11-19-1977 - Special o . u ~ - CITY COUNCIL OF THE CITY OF EDGEWATER SPECIAL MEETING November 19, 1977 Mayor Christy called the special meeting of the City Council of the City of Edgewater, Florida to order at 10:00 A.M. in City Hall. The purpose of the meeting was to consider bids from insurance companies for a comprehensive hospitalization and life insurance program for City employees. ROLL CALL Mayor Robert H. Sikes Councilman Zone 4 City Attorney Judson Woods City Clerk Sue Blackwell Police Chief Earl Baugh Present Present Present Present Vacant Absent Present Present The Mayor, pursuant to Charter regulations called this special meeting of the City Council for the purpose of discussing and acting on bids received on hospitalization insurance for the City employees. Various insurance companies had presented their bids to the Council prior to this meeting. Councilman Sikes stated that over the years many people had lost money they paid in premiums when insurance companies went bankrupt. He personally could not vote for insurance from Blue Cross/Blue Shield when their representative on T.V. state that without a rate increase the company will go bankrupt. He wants to rule out Blue Cross/Blue Shield. The other companies represented were Prudential, Aetna, Crown, Liberty National and Time. Councilman Sikes said that as a matter of record, since the form comparing the various insurance bids had been prepared by Mr. Asherl of Prudential he wanted to be sure all the other insurance repre- sentatives concurred with the form. The various representatives stated that they agreed with the form prepared by Mr. Asherl and that it was according to the policies submitted for consideration. The representative of Blue Cross/Blue Shield spoke about the bankruptcy question and indicated that it was basically a situation where the company had received unfavorable news coverage and over- reaction to a problem that dealt solely with policy holders on an individual basis and companies with fewer than 5 employees. There was a lengthy discussion between the Council and various representatives of the insurance companies. All bids were examined and compared. The insurance representatives presented their plans for hospitalization insurance. The recommendation was made that in the future perhaps a contract be made for longer than a one year period to avoid unnecessary paper work and the transition period. Councilman Rotundo made a motion to accept Prudential. There was no second. Councilman Sikes made a motion to accept Aetna. Councilman Shell seconded the motion. Upon roll call the motion did NOT carry. j ., o u t( .r Councilman Rotundo and Mayor Christy voted NO. Councilman Rotundo made a motion that the Council accept Prudential. Councilman Sikes seconded the motion. Upon roll call the motion CARRIED 3-1. Councilman Shell voted NO. Councilman Sikes made a motion that the City will pick up the increased portion of the family benefits. Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 4-0.
