CITY COUNCIL OF EDGEWATER
SPECIAL MEETING
OCTOBER 8, 1987
MINUTES
Mayor Baugh called the Special Meeting to order at 7:00 P.M. in the Community
Center. He read the items on the agenda: l)Annual evaluation of Department
Heads; 2)Dept.of State, Contract for new Library construction; 3) Volusia
County re: Resolution and Agreement with City for Community Development programs
for fiscal years 1988, 1989, and 1990; 4)New Smyrna Beach Rotary Club's request
for carnival at Florida Shores Shopping Plaza on October 21 through 31, 1987;
5) Dollar General Store, Daytona Rent-All's request to have a "Customer Appreci-
ation Day" October 24, 1987, at 618/624 North Ridgewood (location of former
Winn-Dixie); and 6)Volusia League of Municipalites Dinner Meeting to be held
in Deland October 22, 1987.

Also present were other City Department Heads: Terry A. Wadsworth, Utilities;
David Garrett, Parks & Recreation/Buildings & Grounds; Dennis Fischer, Building/
Code Enforcement; and Mike Tenney (Acting), Public Works.
Annual evaluation of Department Heads
Mayor Baugh noted they have a copy of the Resolution from last year and Ordinances
85-0-22 and 86-0-1, which set up the program for evaluating Department Heads. He
pointed out that Ordinance 85-0-22 states they'll receive quarterly written reports
from the Department Heads. City Clerk Martinez noted that they've received them
every quarter. Mayor Baugh stated that he hadn't gone over them like he normally
does and he was instructed by Council to check on several things and he'd like to
table this until the next meeting so he'll have a chance to go to City Hall and
go through some of the records and familiarize himself with some of the things that
happened. Councilman Asting moved that the Department Heads as listed in 1986
receive the same percentage pay increase that the rest of the employees of the
City received. Councilman Rotundo seconded the motion. Motion DID NOT CARRY 2-3.
Mayor Baugh, Councilman Prater, and Councilman Mitchum voted NO.
Councilman Prater moved to TABLE this for study and maybe a workshop and bring it
back to the next meeting. Mayor Baugh pointed out that when they do this, it will
be retroactive to October 1st. Councilman Mitchum seconded the motion. Motion
CARRIED 4-1. Councilman Asting voted NO.
Mayor Baugh stated that as soon as he's back they'll set up a Special Meeting and
Workshop to go over the evaluations and at that time make a determination of
what they're going to do.
Dept. of State, Contract for new Library construction - City Clerk Martinez stated
that in their packet are letters from Jim Wheeler of the County Library system,
Gayle Harmon's comments, and from Mr. Dana Smith,_andit appears there are no
problems. She added that City Attorney Alvarez reviewed it and has verbally said
he had no problems with it. Mayor Baugh stated that he also talked with City
Attorney Alvarez and he'd said there were no problems. Mayor Baugh asked for a
motion to accept it. Councilman Prater so moved. Councilman Rotundo seconded the
motion. Motion CARRIED 5-0.
Mayor Baugh asked the length of time for construction and Mrs. JoAnne Sikes, Co-
Chairman of the Library Construction Committee, replied the bids given started
the 22nd and are only good for 60 days. Mayor Baugh asked how long it will take
once they start and Councilman Rotundo replied 180 days.
Mayor Baugh requested a motion for the City Attorney to draw up the necessary papers
to implement the contract. Councilman Rotundo so moved. Councilman Prater seconded
the motion. Motion CARRIED 5-0.

Volusia County re: Resolution and Agreement with the City for Community
Development programs for fiscal years 1988, 1989, and 1990 - Mayor Baugh
stated that he'd spoken with the Attorney about this and he advised it's
all in order. Councilman Prater asked if the Attorney said it's all right
and Mayor Baugh replied yes, it's in order. Councilman Prater moved they
accept it. Councilman Mitchum seconded the motion. Motion CARRIED 5-0.
Mayor Baugh requested a motion to have the Attorney draw up the necessary
papers for this. Councilman Prater so moved. Councilman Rotundo seconded
the motion. Motion CARRIED 5-0.
New Smyrna Beach Rotary Club's request for carnival at Florida Shores Shopping
Plaza on October 21 through 31, 1987 - Mayor Baugh asked if they have the
insurance now. Donnie Williams, Manager of Florida Shores Shopping Plaza,
replied it should be here the next day. Mayor Baugh pointed out this will be
contingent upon having the insurance. Councilman Prater asked if Chief
Schumaker has any problems with this. Chief Schumaker replied they'll always
have problems with carnival workers coming into a community for 10 days, but
he feels they have a good enough department to handle it. He added that he'll
talk to Mr. Williams about getting a couple of plain clothes detectives and
paying them overtime. Mayor Baugh stated the Police Department did an
excellent job last time. Mr. Williams said he wasn't aware of any unusual
problems and the purpose is for community benefit so he doesn't want to pay
overtime from the proceedings. He added that one of their activities is a
$5,000. scholarship for a graduating senior. He said this is the fourth carnival
they've had and he's not aware of any problems. Mayor Baugh again stated that
the Police Department did an excellent job last time. Chief Schumaker noted
that their budget for overtime monies for this type of detail is higher this
year and he could detail one or two detectives on periodic nights if he can
do that. He added that 10 days is a long time for a carnival. Mayor Baugh
asked if they have to use detectives and Chief Schumaker replied no. Mayor
Baugh said he sees no problems with allowing a couple of nights to mingle in
there. He added that he's in Rotary and they have worthy projects. He asked
if Council has any problem with letting them work.
Councilman Prater moved to grant him the request pending the deposit of
insurance with the City. Mr. Williams said he definitely will do that.
Councilman Rotundo seconded the motion. Motion CARRIED 5-0.
Mr. Williams stated this is their major fund raiser and they appreciate the
cooperation of the City and they'll do their best to take care of it.
Dollar General Store, Daytona Rent-All's request to have a "Customer Appreciation
Day" October 24, 1987, at 618/624 North Ridgewood (location of former Winn-Dixie)-
City Clerk Martinez read the letter of request dated October 6, 1987. Mayor
Baugh questioned what they'll have for the occasion. Mark Bearsley, Daytona
Rent-All, replied there's no planned entertainment but they'll have Steve from
American Karate for a demonstration. Mayor Baugh asked if it's like they had
before but with food served. Mr. Bearsley replied exactly. Councilman Prater
asked Chief Schumaker if he sees any problems with this and Chief Schumaker replied
that it shouldn't be difficult at all. Mayor Baugh asked if their insurance
carrier covers them for outside and Margie Bryant, Dollar General Store, replied
yes. Mayor Baugh asked her to get a copy of the policy to the City so they'll
know the liability is on them outside the store.
Councilman Asting moved they grant the request. Councilman Prater seconded the
motion. Motion CARRIED 5-0.

Volusia League of Municipalities Dinner Meeting to be held in Deland October
22, 1987 - City Clerk Martinez stated that authorization is needed to cut a
check for those attending. Councilman Asting so moved. Councilman Prater
seconded the motion. Motion CARRIED 5-0.
Mayor\Baugh asked that Council contact Sue for their choice before October
12th.
Mayor Baugh then requested a motion to adjourn. Councilman Prater so moved.
Councilman Rotundo seconded the motion. Meeting was adjourned at 7:20 P.M.
