SPECIAL MEETING
FEBRUARY 8, 1988
MINUTES
Mayor Baugh called the meeting to order at 7:02 P.M. in the Community Center.
He stated the purpose was to select applicants for Public Works Superintendent
and Planning and Zoning Director to be interviewed by Council at a future
meeting. He noted that he was absent and Vice Mayor Prater signed the notice.

Also present were the other City Department Heads: David Garrett, Recreation
Director/Buildings & Grounds Maintenance Superintendent; Terry A. Wadsworth,
Utilities Superintendent; Dennis Fischer, Building Official/Code Enforcement
Officer; and Mike Tenney, Acting Public Works Superintendent.
Mayor Baugh stated he'd given them a sheet that lists the engineers for the
various cities with salaries and he'd like Mr. Wadsworth to review it with them.
Councilman Mitchum arrived at the meeting at this time, 7:05 P.M.
Mayor Baugh explained he talked with Mr. Wadsworth last week about a city engineer
versus the Public Works Superintendent or Planner and he'd asked him to get the
figures from the other cities to show where Edgewater might be able to enter into
some type of engineering agreement with an engineer who could do Public Works,
Water-Wastewater, and Planning.
Mr. Wadsworth stated most cities our size in this area do incorporate a staff
engineer who would be a paid city employee and it's typically a Public Works
Director is also the City Engineer and he has charge of water, sewer, streets and
drainage. He suggested it could be a good time for Council to consider this with
the vacancies open at this time. He pointed out the recent work done on the
Comprehensive Plan was done by an engineer and most engineers have some degree
of planning also. He added that with the C.I.P. projects that will be done in
the City, an in-house position could more than pay for itself many times over.
He referred to the inspections and decisions they'll have on the ongoing projects.
Mayor Baugh stated that the last two phases were submitted by Dyer, Riddle, Mills
& Precourt and he hasn't heard if they were accepted or rejected, but they did a
fantastic job. He added they're meeting to consider applicants for Public Works
Superintendent and Planning and Zoning Director but he felt they should be made
aware of this. He pointed out there were only two applications for Planning
and Zoning and they might think about the engineering aspect.
Councilman Rotundo said that's a good idea but it won't help with this. Mayor
Baugh said it possibly could because they could reject the applications and
re-advertise for an engineering position rather than Public Works and/or a
Planner. Councilman Asting stated they don't have to reject the applications
but this could be put on hold.
Mayor Baugh stated that if they could get an engineer to do the work over the
Public Works and Street Department, this might be the time to do it. He asked
the engineering budget and City Clerk Martinez replied $50,000. Mayor Baugh
pointed out engineering has $50,000 and they could add the Public Works and
it may pay them to look for a full time engineer.
Councilman Asting stated that if they went that route, they'd have to pay the
salary for the engineer and an assistant or technician to do the drafting.
Mayor Baugh suggested it could be a planning assistant, and Mike Tenney could
possibly stay with Public Works the way it is and could work under the engineer.
He added that he wants to get a professional.

Councilman Rotundo asked if the engineer would be the Planner also and
Mayor Baugh replied that's his idea because what was done with the Compre-
hensive Plan was done by an engineer. Councilman Asting pointed out that
what goes to Planning and Zoning has to be commented on by the engineer.
Mayor Baugh added it has to be sealed by an engineer also.
Councilman Asting stated it will cost about $31,000 to start, according to
the sheet supplied, and then add the benefits plus an engineering technician
to do the drafting.
Mayor Baugh noted that South Daytona has a Public Works Director/P.E. also.
Mr. Wadsworth pointed out that's the last two before this year, but the current
one is not, and it's entry level pay.
Councilman Asting stated he thinks it's a good idea and eventually they'll
need an engineer.
Mayor Baugh suggested they short list the applicants and pursue this if they
want to. Councilman Rotundo asked the time frame if they table this and go out
for new resumes. City Clerk Martinez pointed out a job description has to be
drafted first. Councilman Asting stated they'd have to combine an engineer
with a Planner. City Clerk Martinez added also Public Works and Utilities.
Mayor Baugh stated that Council can decide the title. Councilman Asting stated
they didn't budget for an engineer. Mayor Baugh said they have what they pay
for a Public Works Director and Planner and engineering budget set up. City
Clerk Martinez pointed out a Planner was not budgeted.
Council members submitted their list of names for interview for the Public
Works Superintendent's position: Councilman Asting - Bobby McFarland based on
his previous experience with the City in a supervisory capacity, Carl Overstreet,
Anthony Chicerchia, and John Nichols. He pointed out that Mr. McFarland was the
only applicant who lives in Edgewater. City Clerk Martinez asked if these are
prioritized and Councilman Asting replied no. Councilman Mitchum's selections
were: Carl Overstreet, Anthony Chicerchia, Bobby McFarland, and Steven Parnell.
He later suggested they add Robert Holderby as they had him the last time.
Councilman Rotundo's selections were: Bobby McFarland, Carl Overstreet, and
Anthony Chicerchia. Councilman Prater's selections were: Anthony Chicerchia,
Carl Overstreet, John Clay, Steven Parnell, and Robert Holderby. Mayor Baugh's
selections were: Anthony Chicerchia, Carl Overstreet, Robert Holderby, Bobby
McFarland, and Roy Peron. Mayor Baugh read the tabulation of top votes as:
Bobby McFarland - 4; Carl Overstreet - 5; Anthony Chicerchia - 5; Steven
Parnell - 2; and Robert Holderby - 3. Councilman Rotundo added the name of
Richard Martin to his selections.
Councilman Asting suggested they decide if they want to hold these applications
and advertise for a combined Engineer/Planner, and if they aren't going to
put them on hold, they should interview and probably hire the Public Works
Superintendent.
Councilman Rotundo asked if the intent is to give the Public Works Superin-
tendent that responsibility and Mayor Baugh replied no, they discussed having
the engineer as the supervisor for Public Works and maybe leave Mike Tenney in
charge as he is now. Councilman Rotundo stated they wouldn't have a Department
Head and Mayor Baugh replied the engineer would be the Department Head, and
they don't have a Department Head in Planning now and it comes under the Building
Official, and they could combine it to have one individual to do the Planning
and Public Works, plus assist Terry Wadsworth with water and sewer in the planning.
Mayor Baugh asked for Council's input. Councilman Mitchum agreed it sounds
feasible. Mayor Baugh stated he thinks it will save money and Councilman Rotundo
agreed, but added that he doesn't know if they'll accept that amount of money.
Councilman Asting suggested it be $30,000. Mayor Baugh pointed out that com-
bining the two positions would be about $46,000. Councilman Mitchum added they
also have the engineering budget.
Councilman Asting asked how long it will take to corne up with a job description
and City Clerk Martinez replied that if Mr. Wadsworth will assist her, it can
be in about a week. Mayor Baugh asked Mr. Wadsworth to help and Mr. Wadsworth
agreed he'd get it from the other cities.

Mayor Baugh suggested that he be advised as soon as they get the job
description ready and he'll call a Special Meeting.
Councilman Asting moved they put the applications for Public Works Director
on hold and advertise for a combined Engineer/Planner after they have the
job description. Mayor Baugh said it's to allow City Clerk Martinez and
Terry Wadsworth to get it. Mayor Baugh then asked if they want to put the
Planner on hold also. Councilman Asting restated his motion that they put
the applications for Public Works Department and a City Planner on hold and
the City Clerk to prepare a job description for a City Planner/Engineer and
after the job description is prepared, have the Council meeting to advertise.
Councilman Rotundo seconded the motion. Councilman Mitchum suggested they
keep in mind there's a meeting on the 17th regarding Lynne Plaskett, who's
the Assistant Planner, so they don't have to get the cart before the horse.
Councilman Rotundo pointed out she wasn't a Department Head and Councilman
Mitchum said he's aware of that but he's talking about the job description.
Motion CARRIED 5-0.
Mayor Baugh suggested a motion to adjourn. Councilman Asting so moved.
Councilman Prater seconded the motion. Meeting was adjourned at 7:30 P.M.
