SPECIAL MEETING
JULY 29, 1986
MINUTES
Mayor Baugh called the meeting to order at 2:30 P.M. in the Community Center.
He stated the purpose was for the recommendation on the bids for the raw
water main transmission line and distribution system interconnection.

Also present was Mr. Terry A. Wadsworth, Utilities Superintendent, and arriving
later was Mr. Frank Marshall, the City's Consulting Engineer.
Mr. Wadsworth stated they have a recommendation from Mr. Marshall and they'd gone
over the bids and the alternate bid from McMahan Construction Company was the
lowest bid on the project and meets all criteria. He said their recommendation
is they be awarded the bid.
City Clerk Martinez read the July 28th letter from Mr. Marshall, recommending
McMahan Construction be awarded the bid at $497,442.00 for the alternate bid and
$40,185.00 for the distribution system. Mr. Marshall arrived at this time, 2:34 P.M.
Councilman Asting moved to award to McMahan Construction Company the project of
installing the raw water transmission main from the wellfields to our City plant,
and the distribution system. Councilman Inman seconded the motion. Councilman
Prater asked if the amount should be included in the motion. Mayor Baugh pointed
out it was read into the record. Councilman Rotundo asked if it's from the wellfields
to the addition at our water plant. Mr. Marshall said it's well no. 5 at the corner
of Mission and Air Park. Councilman Rotundo asked if there would be additional
charges. Mr. Marshall reviewed the route of the lines and said it includes every-
thing. Mayor Baugh asked how the last wells came in and Mr. Marshall replied they
were better than the first two. He added they'll rate them at 300 GPM instead of
the planned 250 GPM. Mayor Baugh asked about going under 95 and Mr. Marshall said
because there were no other utilities in the right of way of 442, they can go past
the off ramp and jack and bore the two access ramps. He stated that the PVC bid
was close to what they estimated and they looked at ductile iron but PVC came close
to what was budgeted. Motion CARRIED 5-0.
Mayor Baugh asked how soon it can be done. Mr. Marshall replied they got a notice
that the DER permit is to be issued but they don't have it in hand yet. Mayor
Baugh questioned who would sign the agreements and Mr. Wadsworth replied he'd
signed them previously. Mayor Baugh asked for amotion to authorize him to sign
this. Councilman Asting so moved. Councilman Prater seconded the motion.
Motion CARRIED 5-0.
Mayor Baugh asked for a motion to adjourn. Councilman Inman so moved. Councilman
Asting seconded the motion. Meeting was adjourned at 2:40 P.M.
