MINUTES
CALL TO ORDER
Vice Mayor Neil Asting called the meeting to order at 7:00 P.M. in the
Community Center.

INVOCATION, SALUTE TO THE FLAG
Reverend Bennett, Florida Shores Baptist Church, delivered the invocation.
There was a salute to the Flag.
APPROVAL OF MINUTES
Regular Meeting of June 1, 1987 - Councilman Prater moved to approve the minutes
of June 1, 1987. Councilman Mitchum seconded the motion. Motion CARRIED 3-1.
Vice Mayor Asting voted NO due to absence from that meeting.
BILLS AND ACCOUNTS
Councilman Rotundo moved to pay these bills. Councilman Prater seconded the
motion. Motion CARRIED 4-0.
MISCELLANEOUS
There were no comments from the audience.
COUNCIL/OFFICERS REPORTS, BOARDS AND COMMITTEES
City Council Reports - There were no City Council Reports.
City Attorney Reports - City Attorney Alvarez stated that he'll have a report
later on the agenda.
City Clerk Reports - City Clerk Martinez stated that Council authorization is
needed to cut a check for those attending the Volusia League of Municipalities
dinner meeting at the Hilton hosted by the City of Port Orange on the 25th.
Councilman Mitchum so moved. Councilman Prater seconded the motion. Motion
CARRIED 4-0.
City Clerk Martinez read the June 12th memo from David Garrett, Recreation
Director/Buildings and Grounds Maintenance Superintendent, regarding the
property to the west of the City, which stated funds for recreation are at
this time needed for development of currently owned undeveloped areas and it
wasn't feasible to pursue a new complex at this time. She suggested a Council
motion to accept or reject Mr. Garrett's recommendation. Councilman Prater
moved to accept his recommendation, and not pursue this any further and it will
be stopped. Councilman Rotundo seconded the motion. Motion CARRIED 4-0.
City Clerk Martinez stated that on Tuesday they received the St. Johns Water
Management permit for stormwater construction at the 14 acres on Roberts Road.
She pointed out the process took a long time and authorization to go out for
bids is 6 or 7 months old, so she'd like Council to reconfirm that it's okay to
proceed to go out for bids to have the land cleared at the 14 acre tract.
Councilman Rotundo made that a motion. Councilman Mitchum seconded the motion.
Motion CARRIED 4-0.

COUNCIL/OFFICERS REPORTS, BOARDS AND COMMITTEES (Continued) -
Utilities Superintendent's update on City water - Mr. Terry A. Wadsworth,
Utilities Superintendent, reviewed his four page memo dated June 10, 1987.
He pointed out that the water now is probably the safest it's ever been.
He noted that he'd included samples of test results for bacteria and THM's,
and there is no danger. He said the color is due to the fact that both towers
had internal deterioration and there was a leak in the Florida Shores towers.
He noted that the report isn't back yet. He said another problem is the 2"
galvanized pipe installed some years ago and it's breaking down and putting
some rust in the water. He stated they replaced several PVC lines and will
do a lot more in the future but it will take some time. He pointed out the
biggest reason for the discoloration is the change in the disinfection pro-
cedure, using a combined residual method, and it takes awhile to get the ratio
down exactly. He said they're encouraging public input and are investigating
specific complaints.
Mr. Wadsworth said the pressure situation is due to lack of rainfall and the
exteme demand in Florida Shores and the Florida Shores tower can be empty and
if the Park Avenue tower is full, the water has to cease high service pumping
to avoid overflowing it and it causes uneven distribution. He suggested they
could extend the transmission line from the corner of 12th and Mango Tree and
tie it into the tower at 21st and Kumquat. He noted that it will be a budgeted
item for next year, but perhaps they'll want to do it this year. He added
that most can be done in house except for the jack and bore. He noted that
the 2" line is also a problem causing low pressure in Florida Shores.
Mr. Wadsworth stated that as of last Wednesday everything was done and fully
operational and they don't anticipate any more operational problems. He said
they started sampling the wellfield that day and if the samples test satisfactory,
they could be in service next week.
Mr. Wadsworth said that until there is more rainfall, they're asking people to
voluntarily water on odd and even days to help everyone out for fire protection
and keep more adequate even pressure in the Shores.
Vice Mayor Asting asked if there's a program for replacing the old galvanized
lines in the City. Mr. Wadsworth replied that a lot of what they do is the
result of public input regarding pressure or quality. Vice Mayor Asting noted
that galvanized only lasts so long before it wears out. Mr. Wadsworth stated
they use it for canal crossings and sunlight exposure areas.
Councilman Mitchum asked if the wells will be on next week and Mr. Wadsworth
replied they're running now and taking samples to the lab and they could be
cleared by the State for use by next week. Vice Mayor Asting asked where they
take the samples and Mr. Wadsworth replied to Daytona Beach which has an approved
lab.
Fire Department's request for $2,500 budgeted for Fourth of July - Councilman
Prater asked what they want to use the money for, since it was specified for
fireworks. Fire Chief Gary Lamb said they couldn't get a permit for fireworks
and didn't have time to train someone as a technician, so they're going to give
a barbeque chicken dinner to citizens of Edgewater if they have a driver's license
as an I.D.He added that it's listed in the budget for promotional activities.
Councilman Mitchum asked if that's enough money and Chief Lamb replied no, and
they'll have to pay in another $3,500 from the Fire Department just for the
chicken dinners and that doesn't include the games, etc. Councilman Rotundo
stated that it doesn't seem like a good business proposition for the Fire Depart-
ment or the City, and the people aren't expecting something for nothing.
Councilman Prater asked if this is in honor of the Chief killed last year and
Chief Lamb replied no, it's just a Fourth of July celebration. Councilman Rotundo
asked how they'll regulate the people and Chief Lamb replied they'll give them
a ticket for the chicken dinner. Councilman Prater suggested the people would
appreciate it much more if the money were to be used toward the Library to buy
furniture, shelving, etc. Chief Lamb said he'll have to take it back to the
members but they're going to have the chicken dinners and they're not going to
charge for them, whether they get the money or not. He noted that they're not
in a business and the people support them all year long. Councilman Mitchum
said if it were a fund raiser for the Library and they sold the dinners, it would
be a good community effort. Chief Lamb said they'd probably go along with it as
a fund raiser. Councilman Mitchum moved they do it that way for the Library fund
sponsored by the Fire Department. Councilman Prater seconded the motion.

COMMUNICATIONS
Volusia County re: annual renewal of Agreement between County and City for
Fire and Rescue Service for 1987-88 for Greater Edgewater Fire District -
Fire Chief Lamb stated they're trying to renegotiate with the County on the
contract because they feel the people running the Interstate are not getting
adequate service. He noted that Jim Willitts is coming to the Fire House
this Thursday to discuss it, and whether the $32,000 is enough is immaterial.
He added that people traveling the Interstate shouldn't have to wait the
additional amount of time for another station to get there, and this station
can cover them going south bound. Councilman Rotundo asked who covers it
now and Chief Lamb replied it's Oak Hill for anything south of 442. Councilman
Mitchum asked where we cover and Chief Lamb replied we stop at 95 and don't go
under the bridge. Councilman Mitchum asked if they want to extend the boundaries
and Chief Lamb replied yes. Vice Mayor Asting asked if he'd discussed this with
the County and if they're in agreement. Chief Lamb replied they'll be there
Thursday to talk to the Department, but he wanted Council to know where it is.
Councilman Rotundo moved to TABLE this for more information from the Fire
Chief. Councilman Prater seconded the motion. Motion CARRIED 4-0.
ORDINANCES AND RESOLUTIONS
Res. 87-R-3l Intent to vacate alley between Hibiscus and India Palm - City
Attorney Alvarez read this Resolution. RES. 87-R-3l - A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, DECLARING ITS INTENT TO VACATE
THE ALLEY BETWEEN HIBISCUS AND INDIA PALM, IN THE CITY OF EDGEWATER, REPEALING
ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR
AN EFFECTIVE DATE. He stated that Council approved this previously and it's in
compliance with Section 112 of the Charter. Councilman Prater moved to adopt
Resolution 87-R-3l. Councilman Mitchum seconded the motion. Motion CARRIED 4-0.
ORD. 87-0-14 Vacating alley between Hibiscus and India Palm - City Attorney
Alvarez read this Ordinance. ORD. 87-0-14 - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, FLORIDA, VACATING THE ALLEY BETWEEN HIBISCUS AND INDIA
PALM, IN THE CITY OF EDGEWATER; CONTAINING A REPEALER PROVISION, A SEVERABILITY
CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. He read the legal description, and
stated this is first reading. Councilman Mitchum moved to accept Ordinance
87-0-14. Councilman Rotundo seconded the motion. Motion CARRIED 4-0. City
Attorney Alvarez advised Attorney Jim Morris, who was in the audience, that he
can request copies from City Hall if he wants to review these.
UNFINISHED BUSINESS
City Attorney's recommendation re: Res. 87-R-30 Amending Agreement with Consulting
Engineers (Tabled June 1, 1987) - City Attorney Alvarez requested Council to
proceed to exercise the 30 day notification procedure with the agreement of
Dyer, Riddle, Mills and Precourt, with the exception of pending items, per the
contract, the 201 Study and the second one. Mr. Ron Ferland, of Dyer, Riddle,
Mills & Precourt, Inc., said it's the 201 Plan and grant application for waste-
water treatment plant and continue with the Technical Advisory Committee work
that's ongoing with the C.I.P. City Attorney Alvarez stated that pursuant to
the Agreement, those items would be continued. The Attorney for Dyer, Riddle,
Mills & Precourt, Inc., Nick Pope of the law firm of Lowndes, Drosdick, Doster,
Kantor & Reed in Orlando, came forward. City Attorney Alvarez asked if he needs
to add something and Attorney Pope replied no. City Attorney Alvarez asked if they
wish to waive the 30 day notification and Attorney Pope replied yes, and he under-
stands they will terminate the existing contract and re-advertise. City Attorney
Alvarez pointed out that the termination provision has a 30 day clause and they
can dispense with that. Attorney Pope stated he has no problem with that.
Councilman Mitchum moved to accept the City Attorney's recommendation on
Resolution 87-R-30. Councilman Rotundo seconded the motion. Motion CARRIED 4-0.
City Attorney Alvarez clarified for the record that the recommendation is to go
ahead and proceed with advertisements as soon as possible. Councilman Mitchum
agreed, per his request.
