SPECIAL BUDGET WORKSHOP
July 27, 1977
Acting Mayor Dietz called the special budget workshop of the City Council
of the City of Edgewater, Florida, to order July 27, 1977 at 7:30 P.M.

Acting Mayor Dietz stated that what we are going to do tonight is go over the
priliminaries and get this started. He said that we should go over what we
had in revenues last year and what we received this year to give us some idea
of where we are ending up at.
The City Clerk stated that according to law you should have the three fiscal
years last, is the way that it is worded. She explained that these are in
the folders that she passed out.
Acting Mayor Dietz stated that we should start out with what we are going
to anticipate in increased tax revenue this year.
The City Clerk explained that this year we can anticipate $222,204.00 on a
reduced rate of 5.678millage. Last year we anticipated $197,000.00 and we
will collect that much. She explained that in the year's past she has
assumed that we will get what they tell us that we should get.
Councilman Dietz stated that according to the newspaper we are suppose to
have an increase of $17,000.00 on State Revenue this year.
The City Clerk stated that this is correct.
The Council began looking over the paperwork that was given to them, and the
Clerk answered some questions about these figures.
The Council read over the list of revenues.
There was discussion about the anticipated construction for the next year.
The City Clerk stated that our Building Official has anticipated $20,000
in building permit fees if the construction stays up. She said that $7,000
is probably a good figure onfue electrical permits, $3,000 for plumbing permits,
$4,000 for mechanical permits. She explained that if we don't collect these
revenues we also won't have the expense portion.
The City Clerk stated that the occupational licenses will go to about $3,500,
the beer and wine should be $2,000 because we don't have that many new estab-
lishments.
Chief Baugh stated that $10,000 should be put in for fines and forfeitures.

The City Clerk explained what the miscellaneous items are.
The discussion went back to the plumbing figure, and it was changed to $4,000
The electric figure was changed to $8,000, building permits were left the same,
and mechanical was changed to $3,000.
$10,000 was put in miscellaneous. $17,000 was decided to be a realistic figure
for the taxes, $55,000 for franchise rebate.
The City Clerk stated that the monies collected for the community center does
not even pay for the air conditioning. $850 was put in here
Councilman Dietz suggested that we switch the garbage and trash into the utilities
department. Take it out of general government all together. It was decided to
leave this for now.

The City Clerk stated that $1,800 is a good figure for office rent.
There was discussion about the mobile homes, and it was decided to leave this
at $7,000.
The City Clerk suggested $31,200 for the State Revenue Sharinq. It was also
decided to leave the County occupational licenses at $4,000. -
It was decided to discuss the CETA funds at the next workshop.
Councilman Dietz stated that from what we have figured so far we will collect
$67,333. more than we anticipated last year. Or we anticipate that much more.

Councilman^stated that the City Clerk should look into the CETA Funds, the
LEAA Funds, an anticipated surplus, the County Licenses.
There was discussion about the Garbage surplus. Councilman Dietz stated that
we have to check with May, Zima about this, because it will probably have to
be taken out of the budget.
Councilman Dietz asked Councilman Sikes about the meeting with the employees
in regard to the pension plan. Councilman Sikes explained that the majority
favored the non contributory plan. He said that he would suggest that the
City go with the non contributory plan, we are talking about $36,000 approxi-
mately. He stated that he explained to the employees that there would be little
chance of raises if the City had to budget this money for a plan like this.
Also, he stressed that his remarks were only from one member of the Council,
and it would have to be up to the entire Council to make a decision on this.
Councilman Dietz stated that once we get into a pension plan with the employees
we will have to stay with it.
There was more discussion on this.
Councilman Dietz stated that it is time for Edgewater to have a City Manager.
He stated that other Cities who have City Managers are getting more money
and the managers are paying for their salaries over and over. He suggested
that we hire a City Manager/City Clerk combination and put Sue into the position
of Finance Director and Personnel Director.
Councilman Dietz suggested that we hire Mr. Woods on a salary, giving him an
office and a secretary, he will be on call to check all of the zoning and
the permits and the legality of the whole thing. He added that he has spoke
to Mr. Woods about this, and he could do this. He would be at the City's
call full time, he would attend all of the meetings, he would get no extra
money, it would be on a straight salary.

Councilman Sikes asked how we could do this as well as think about hiring
a City Manager?
Councilman Dietz stated that if we can get a City Manager who knows what
he is doing he will keep an attorney busy getting grants and so on. We
are losing a lot of revenue that we should be getting. He added that we
should look at the money we have put out to Briley, Wild or May, Zima to
apply for these things. He went on to explain that he feels that we could
save a lot of money this way.
The City Clerk stated that before we go on if anyone has any questions and
knows things that they are going to want for the next meeting, let her know
before the meeting starts and she will have it ready.
Councilman Sikes stated that unle~ we can certify the funds for this May,
Zima contract he is not going to vote, or it shouldn't even come up for a
vote. He went on to say that we should get these things taken care of,
also we have obligated monies to the Library.
The City Clerk explained this.
There was discussion as to when the Council will meet again to discuss the
budget. It was agreed that we will bring this up again at the regular meeting
Monday night.
Councilman Sikes made a motion to adjourn this workshop, being seconded by
Councilman Shell. Said motion CARRIED.
