CITY COUNCIL OF EDGEWATER
SPECIAL MEETING
SEPTEMBER 29, 1988
MINUTES
Mayor Baugh called the meeting to order at 6:00 P.M. in the Community Center.
He stated the purpose was for selecting a City Manager.

Councilman Mitchum complimented the two men who had come for interview and stated
some of their strong points. He stated that Dennis Kelly has done a good job for
the past 7 months under difficult circumstances and he has the background needed.
He then moved that Dennis Kelly be permanent City Manager and they negotiate a
contract with this gentleman. Councilman Asting seconded the motion. Mayor Baugh
asked if Council wants to hear from the audience. Councilman Mitchum replied
that he thinks it's their job. Councilmen Prater and Rotundo had no objection.
Councilman Asting stated he agrees with Councilman Mitchum in this matter and
thinks Mr. Kelly has done an outstanding job in the 7 months he's been here.
Henry Dardinski, 2704 Sabal Palm, stated that apparently Dennis Kelly is doing
an excellent job but he questions if the City can afford him. He referred to
newspaper articles regarding Mr. Kelly's prior requests. He asked what the City
Manager would do if they have all those new Department Heads. He asked if anyone
talked to Mr. Kelly's former employers and Mayor Baugh replied yes, Mr. Dardinski
recommended they hold off appointing a City Manager for 4 more weeks and let the
new Gouncil appoint him because they'll be working with him the next 2 years. He
spoke further on the suggested contract offered earlier by Mr. Kelly. Councilman
Mitchum pointed out a contract is negotiable.
John Siburn, Connecticut Avenue, suggested the City hold off the appointment and
asked if anyone had investigated why he left Deland, and if anyone had talked with
the Mayor. Mayor Baugh replied no, but he'd talked to people in other cities.
Frank Roe, 2732 Juniper Drive, stated it's late to investigate a man who has spent
7 months here and he's heard no objections to the job he's done. He suggested
the contract be limited to two years since Council has a 2-year term and it
would cost a lot of money to payoff a contract.
Mayor Baugh stated he went to Longboat Key and spent 4 days there to check, as
he did on Mr. Powers and Mr. Hancock, and the Town Manager of Longboat Key stated
that Dennis Kelly was asked to resign as he had been in two other previous cities.
He said he wasn't able to contact anyone from Blountstown but a mechanic in St.
Cloud who'd done some work for him was not favorable. Councilman Mitchum asked
why he'd checked with the mechanic. Mayor Baugh replied he'd worked on Dennis
Kelly's car and watched his animals when he was away. Councilman Mitchum asked
why Mayor Baugh left Palatka, and called a point of order because a motion was
on the floor. Mayor Baugh replied he resigned from there.
Mayor Baugh stated he'd checked about Mr. Powers in Cocoa and got a good report
on him but there was a lack of communication on his part with the people he
worked with and they said he was very honest. He added that he'd resigned under
pressure. Mayor Baugh then stated that he'd checked with the Clerk Clerk regarding
Scott Hancock and there was no problem with the Department Heads and he had an
excellent working relationship with the City. He added that he'd checked with
the newspaper up there and was told he had an excellent rapport with them.
Motion that Dennis Kelly be permanent City Manager and they negotiate a contract
with the gentleman DID NOT CARRY 2-3. Councilman Rotundo, Councilman Prater, and
Mayor Baugh voted NO.

Mayor Baugh asked if they want to interview more people.
Councilman Rotundo moved that they hire William Powers for the position of
City Manager. Councilman Prater seconded the motion. Motion CARRIED 3-2.
Councilman Asting and Councilman Mitchum voted NO.
Councilman Rotundo moved that Mr. Powers be contacted and that a contract
be negotiated as soon as possible. Councilman Prater seconded the motion.
Motion CARRIED 3-2. Councilman Asting and Councilman Mitchum voted NO.
Mayor Baugh requested a motion to adjourn. Councilman Prater so moved.
Councilman Rotundo seconded the motion. Meeting was adjourned at 6:24 P.M.
