02-03-1988 - Special o o CITY COUNCIL OF EDGEWATER SPECIAL MEETING FEBRUARY 3, 1988 MINUTES Vice Mayor Russell Prater called the meeting to order at 4:01 P.M. in the Community Center. He stated the purpose of the meeting is confirmation of the results of the special election held February 2, 1988, and tabulation of the absentee ballots. Wadsworth, Utilities Superintendent; Mike Tenney, Acting Public Works Superintendent; and David Garrett, Recreation Director/Buildings & Grounds Maintenance Superin- tendent. Deputy City Clerk Wadsworth stated she issued 42 absentee ballots and 35 came back by 7:00 PM on February 2, 1988. She read the number issued by precinct: 24-8; 24A-8; 24-B-18; 24C-16; and 24D-2. She read the number that came back by precinct: 24-8; 24A-8; 24B-13; 24C-5; and 24D-l. She stated that all looked in order and were signed and notarized or signed and two people witnessed the signatures. Deputy City Clerk Wadsworth opened the ballots, and verified there were 35. She read the tallies by question: Question #1 - 26 yes and 9 no; Question #2 - 21 yes and 14 no; Question #3 - 19 yes and 16 no. Deputy City Clerk Wadsworth read the grand totals of votes received for Question #1: Machine votes, 1,460 yes, 399 no; Absentee votes, 26 yes, 9 no; grand total machine and absentee votes for Question #1, 1,486 yes, 408 no. She read the grand totals of votes received for Question #2: Machine votes, 1,365 yes, 497 no; Absentee votes, 21 yes, 14 no; grand total machine and absentee votes for Question #2, 1,386 yes, 511 no. She then read the totals of votes received for Question #3: Machine votes, 1,152 yes, 713 no; Absentee votes, 19 yes, 16 no; grand total machine and absentee votes for Question #3, 1,171 yes, 729 no. Vice Mayor Prater and City Clerk Martinez began to open the election result envelopes. City Clerk Martinez advised hers for precinct 24 was opened last night. Vice Mayor Prater read the counts for precinct 24 - amendment #1, 212 yes, 80 no; amendment #2, 218 yes, 75 no; and amendment #3, 173 yes, 116 no. He stated the public counter was 295. City Clerk Martinez agreed hers was the same. Vice Mayor Prater read the counts for precinct 24A - amendment #1, 318 yes, 82 no; amendment #2, 293 yes, 106 no; and amendment #3, 247 yes, 154 no. He stated the public counter was 404. City Clerk Martinez agreed hers were the same. Vice Mayor Prater read the counts for precinct 24B - amendment #1, 326 yes, 96 no; amendment #2, 317 yes, III no; and amendment #3, 271 yes, 156 no. He stated the public counter was 429. City Clerk Martinez agreed hers was the same. Vice Mayor Prater read the counts for precinct 24C - amendment #1, 389 yes, 92 no; amendment #2, 334 yes, 144 no; and amendment #3, 284 yes, 198 no. He stated the public counter was 485. City Clerk Martinez agreed hers was the same. Vice Mayor Prater read the counts for precinct 24D - amendment #1, 215 yes, 49 no; amendment #2, 203 yes, 61 no; and amendment #3, 177 yes, 89 no. He stated the public counter was 266. City Clerk Martinez agreed hers was the same unless there was a problem with one figure that could have been mistaken for something other than a 7. The envelopes and ballots were turned over to Deputy City Clerk Wadsworth. . . o o Res. 88-R-9 - City Attorney Alvarez read this Resolution. RES. 88-R-9 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, DECLARING THE RESULTS OF A SPECIAL ELECTION HELD FEBRUARY 2, 1988, FOR THE PURPOSE OF DETERMINING WHETHER THE CITY CHARTER SHALL BE AMENDED TO PROVIDE FOR A CITY MANAGER FORM OF GOVERNMENT, TO PROVIDE FOR VOTER PREFORMANCE APPROVAL FOR THE MANAGER, AND RESIDENCY REQUIREMENTS FOR THE CITY MANAGER AND ALL DEPARTMENT HEADS; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE. He read the totals as: Question #1, 1,486 yes votes, 408 no votes; Question #2, 1,386yes votes, 511 no votes; Question #3, 1,171 yes votes, 729 no votes. Councilman Asting moved they adopt the Resolution. Councilman Rotundo seconded the motion. Motion CARRIED 3-0. Vice Mayor Prater requested a motion to adjourn. Councilman Rotundo so moved. Councilman Asting seconded the motion. Meeting was adjourned at 4:35 P.M.
