01-13-1988 - Workshop (.) o CITY COUNCIL OF EDGEWATER WORKSHOP JANUARY 13, 1988 MINUTES Mayor Baugh called the Workshop to order at 6:00 P.M. in the Community Center. He stated the purpose was for presentation by Dyer, Riddle, Mills & Precourt, Inc. of the technical aspects of the water system improvements related to the Capital Improvement Program. The City Department Heads present were: Terry A. Wadsworth, Utilities Superintendent; Mike Tenney, Acting Public Works Superintendent; David Garrett, Recreation Director/Buildings & Grounds Maintenance Superintendent. Dennis Fischer, Building Official/Code Enforcement Officer, arrived later. Mr. Ferland displayed a graph for Council prior technical aspects they'd presented. Mr. Ferland pointed out that the water treatment plant was expanded this past March and now they're looking at building a new water plant in the western part of the service area near 1-95 and 442. He noted that the Park Avenue wellfield is suffering from decreased capacity and salt water intrusion. He added that they're looking at the new location because it's the most plentiful and highest quality water. He noted that the Park Avenue water treatment process has some outdated techniques and doesn't perform as well as some of the new processes could do. He pointed out that they can't seem to get rid of those red beads that are sometimes seen in the water. He added that the site of the present plant is not conducive to expansion because it's bounded by railroad tracks and a swamp and other development. He stated that a new plant to meet all the needs is much more economical and cost saving, and they should have one facility rather than two treatment plants. He noted that they built an interim expansion for treatment and a permanent ground storage tank and high pumping facility, and this will remain in place. Mr. Ferland reviewed the projected growth rate with an anticipated 2.4 MGD in 1990 from the Park Avenue plant. He noted that after that they'll need added water treatment plant capacity of about 5 MGD to take them to about 2001. He stated that then it will need expanded with additional units to take it to 10 MGD to 2020 or 2030. He pointed out that the piping will be stubbed out and they'll just need to add the additional units. Mr. Ferland showed on a graph the City's utility service area as required for the 201 Plan. Mr. Ferland stated they've looked at different sites of land west and east of 1-95. He reviewed the good and bad points of each site, noting that their recommendation would be the site located east of 1-95 and north of 442, between 95 and the old railroad tracks, because it best fits in with existing pipe lines and has the most favorable soils and water conditions. He pointed out two sites are close in cost and they could talk to both land owners and get the best deal. He stated they need about 15 acres for the site - 5 for the plant, 5 for sludge lagoons, and 5 to locate the wells in the treatment site. He pointed out they can have auxiliary power there also. ... ~ o Presentation of technical aspects of water system improvements related to the Capital Improvement Program (Continued) - Norman Billups, from the audience, asked about sludge lagoons from the water treatment plant itself and Mr. Ferland replied that it's calcium content. Mr. Billups asked about lagooning sludge to the Indian River and Mr. Ferland clarified that's the treated effluent. Mr. Billups stated they have to remember in the site selection the proximity of the lagooning method and water treatment area because they're in a highly sensitive area of the environment. Mr. Ferland agreed they need distance between the wells. Mr. Billups stated they shouldn't have deep well injection with the aquifer so they don't contaminate the water. Frank Roe, 2732 Juniper, asked how far the wells will be from the Indian River and Mr. Ferland replied at least 4 to 5 miles. Mr. Roe asked how far it is from Park Avenue to the River and Mr. Ferland replied about 2~ miles. Mr. Roe asked about the difference in salt intrusion and Mr. Ferland replied it's a big difference in the one. Mr. Roe asked if New Smyrna Beach had to move their wells out on 44 and Mr. Ferland replied they needed additional capacity and they went west. Mr. Roe asked if they found salt intrusion and Mr. Ferland replied no, but if they draw too much out of the ground they'll have salt intrusion. There was further discussion between Mr. Ferland and Mr. Roe regarding the placement of the new wells and testing to be done. Mr. Ferland reviewed the function of the Turnbull Hammock for recharge. Mr. Roe, from the audience, asked if it cost one million for expansion and Mr. Wadsworth, Utilities Superintendent, replied it was $985,000 for the plant. Mr. Roe noted that it was supposed to go to 1990 and study for future demands and now they want a new plant instead of upgrading the old plant which they said was most feasible at that time. Mayor Baugh explained that when they talked about it they knew they had to expand the plant at Park Avenue and they dis- cussed expanding the plant on that site and this study gives them an option of moving out and the cost isn't going to be any more than expanding Park Avenue and will give them another plant besides Park Avenue. He added that cost-wise, it's basically the same thing. Mr. Roe stated that at the time they should have got more output because it was a waste of money. Mr. Wadsworth stated they expanded capacity at the plant because most of the cost was recoverable and that plant will be used as the booster pumping station. He added that there was a minimum amount of money put into the plant that cannot be reclaimed. Councilman Asting stated that expansion of the Park Avenue plant was based on almost an emergency as the demand was running at the ability to produce the capacity rate, and they were pumping 1.4 or 1.5 a day which was the maximum output. Norman Billups stated that he's seen water and sewer plants grow at such rates in the past and with Edgewater's growth they should figure out what's going to be needed and then double the figure. He said they'll expand west and south and by 2000 may have Oak Hill. Mr. Ferland reviewed the boundaries of the service areas and said Chapter 180 refers to 5 miles from the City limits. He reviewed the size lines that would be used, starting with a 20" line and stubbing it out to a smaller line to Park Avenue. He noted they'll extend the 20" main to 442 and hook into the 12" main in the Florida Shores area to have two feeds into the City to correct the pressure problems and supply sufficient amounts of water for fire pro- tection. Norman Billups asked if they'll include a sufficient laboratory to measure sewage treatment as well as water and Mr. Ferland replied they'll provide a lab sufficient for the water plant and they didn't provide a wastewater lab at the same location. Mr. Billups asked if they'll have a complete lab for cultures and Mr. Ferland replied the space will be there and the City will have to decide if they want to do it or farm it out. Harold Hardester, Egret Court, asked what side of 442 the pipe line will run on and Mr. Ferland replied they don't know yet as they didn't do the actual design of the site and will need to know what other facilities are in the 442 line and then determine it. Mr. Hardester stated that the City owns 10 acres that was used as a fill spot and there was a lot of debris buried on the south side of 442 and that shouldn't be considered. Mayor Baugh explained it's about one-quarter mile off 442, and this isn't the well but the pipe. Mr. Hardester said he understands that. Mr. Ferland stated he'd like to come back on February 1st to talk about water distribution and fire protection. Mr. Ferland stated the total water plant cost is $3,796,000, finished water transmission main for 20" down 442 to provide the looping system is $750,000, expansion of western wellfield on the 50 acre treatment plant site is $797,000, construction of wells is $452,000 with land acquisition estimated at $245,000. Mr. Ferland stated the total water treatment plant wellfield transmission main is $5,343,000 with a 1.1% escalation with doing the work in the 1989-90-91 time frame, for a grand total of 5.4 million dollars. He noted that the costs will be incurred in the time frame shown on the schedule. Mr. Ferland stated they want to talk about the water distribution system at the next meeting and hydraulically model the system and make simulations on a computer model. He noted the process used for this. He noted that they'll run a hydraulic model for the fire protection also, and they've identified where they have insufficient line size to feed a fire hydrant. Norman Billups asked to be shown where Roberts Road is on.the map and Mr. Ferland did so. Mr. Billups stated they need expansion south of Roberts Road. Mr. Ferland explained they'll identify what's needed for existing demands and pro- jected build outs and growth. He added they'll have the information on a floppy disk and will give it to Mr. Wadsworth for his use. Mr. Billups asked about the paving of roads with the different lines and Mr. Ferland said they hope to project 5 to 10 years on a pipe line, and repaving is going to follow any pipe line construction, but if there's an extension of the system that wasn't addressed in this process, then they may have to dig up some roads and repave it. He added that the person requesting the extension pays the costs so there's no cost to the City. Mr. Ferland stated that February 1st will be distribution system, February 10th will be stormwater discussions but not from a technical aspect but for the trouble areas that exist. He said he'd like to discuss the option of setting up a stormwater utility as a revenue producing utility that will allow improve- ments without having to use ad valorem taxes to fund those improvements. -3- Council Workshop Minutes January 13, 1988 o o Presentation of technical aspects of water system improvements related to the Capital Improvement Program (Continued) - Mr. Ferland stated that on March 7th they'd like to have the technical aspects of stormwater that's necessary. Mayor Baugh asked if Council objected to these presentations on these dates and no Council member expressed an objection. Norman Billups suggested a movie projector screen or black board be used for future presentations. Mr. Ferland agreed they could bring slides and a pro- jector and screen. Mayor Baugh requested a motion to adjourn the Workshop. Councilman Prater so moved. Councilman Rotundo seconded the motion. Workshop was adjourned at 6:58 P.M.
