07-15-1988 - Special r o o CITY COUNCIL OF EDGEWATER SPECIAL MEETING JULY 15, 1988 MINUTES Acting Mayor David Mitchum called the meeting to order at 5:00 P.M. in the Community Center. He stated the purpose was for taking action on the employment status of the Interim City Manager from interim status to permanent status subject to agreed upon terms of the proposed employment agreement attached. ROLL CALL Mayor Earl Baugh Councilman Louis Rotundo Councilman Russell Prater Councilman Neil Asting Acting Mayor David Mitchum Excused Present Excused Present Present City Attorney Jose'Alvarez Interim City Manager Dennis Kelly Acting City Clerk Susan Wadsworth Chief Lawrence Schumaker Excused Present Present Present Frank Opal, from the audience, called a point of order and stated there wasn't a quorum. Acting Mayor Mitchum replied they do have a quorum. Mr. Kelly clarified that a quorum consists of 3 or more and 3 or more were present. Mr. Kelly made the following statement for the record. "It is obvious that two members of the City Council were, for whatever reasons, unable to attend this afternoon's meeting. It has also come to my attention in individual conversations with you gentlemen that there are questions from your constituents as to why we are having this session on a Friday afternoon at 5 PM instead of a normal week night or regular meeting. Before submitting my recommendation to reschedule this meeting I would like to explain this decision. Prior to Councilman Asting's leaving town for personal matters we had discussed the prospect of my employment status. In our conversations we both felt we would rather have a meeting separate from a regular City Council meeting. This issue was to be addressed upon his return from up north and was to be dealt with in a very deliberate. and rational manner. As early as last Tuesday it was learned that Councilman Rotundo was leaving for three weeks' vacation starting next Tuesday, therefore, in order to have a meeting that would satisfy the two criteria of 1. all Council members being present, and 2. on a separate night from a regular scheduled meeting, this was the logical choice. Efforts were made to schedule for Thursday night but four out of the five Council members had prior commitments. Consequently, this afternoon at 5 was the best time avail- able for'the meeting for all concerned. In that there is a misperception that this meeting was called: 1. too quickly, and 2. without respect for the public interest, I want to correct that misperception immediately. Therefore, in order to placate any criticism cast upon the City Council regarding the timing of this meeting, I would recommend that we recess this session until Monday, July 18, 1988, to a time immediately following the regularly scheduled meeting of the City Council that same night." Councilman Asting so moved. Councilman Rotundo seconded the motion. Motion CARRIED 3-0. Acting Mayor Mitchum recessed the meeting at 5:05 P.M. JULY 18, 1988 Mayor Baugh called the recessed meeting back to order at 8:34 P.M. in the Community Center, immediately following the adjournment of the regular meeting. Councilman Asting moved that the applications they have on hand, some 30 to 35, be reviewed by individual Council, members and select 4 or 5 names and then they will meet and interview the 4 or 5 names the Council agrees on, and that Dennis Kelly continue as the Interim Manager and he can put his application in if he so wishes. Councilman Prater asked if he's referring to the 44 they have on hand and Councilman Asting replied yes. Councilman Prater asked if they want to limit to 4 or 5 and Councilman Asting replied yes. Councilman Prater seconded the motion. Mayor Baugh pointed out that Mr. Pete Knowles from University of Central Florida offered to donate his time to review these and bring back a recommendation to Council. Councilman Asting stated he doesn't want that a part of his motion. Motion CARRIED 5-0. ! o o Mayor Baugh requested a motion to adjourn. Councilman Prater so moved. Councilman Mitchum seconded the motion. Meeting was adjourned at 8:37 P.M.
