A RESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA, RECOMMENDING BOSTON WHALER INC. BE
APPROVED AS A QUALIFIED TARGET INDUSTRY
BUSINESS PURSUANT TO SECTION 288.106, FLORIDA
STATUTES; PROVIDING FOR LOCAL FINANCIAL
SUPPORT IN THE FORM OF AD VALOREM TAX
ABATEMENT; REPEALING RESOLUTIONS IN CONFLICT
HEREWITH; PROVIDING FOR SEVERABILITY AND
APPLICABILITY AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS,the City of Edgewater, Florida,has made the following determinations:
WHEREAS, the business under consideration is a boat manufacturing business,
specifically,Boston Whaler,Inc. a subsidiary of Brunswick Corporation; and
WHEREAS, Boston Whaler, Inc. has been manufacturing boats since 1958 and had
relocated to Edgewater Florida in 1987 and continues to expand their manufacturing line of boats
and the number of employees; and
WHEREAS, Boston Whaler, Inc. has their Edgewater manufacturing facility located at
100 Whaler Way Edgewater,FL 32141; and
WHEREAS, Boston Whaler, Inc. plans to annex their existing facility into the City of
Edgewater as well as plans to expand their manufacturing capabilities;and
WHEREAS, Boston Whaler, Inc. has been identified as a Target Industry Business; and
moreover, falls within one of the high-impact sectors designated under Florida Statute 288.108,
specifically Advanced Manufacturing — Boat Building and Corporate Headquarters, and is
eligible to apply for the Qualified Target Industry Tax Refund with a High-Impact Sector Bonus,
pursuant to s.288.106;and
WHEREAS, the City of Edgewater hereby acknowledges that local financial support of
20 percent of the total tax refund is required under the provisions of Section 288.106, Florida

Statutes, governing the State's Qualified Target Industry Tax Refund Program which will be
provided by both the City of Edgewater and Volusia County; and
WHEREAS, such financial support of 13.6 percent of total tax refund requirement can
be satisfied with equivalent approved tax abatements provided pursuant to §3, Art. VII of the
State Constitution, property tax exemptions to new businesses and expansions of existing
businesses that are expected to create new, full-time jobs in the municipality;
WHEREAS, the Volusia County Council is considering local financial support in the
amount of$40,000, which includes $24,000 for the Qualified Target Industry Tax Refund and
$16,000 for the High-Impact Sector Bonus Refund,together which is 6.4 percent of the potential
tax refund total of up to $625,000, is required under the provisions of Section 288.106, Florida
Statutes, governing the State's Qualified Target Industry Refund Program with High-Impact
Sector Bonus; and
NOW, THEREFORE, be it resolved by the City Council of the City of
Edgewater,Florida:
Section 1. That the City Council hereby recommends Boston Whaler Inc. be
approved as a Qualified Target Industry Business pursuant to Section 288.106, Florida Statutes.
Section 2. The City Council has determined it necessary local financial support for
the Qualified Target Industry Tax Refund Program with High-Impact Sector Bonus exists in the
amount of in the amount of$85,000, which includes $51,000 for the Qualified Target Industry
Tax Refund and $34,000 for the High-Impact Sector Refund, which equals 13.6 percent of the
potential tax refund total of up to $625,000, and will be provided in the form of ad valorem tax
abatement granted to Boston Whaler, Inc. pursuant to Section 196.1995,Florida Statutes.

Section 3. That the City Council of the City of Edgewater has determined the basis of
this project's average private sector wage commitment calculation shall be 115% of the Volusia
County average annual wage.
Section 4. Conflicting Provisions. All resolutions or parts of resolutions in conflict
herewith are hereby repealed.
Section 5. Severability. If any portion of this resolution is for any reason held or
declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining
portions of this resolution. If this resolution or any provisions thereof shall be held to be
inapplicable to any person, property, or circumstances, such holding shall not affect its
applicability to any other person,property or circumstance.
Section 6. Adoption and Effective Date. This resolution shall take effect upon
adoption.
