PUBLIC HEARING AND SPECIAL MEETING
SEPTEMBER 26, 1988
MINUTES
Mayor Baugh called the meeting to order at 7:00 P.M. in the Community Center.
He stated there were nine items on the agenda.

Mayor Baugh requested a motion to go from the Special Meeting to the Public
Hearing. Councilman Prater so moved. Councilman Rotundo seconded the motion.
Motion CARRIED 5-0.
Resolution No. 88-R-40 re: millage rate - Mr. Kelly read the Resolution in total,
pointing out it's required by Statutes. RES. 88-R-40 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, ADOPTING A CERTIFIED MILLAGE RATE OF
5.300 MILLS PER $1,000.00 ASSESSED VALUATIONS FOR THE CITY OF EDGEWATER, FLORIDA,
FOR THE FISCAL YEAR 1988-1989, WHICH REPRESENTS A THIRTEEN POINT ONE (13.1) PERCENT
DECREASE UNDER THE ROLLED BACK RATE OF 6.098; REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE. Mayor Baugh asked for comments from the
public and there were none.
Second and Final Reading of FY 1988-89 Budget Ordinance No. 88-0-21 - Mr. Kelly
read the Ordinance by title only. ORD. 88-0-21 - AN ORDINANCE SETTING A FINAL
BUDGET AND APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1988, AND ENDING SEPTEMBER
30, 1989, SETTING FORTH REVENUES AND EXPENDITURES OF THE GENERAL FUND AND VARIOUS
ITEMS THEREOF; THE WATER AND WASTEWATER FUND; THE WATER AND WASTEWATER DEVELOPMENT
FUND; THE REFUSE COLLECTION FUND; AND THE INTERNAL SERVICE/SELF-INSURANCE FUND;
SHOWING A MORE DETAILED BREAKDOWN BY "EXHIBIT A"; REPEALING ALL ORDINANCES OR
RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR PUBLICATION OF THIS ORDINANCE,
AND PROVIDING FOR AN EFFECTIVE DATE. He read the total revenues and expenditures
for the various funds. Mayor Baugh asked for comments from the audience.
Jack Spencer, Florida Shores, asked the increase in this budget over the previous
year's budget. Mr. Kelly replied it's 3.8% overall.
Second and Final Reading of Ordinance No. 88-0-22 re: water and sewer rate increases-
Mr. Kelly read the Ordinance by title only. ORD. 88-0-22 - AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING CHAPTER 19, UTILITIES AND
SERVICES, ARTICLE II, WATER, SECTION 19-14(a) (1); SECTION 19-15(a) AND (c)l;
ARTICLE III, SEWERS, SECTION 19-35; AND ARTICLE VII, WATER SHORTAGE CONDITIONS,
SECTION 19-82 (4)a,b,&c, BY PROVIDING FOR AN INCREASE IN THE WATER RATES TO A
MINIMUM OF $5.85 FOR THE FIRST 2,000 GALLONS OF WATER AND $2.05 FOR EACH
ADDITIONAL 1,000 GALLONS; THAT THE MULTIPLE MINIMUM WATER CHARGE WILL BE INCREASED
TO $5.85 FOR THE FIRST UNIT AND $5.35 FOR EACH ADDITIONAL UNIT; AN INCREASE IN
SEWER SERVICE CHARGES TO A MINIMUM OF $7.25 BASED ON THE FIRST 2,000 GALLONS OF
WATER USED AND $2.60 FOR EACH ADDITIONAL 1,000 GALLONS; THAT THE MULTIPLE MINIMUM
SEWER SERVICE CHARGE WILL BE INCREASED TO $7.25 FOR THE FIRST UNIT AND $6.75 FOR
EACH ADDITIONAL UNIT; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND
PROVIDING FOR AN EFFECTIVE DATE. Mayor Baugh asked for comments from the audience
and there were none.
Mayor Baugh requested a motion to go from the Public Hearing to the regular meeting.
Councilman Mitchum so moved. Councilman Prater seconded the motion. Motion
CARRIED 5-0.
Action on Resolution No. 88-R-40 - Councilman Prater moved they adopt Resolution
88-R-40. Councilman Mitchum seconded the motion. Motion CARRIED 5-0.
Action on Ordinance No. 88-0-21 - Councilman Rotundo moved they adopt Ordinance
88-0-21. Councilman Prater seconded the motion. Motion CARRIED 5-0.

Action on Ordinance No. 88-0-22 - Councilman Mitchum moved they adopt Ordinance
88-0-22. Councilman Prater seconded the motion. Motion CARRIED 5-0.
Mr. Kelly extended his gratitude to Ms. Karen Rickelman for her work with the
budget, stating that she'd done a tremendous job. Mayor Baugh thanked Ms. Rickelman
also for the work she'd put into it. Councilman Asting moved that a letter of
appreciation be given to Karen Rickelman and put in her personnel file. Councilman
Prater seconded the motion. Motion CARRIED 5-0.
Authorization for administrative leave - Mr. Kelly read his September 23, 1988,
memo to Mayor and City Council requesting authorization for administrative leave
for the Public Works employees to attend the funeral of their co-worker, Jimmy
Lee. Councilman Mitchum moved they grant the request. Councilman Prater seconded
the motion. Motion CARRIED 5-0.
Authorization to sign submerged lands lease and management agreement with Depart-
ment of Natural Resources re: Veterans Park - Mr. Kelly read his September 23,
1988, memo to Mayor and City Council requesting authorization to sign appropriate
certifications and management plan agreements. Councilman Prater moved they grant
him his request. Councilman Rotundo seconded the motion. Motion CARRIED 5-0.
Culvert bid recommendation - Mr. Kelly stated the money for this item is
in this year's budget and they want to encumber the funds in this year's budget.
He read his September 23, 1988, memo to Mayor and City Council endorsing the
recommendation from the Public Works Superintendent to award the bid to Cornerstone
Construction and Consultants, Inc. for $20,670. for installation and materials
for the culvert. Mayor Baugh asked the amount budgeted and Mr. Kelly replied $30,000.
Councilman Asting moved they grant the request. Councilman Prater seconded the
motion. Motion CARRIED 5-0.
Mayor Baugh requested a motion to adjourn. Councilman Asting so moved. Councilman
Prater seconded the motion. Meeting was adjourned at 7:24 P.M.
