't certify bids without funds there. City Attorney Alvarez asked an
estimate of when the funds will be available and City Clerk Martinez replied
about 6 months, as taxes start coming in the end of November. City Attorney
Alvarez asked if they could put a condition on it that the funds will not
be available until March or April of 1987. City Clerk Martinez replied
if the attorney feels comfortable with it. Councilman Asting asked the
estimated cost for the fast attack truck and Chief Lamb replied that with
specifications they're sending out, it will be $45,000 to $60,000, equipped.
City Attorney Alvarz suggested they could request proposals but not formal
bids, as it's a limited supply of this type of equipment. Chief Lamb pointed
out there are eight different companies. City Attorney Alvarez said they
could get in touch with the eight and ask for proposals but it's not a legally
binding bid and it delays the purchase date until March of 1987 but gets the
price fixed now. Chief Lamb asked if they can take the lowest proposal and
buy it or do they have to go out for bids then.

Fire Department Bids (Cont'd) -
Bob Pfanner, 3130 Royal Palm, reviewed the difference between procurement
and bids, pointing out that bids do not mean you're going to buy something
and they can take the lowest bid in 6 months as he is guaranteeing it,
and that is when it would be procurement.
Chief Lamb said they won't order it until the City Clerk says they can.
Mayor Baugh stated they won't order until she can certify that funds
are available and Council tells them to go ahead. City Clerk Martinez
questioned what they say about funds when the bids are returned. Chief
Lamb said they just turn them over to the Fire Department for their review
and they can review them for about 4 months. City Clerk Martinez pointed
out that most bids are good for 30 days. Mayor Baugh suggested they put
in the specifications that the bids be good for 6 months, and said he has
no problem with going out for bids.
Councilman Asting moved to go out for bids for the fast attack truck.
Councilman Inman seconded the motion. Motion CARRIED 4-0.
City Attorney Reports
City Attorney Alvarez had no report at this time.
City Clerk Reports
City Clerk Martinez stated during budget sessions the Council discussed
donation requests, and due to the limited amount of funds available, they'd
recommended they authorize the City Clerk/Administrator input all donation
requests with a maximum of $250 each. Mayor Baugh asked that the information
on the donations be given to them and City Clerk Martinez agreed. Mayor
Baugh requested a motion to allow this to be handled. Councilman Asting
so moved. Councilman Rotundo seconded the motion. Motion CARRIED 4-0.
City Clerk Martinez stated that each year when the fiscal year starts on
October 1st, they request authorization to pay three vendors on a regular
basis: South Florida Natural Gas, who assesses a penalty after five days;
City of Edgewater water bills with penalties assessed after twenty days;
and Pitney Bowes for the mailing machine rentals with penalties assessed
after ten days. She said this will allow them to pay automatically because
past due balances are being put on, and will eliminate considerable book work
on the entire staff. Mayor Baugh requested a motion to allow them to do
this. Councilman Asting so moved. Councilman Inman seconded the motion.
Motion CARRIED 4-0.
City Clerk Martinez requested permission to pay the $2,000 retainer routinely
the first of each month to the City Attorney instead of going through bills
and accounts. She said they're also asking permission to utilize County
bid price to purchase culverts, which will only be done when necessary, and
will be in excess of $2,000. She added that it's fiscal year 1986-1987 only.
Mayor Baugh recommended the Council approve these. Councilman Inman so
moved. Councilman Rotundo seconded the motion. Motion CARRIED 4-0.
City Clerk Martinez stated they need Council authorization to cut a check
for those attending the Volusia League of Municipalities dinner meeting at
Hawaiian Inn on October 23, hosted by Daytona Beach Shores. Councilman
Asting moved to authorize the City Clerk to cut the check. Councilman Inman
seconded the motion. Motion CARRIED 4-0.
City Clerk Martinez stated there's a memo from Earl Copeland regarding
street resurfacing and he's requested authorization to use County bid
prices for asphalt from Halifax Paving to resurface approximately 2.47
miles on Juniper from 442 to 30th Street and 30th Street from the railroad
tracks west to Willow Oak. She noted that $65,800 was budgeted for this
item, and the request is for $65,000 for this project. Councilman Asting
moved to grant the request. Councilman Rotundo seconded the motion.

Parks & Recreation Board - recommendation to increase Community Center
usage fees across the board by 30% - City Clerk Martinez stated that the
Board did a lot of research and determined 30% is the necessary fee to
compensate. Mayor Baugh noted that's for power and lights. Councilman
Asting moved to approve this memo. Councilman Inman seconded the motion.
Motion CARRIED 4-0.

ORDINANCES AND RESOLUTIONS
Ord. 86-0-31 Amending Appendix A, Zoning Sec. 70l.0l(c) by deleting
definition of sign - City Attorney Alvarez read this Ordinance.
ORD. 86-0-31 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA, AMENDING APPENDIX A, ZONING, SECTION 70l.0l(c) PROHIBITED SIGNS
AND SIGN LIGHTS, BY DELETING THE DEFINITION OF SIGN FROM SECTION 70l.0l(c);
CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE, AND PROVIDING FOR
AN EFFECTIVE DATE. Mayor Baugh stated this is the recommendation of the
Planning and Zoning Board. Councilman Rotundo moved to accept Ordinance
86-0-31. Councilman Inman seconded the motion. Motion CARRIED 4-0.
Ord. 86-0-32 Amending Appendix A, Zoning, Sec. 606.02(d)(1), setting six
foot high fence requirement, Highway Service Business District - City
Attorney Alvarez stated that this came from the Planning and Zoning Board
and he read the Ordinance. ORD. 86-0-32 - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, FLORIDA, AMENDING APPENDIX A, ZONING, SECTION
606.02(d)(1), BY SETTING A MINIMUM SIX FOOT HIGH FENCE REQUIREMENT; CON-
TAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE. Councilman Inman so moved to adopt this Ordinance 86-0-32.
Councilman Rotundo seconded the motion. Motion CARRIED 4-0.
Ord. 86-0-33 Amending Chapter 11, Occupational Licenses, Taxes, and Regu-
lations, Sec. 11-3 re: penalty fees - Mayor Baugh stated this is first
reading. City Attorney Alvarez read this Ordinance. ORD. 86-0-33 - AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING
CHAPTER 11, OCCUPATIONAL LICENSES, TAXES AND REGULATIONS, SECTION 11-3,
BY IMPOSING A TEN PERCENT PENALTY FEE FOR THE FIRST MONTH OF DELINQUENCY
AND A FIVE PERCENT PENALTY FEE FOR EVERY SUBSEQUENT MONTH, NOT TO EXCEED A
TOTAL 25 PERCENT PENALTY OF THE AMOUNT OWED, CONTAINING A REPEALER PROVISION,
A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. Councilman Asting
moved to adopt the Ordinance. Councilman Inman seconded the motion.

Resolution. RES. 86-R-4l - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, DESIGNATING COMPOSITION AND COMPENSATION FOR THE
SELF-INSURANCE AND INSURANCE COMMITTEE FOR THE CITY OF EDGEWATER, FLORIDA,
REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING FOR AN
EFFECTIVE DATE. Councilman Rotundo moved to adopt this Resolution.
Councilman Asting seconded the motion. Motion CARRIED 4-0.

Alvarez read this Resolution. RES. 86-R-44 - A RESOLUTION OF THE CITY

CHARTER OF THE CITY OF EDGEWATER, FLORIDA, INCREASING THE NUMBER OF POLICE
OFFICERS IN THE POLICE DEPARTMENT OF THE CITY OF EDGEWATER, FLORIDA, BY
ADDING FOUR ADDITIONAL PATROLMEN; REPEALING ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE.

Agreement with Halifax Humane Society of Volusia County, Inc. -
City Attorney Alvarez read this Resolution. RES. 86-R-45 - A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE
APPROPRIATE OFFICIALS OF THE CITY OF EDGEWATER TO EXECUTE A SERVICE
AGREEMENT WITH HALIFAX HUMANE SOCIETY OF VOLUSIA COUNTY, INC.; REPEALING
ALL RESOLUTIONS IN CONFLICT HEREWITH, AND PROVIDING FOR AN EFFECTIVE
DATE. Councilman Rotundo moved to adopt Resolution 86-R-45. Councilman
Asting seconded the motion. Motion CARRIED 4-0.
Res. 86-R-46 Authorizing submittal of Library grant application -
City Attorney Alvarez read this Resolution. RES. 86-R-46 - A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, COMPLYING WITH
THE REQUIREMENTS OF RULE lB-3.004(b) FOR THE APPLICATION OF A PUBLIC
LIBRARY CONSTRUCTION GRANT; AUTHORIZING SUBMISSION OF THE APPLICATION;
ASSURING THAT THE REQUIRED 50 PERCENT MATCHING FUNDS WILL BE AVAILABLE
TO COMPLETE THE FACILITY; ASSURING THAT FUNDING IS AVAILABLE UPON
COMPLETION TO OPERATE THE FACILITY; REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE. Councilman Rotundo moved to
accept Resolution 86-R-46. Councilman Inman seconded the motion. Motion
CARRIED 4-0.
Res. 86-R-47 Appointing election workers for primary election on October
21, 1986 - City Attorney Alvarez read this Resolution, including the
names for precincts 24 and 24A. RES. 86-R-47 - A RESOLUTION APPOINTING
ELECTION WORKERS FOR THE PRIMARY ELECTION TO BE HELD IN THE CITY OF EDGE-
WATER, FLORIDA, ON OCTOBER 21, 1986; REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilman Asting moved to adopt
the Resolution. Councilman Inman seconded the motion. Motion CARRIED 4-0.
