1. CALL TO ORDER
Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to
order at 4:47 p.m.
2. ROLL CALL

Excused 1 - Tiffany Evers
Also present were Assistant City Manager, John McKinney and Economic Development
Coordinator and Interim Parks & Recreation Director, Samantha Bishop.
APPROVAL OF MINUTES
a. AR-2016-228 Approval of Special Meeting Minutes - November 16, 2016

A motion was made by Laura Bernstein, second by Glenn Powers, to approve
Minutes from the November 16, 2016 Recreation and Cultural Services Board
Meeting. The MOTION was APPROVED unanimously.

Mrs. Mullins reported that there were 50 parade entries. Winners to be recognized at the
January 9, 2017 City Council Meeting by category are:
Most Original - Bath Fitters
Adult Service Award - Wilkie's Pest Control
Youth Service Award - Cub Scout Pack 425
Most Related to Theme - Burns Science and Technology Charter School
Grand Champion - Girl Scout Troop 995
Honorable Mentions - Pulse Tribute & RCR
Assistant City Manager mentioned that this year, Edgewater renovated the Santa sleigh
and reindeer float and took it on a tour of local schools and daycare centers in the days
following the parade. Next year we will do the same and additionally visit certain locations
at night during the holiday season.
b. AR-2016-219 Holiday Light Decorating Contest

Mrs. Mullins noted that there were no business entries again this year as something to
think about when planning for next year to see how to involve local businesses in the
contest. The board discussed an entry with an Edgewater address that is outside city
limits and decided to allow this entrant to participate. The board also discussed how to
access a Coral Trace address for viewing and voting. Mr. McKinney stated that the gate
will be open in the evenings until Christmas and that photographs of all entrants will be
taken and posted to Facebook to facilitate the community choice voting. The board
decided to cast their votes for the contest via e-mail to the board secretary by December
22, 2016.
5. NEW BUSINESS
a. AR-2016-220 Gene Varano - Disc Golf Presentation

Mr. Gene Varano of 209 Sapphire Road in New Smyrna Beach, who represents the
Professional Disc Golf Association, talked with the board about having a disc golf course
in Edgewater. Mr. McKinney suggested Mr. Varano prepare a disc golf course proposal
for the City to review.

& ADJOURN
Mr. McKinney reported that since Council approved the Whistle Stop Park renovation
conceptual plan, he has been working with DMC and will be applying for ECHO grant
funds to help fund potential additional costs for Whistle Stop.
Mr. McKinney told the Board that Edgewater has been approved for the Florida Inland
Navigation District - Seawall Phase II and will also be seeking funds from FIND for
restoration at Menard May Park where the pier has been disassembled and shoreline
lost due to damage from the hurricane. Funds from FIND have helped to fund the
docks at Kennedy Park, Veteran's Park enhancements and Menard May Park in the
past.
All parks, aside from Kennedy and Menard have had debris removed and are back to
pre -storm conditions. The YMCA is currently being painted and the maintenance
building will be painted to match, sprucing up Turgot Avenue.
Mr. McKinney introduced Samantha Bishop, currently the City's Economic
Development Coordinator and announced that as of January 2, Sam will be placed,
on an interim basis, as Director of the Parks and Recreation Department.
There being no further business, the meeting adjourned at 5:32 p.m.

Gene Varan,o designs Disc Golf Courses. He lives and: plays in New Smyrna Beach, Florida. Gene
represents the Professional Disc Golf Association on the Military Committee. As well, he is a
special advisor to, Wounded Warrior Project, having developed a clinic series introducing
Wounded Warriors to the sport. Gene is a Director of the Florida Disc Golf Foundation, a Florida
Non Profit Corporation,

Player and by adding to par, will not intimidate beginners.

During the Summer of 2016 we became aware the City of Edgewater Parks and
Recreation Department were interested in Disc Golf as an amenity to add to
the list of offerings the City provides.
As such, we came to a November 2016 Meeting, and introduced ourselves, and
relayed a basic 3-P proposal, to help you realize this desire to have Disc Golf in
your Park System. At this brief introduction, you asked us to come back after
looking at this undeveloped Dale Avenue Parcel. The Parcel beingundeveloped
at this time does represent a good opportunity to build a Disc Gof Park, and be
the cornerstone for future added features. We feel entering into an a reement
to let the proposed 3-P project evolve, is a sound way to get the P2 off the
ground at an extremely low cost. As occupancy increases, other features
become evidently necessary.
