CITY COUNCIL OF THE CITY OF EDGEWATER Meeting Held December 8, 1977 Mayor Christy called the meeting of the City Council of the City of Edgewater, Florida to order at 7:30 P.M. on December 8, 1977 in the Shuffleboard Courts Meeting Room. This meeting was a continuation of the Regular Council Meeting of December 5, 1977 recessed to this date. ROLL CALL Mayor Robert H. Dietz City Attorney Judson Woods City Clerk Sue Blackwell Police Chief Earl Baugh Present Present Present Present Present Present Present Present Mayor Christy announced that this was a primarily between the Fire Depar~ment, Civil Defense, County and the Council. the County Manager Mr. Hetrick. Mr. Hetrick talked about the development of a district around Edgewater on a Municipal Service or Fire District basis. The County would contract with Edgewater to provide fire services and rescue services . special meeting Rescue Service, The Mayor introduced There was discussion about the problems in relation to setting up these services. There will be a meeting in Deland December 15, 1977 at 2:30 P.M. Mr. Hetrick continued by saying that it would be desirable for the City of Edgewater, their Fire Dept. and their Rescue Service to advise the County Council as to what conclusions they have come to cancerning this proposed ser~ice. The issue of the Municipal Service District as opposed to the Fire District has become a key issue. If the Municipal Service District is not acceptable possibly it could be designated as a Fire and Rescue Service District. Councilman Dietz said that the difference between a plain Fire District and a Municipal Service District was not entirely clear Mr. Hetrick said that the County Charter provides that the County - Council may create under certain procedures an entity known as a Municipal Service District and within that concept they can go up to the maximum millage provided for up to 10 mills and may provide any of the municipal services that they want to provide as decided by the Council and the people, whether it is Fire, Water or Police, etc. any of.the range of municipal services. If we were to create an Edgewater Municipal Service District and it was decided that. we would only provide Fire and Rescue at this time then at some later date, The County Council wanted to provide additional services, either in contract with the City of Edgewater or on their own, they could add these services because they have total flexibility. If we create a special purpose district such as Fire or Rescue and it is .spelled out that this District is created only for this purpose 'it does not give any leeway to add additional services. - "'"t, ". ," o o --' " Councilman Sikes asked what would happen if the County wanted to extend the type of services available would the City be able to bid on a contract for these additional services? Mr. Hetrick said he assumed this would be true. The Fire Chief said that the budget figure they would give the County would be for equipment, buildings and extra equipment necessary to start a new district. There was further discussion about the amount'of millage necessary to support this program. Mr. Hetrick suggested that the City present a complete package to the Council with the information necessary to help make a satisfactory decision. Councilman Rotundo asked if there was a figure on the number of families that would benefit from this extended service. There is a report on the assessed value of the area. approximately 2260 parcels of land. There are 18 There was more discussion concerning the area that would be covered by this service. This is scheduled to start October 1, 1978 if it is acceptable to the C6u~ty and the City of Edgewater. Councilman Dietz said that he felt the best way to present this to the County Council would be tO,show them they will get something in return for their money. The plan is spread out over 5 years, if we do this a year at a time they cannot get the service they are demanding. The City of Edgewater would be in a position to enter into a contract with the County for a deal where we could go out on a bond issue and buy the first three years of equipment (appro~. $150,00Q). The County would give us a contract guaranteeing that that will be amortized so that money would be guaranteed for the five year period. The City of Edgewater has to obligate itself for operating and mai~tenance. The City of Edgewater will be in a better position next year financially to do this. He believes we can convince the County that this will work and we would then be able to go ahead and get the equipment and get started on the program. Councilman Sikes said that we cannot expect the citizens of Edgewater to pay for any services to residents of the County. The City Clerk said that there are certain items that must be taken into consideration such as who will own the equipment, insure it, audits the records a~d pays for the audit and who will the contract be with? The contract will be with the City of Edgewater. Mr. Hetrick said that in the case of Deland the equipment will be purchased with County Tax money. The titles will be in the County's name with a provision in the contract for a revertance of the title to the City (in case' of annexation for example) at no charge because it has already been paid for by tax money. The County will carry the insurance. Councilman Sikes said that in that case no resident of the City would pay tax money to pu~chase this equipment. 2 .. '\.. ... ~ C,) Mrs. Bevel said that the Rescue Squad had only recently learned that the County was considering adding their service to the District.. They have not been able to get all their figures together yet. .' Mayor Christy asked Mrs. Bevel if she could have some budget figures ready before the County meeting next week? Mrs~ Bevel said she could. Tape 2 Councilman Sikes asked where the building to house the new' units would be built. Mr. Hetrick said this could be agreed upon between the County and the City. There was more discussion concerning the type of plan that the City could present to the Council. Tape 2B Councilman Dietz made a motion that the Council should set up a formal contract for the City Council to have Monday night and put it in a form of a Resolution for the meeting on Thursday with the County. The motion was seconded by Councilman Rotundo. Upon roll c-.all the motion CARRIED 5-0. The Council will have a special meeting on December 29 to discuss the antirecession funds at a Public Hearing. The Public Hearing will be at 7:00 P.M. and a regular Council Meeting will be at 7:30 P.M. on December 29, 1977. Councilman Sikes made a motion to adjourn. Councilman Shell seconded the motion.
