09-07-1988 - Special .. (.) o CITY COUNCIL OF EDGEWATER SPECIAL MEETING SEPTEMBER 7, 1988 MINUTES Mayor Baugh called the meeting to order at 7:00 P.M. in the Community Center. He stated the purpose was for the following: 1) to hold public hearing on millage rate, 2) to hold public hearing on FY-1989 City budget as advertised, 3) to introduce Ord. 88-0-21 re: FY-1989 budget, and 4) to introduce Ord. 88-0-22 re: water and sewer rate increase. Councilman Mitchum so moved. Councilman Prater seconded the motion. Motion CARRIED 4-0. To hold public hearing on millage rate - Mr. Kelly read Resolution 88-R-40. RES. 88-R-40 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, ADOPTING A CERTIFIED MILLAGE RATE OF 5.300 MILLS PER $1,000.00 ASSESSED VALUATION FOR THE CITY OF EDGEWATER, FLORIDA, FOR THE FISCAL YEAR 1988-1989, WHICH REPRESENTS A THIRTEEN POINT ONE (13.1) PERCENT DECREASE UNDER THE ROLLED BACK RATE OF 6.098; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Mayor Baugh asked for input from the audience and there was none. To hold public hearing on FY-1989 City budget as advertised - Mr. Kelly read Ordinance 88-0-21. ORD. 88-0-21 - AN ORDINANCE SETTING A FINAL BUDGET AND APPROP- RIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1988, AND ENDING SEPTEMBER 30, 1989, SETTING FORTH REVENUES AND EXPENDITURES OF THE GENERAL FUND AND VARIOUS ITEMS THEREOF; THE WATER AND WASTEWATER FUND; THE WATER AND WASTEWATER DEVELOPMENT FUND; THE REFUSE COLLECTION FUND: AND THE INTERNAL SERVICE/SELF-INSURANCE FUND; SHOWING A MORE DETAILED BREAKDOWN BY "EXHIBIT A"; REPEALING ALL ORDINANCES OR RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR PUBLICATION OF THIS ORDINANCE, AND PROVIDING FOR AN EFFECTIVE DATE. Mayor Baugh asked for input from the audience. An unidentified gentleman had attended to speak on the assessed values on his tax bills and Acting City Clerk Wadsworth suggested he contact the New Smyrna Beach Tax Assessor's office. Keith Denton, Florida Shores, suggested they have a common source for pricing estimates. He spoke on the life expectancy of capital expenditures and suggested they not purchase the individual computers until the study was completed. He referred to the request from the Police Department for two video cameras and it was cut down to one, but they are spending money with the parks for the tennis ball server and tennis wind screens. He spoke on the choice of playground equip- ment, recommending they get a large sand box that several children can use at one time. James Hatfield, 236 Old County Road, questioned where they got money for the remodeling of the Library for the Police and for the painting of the water tank. He referred to his tax increase and the condition of roads in Florida Shores. He spoke on the annexation of Edgewater Landing and their use of the sewer capacity that should have gone to Florida Shores. He asked Council to take a 50% cut in their salaries because the City Manager will be doing all the work. Mayor Baugh requested a motion to go from the public hearing to the regular Council meeting. Councilman Prater so moved. Councilman Mitchum seconded the motion. Motion CARRIED 4-0. . ..... # o o To introduce Ord. 88-0-21 re: FY-1989 budget - Councilman Prater moved they adopt Ordinance 88-0-21. Councilman Rotundo seconded the motion. Councilman Mitchum pointed out they don't have to purchase items just because they're budgeted. Mr. Kelly reviewed the previous discussions during the budget work- shops regarding the computers. Mayor Baugh asked if the computers are compatible with what the City currently has and Ms. Karen Rickleman, Finance Officer, who was in the audience, replied that her request would be compatible but she didn't know about the others. There was brief discussion about the playground equip- ment. Motion CARRIED 4-0. To introduce Ord. 88-0-22 re: water and sewer rate increases - Mr. Kelly read this Ordinance. ORD. 88-0-22 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING CHAPTER 19, UTILITIES AND SERVICES, ARTICLE II, WATER, SECTION 19-14(a)(1); SECTION 19-15(a) AND (c)(l); ARTICLE III, SEWERS, SECTION 9-35; AND ARTICLE VII, WATER SHORTAGE CONDITIONS, SECTION 19-82 (4)a,b, & c, BY PROVIDING FOR AN INCREASE IN THE WATER RATES TO A MINIMUM OF $5.85 FOR THE FIRST 2,000 GALLONS OF WATER AND $2.05 FOR EACH ADDITIONAL 1,000 GALLONS; THAT THE MULTIPLE MINIMUM WATER CHARGE WILL BE INCREASED TO $5.85 FOR THE FIRST UNIT AND $5.35 FOR EACH ADDITIONAL UNIT; AN INCREASE IN SEWER SERVICE CHARGES TO A MINIMUM OF $7.25 BASED ON THE FIRST 2,000 GALLONS OF WATER USED AND $2.60 FOR EACH ADDITIONAL 1,000 GALLONS; THAT THE MULTIPLE MINIMUM SEWER SERVICE CHARGE WILL BE INCREASED TO $7.25 FOR THE FIRST UNIT AND $6.75 FOR EACH ADDITIONAL UNIT; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. Councilman Mitchum moved they adopt Ordinance 88-0-22. Councilman Rotundo seconded the motion. Wilma Bowser, 116 Merrimac, expressed concern for the increased utility rates for those senior citizens on low fixed incomes.
