CITY COUNCIL OF THE CITY OF EDGEWATER
BUDGET WORKSHOP
Mayor Armstrong called the budget workshop of the City Council of the City
of Edgewater, Florida, to order August 11,1977.

Mayor Armstrong stated that we left off at Library, and we should do a couple
of pages tonight and then go home.
There was discussion about the air conditioner in the Library.
Councilman Sikes stated that we had set aside $13,000 and we over expended.
He asked if this$13,000 shouldn't have come out of that....
The City Clerk explained that $13,000 should have been shown as expended out
of the City of Edgewater's account and the balance of that $21,619.28 should
have been shown on a separate account although the City spent the money it is
coming back in. The State owes us that money, and they have sent part of it
back.
Councilman Sikes stated that what he is trying to say is when you take this
out we have not over expended the budget, but the way it shows now we have.
There was more discussion about this. The City Clerk explained that the City
may have spent this money but it also is suppose to be set up as a receivable,
instead of being $8,600 over expended it should have been O. For example, the
Street Paving & Improvements, this money was put aside in Federal Revenue and
she thought it was coming out of Federal Revenue all of this time.
Mayor Armstrong stated that every time you paid a bill for paving, it should have
been spent out of Federal Revenue.
Councilman Sikes stated going back, he is talking about the $13,000 in the Library,
is this the same deal?
The City Clerk stated that you need to show $13,000 of the City's portion expended.
The balance of the $21,000 needs to be set up on a separate ledger page because
that money is coming back to the City from the State Library System.
It was agreed to )eave the Library account figures as they are, totaling $4,100.
The Council went on to the Shuffleboard Club House #8000, and discussed each
item in the account.
Councilman Shell explained what he feels will need some maintenance in the future.
It was decided to put $170 in the Materials for Maintenance, $255 for Electric,
$175 for Water and $100 for Miscellaneous.

Building Inspector #900
The Council discussed each item in this account.
Mayor Armstrong stated that this is a trickey item because of the commi~sion
type job.
There was discussion about how much new building is going to go up in the
next year. (There was quite a bit of discussion on this account, however
the actual figures were never stated for each item.) The telephone item
was marked out completely to be added in the non departmental category.
At this time there was, discussion about the park and pier area and the work
that could be done there.
The City Clerk asked the Council what they think about the figures in the
Park Maintenance & Recreation - #1100.
There was more discussion about what should be done at the pier.
Some of the figures were changed, totaling the account at $7,000.
The Council went on to the Sanitation Department - #1200, and went over each
item in the account.
The City Clerk explained that she put $1.00 in each of those accounts, because
you never know what is going to happen. We may have to take over the garbage
again and we have to be prepared for what might happen.
These figures were agreed upon as they are.
Sanitary Landfill - #1300
Mayor Armstrong explained that this should be raised a little.
The City Clerk suggested adding a #1305 as Sight Maintenance and Beautification.
It was agreed to put $12,500 in this category.
Mayor Armstrong explained that it will only take one more meeting to finish
this through for the first time.
Councilman Sikes made a motion to adjourn, being seconded by Councilman Shell.
Said motion CARRIED.
