CITY COUNCIL OF THE CITY OF EDGEWATER
SPECIAL JOINT PUBLIC HEARING
WITH THE ZONING BOARD
November 16, 1977
Mayor Armstrong called the Special Joint Public Meeting with
the Zoning Board and the City Council to order November 16,
1977 at 7:30 P.M. in the Community Center.

Chairman Wolfe stated that the purpose of this meeting was
to consider permitted uses in I-I. Present zoning of subject
property is I-I, it is located on Old County Road between the
intersections of Ocean Ave. and Snider St. near the Coronado
Trucking Company. The property has a dimension of 406.5 feet ad-
joining the road and an average depth of 316 feet, with an area
of approximately 2.89 acres. It is proposed that the following
use be established on the property in addition to existing permitted
uses: 1. Metal Plating Shop
2. Machine Shop
There is a new structure a fifty foot by one hundred foot metal building.
The application was made out by W. K. Robinson, who has been duly
sworn on this application and is representing Mr. Kenneth May.
Property owners in the immediate have received registered letters
concerning this proposed change in permitted uses. The Board will
listen to those property owners after they have heard a presentation
from Mr. Robinson or Mr. May concerning what they are proposing to
do on their property.
Mr. Heavner, representing Mr. May, made a brief presentation.
This particular property is 2.89 acres and has been zoned I-I for
a period of some 15 years. There is a 5500 ft. building on the
property now fully insulated, enclosed and air-conditioned. The
request is to added uses within this building: a metal plating shop
and a machine shop. Since the Coronado Paint Co. fire the company
has embarked on an attempt to rebuild a far superior building. This
particular section I-I which is in your basic industrial area within
the City of Edgewater and under the Zoning Ordinance certain permitted
uses are allowed in this area. It is obvious that the City cannot
name every possible use in an area, they can merely establish guide-
lines. The request by Coronado Trucking is in keeping with the
spirit of the I-I permitted uses. The machine shop will consist of
small lathes molding certain types of materials,

Mr. Arnett who is going to operate the machine shop was introduced.
He said that there would be no smoke or noxious odors produced
by the shop nor would it be visible by surrounding neighbors.
He also stated that there would be no combustible materials stored
here.
Councilman Sikes asked Mr. Arnett if he had already been operating
the same type of business in the Atlantic Machine building.
Mr. Arnett said yes he had for about 5 years.
Mr. Mackie asked if this would just be a machine shop for molds
or containers.
Mr. Arnett said it would be molds for the rubber industry.
Mr. Mackie asked if there was any intention of making other kinds
of containers.
Mr. Arnett said no.
Mr. Heavner continued by saying that the second use for this
building would be a metal plating shop. Mr. Jarvis, the manager
could not be at the meeting, but Mr. Arnett is also familiar with
that operation.
Mr. Arnett said it is a chrome plating shop, no machinery just tanks
and the dipping of whatever is being plated into the various tanks.
There would be no odors, or smoke or gaseous fumes from this operation.
Mr. Mackie asked what they would be chrome plating onto.
Mr. Arnett said he did not know that much about the operation.
Mr. Mackie asked if they would use acid tanks.
Mr. Arnett said there would be no acid.
There was a discussion about some use of chromic acid. This would
be used in such a mild solution that it could be applied by hand.
Any waste material could go into City sewers safely.

Audience participation:
Discussion about cleaning operation. Opinion given that there will
be some fumes and a problem with dumping waste materials.
Mr. Gross said that he felt that this operation could create a
problem in our sewer system. He believes this operation should be
checked more thoroughly before they allow this business.
There was more objection from members of the audience concerning
noise and air pollution. The use of more trucks on roads near the school.
Mr. May said that any problems with trucks or the use of the road
near the school have nothing to do with the new businesses in this
building. He further stated he had given the City a right of way
through to OJd County road for the school.

Mr. Armstrong concurred with Mr. May that he had given the road
and some property to the City.
Mr. May continued by saying that he had built his paint factory to
specifications made by City, County and State and he probably has
the safest paint factory in the world. This new building also meets
all specifications as far as safety factors are concerned. He
wouldn't be asking to put additional businesses in the City if he
didn1t feel it would be an asset. The businesses that are requesting
permitted uses are both small businesses but important to the people
who want to open them. If at any time he felt they were creating
hazards he would not permit them to use his building.

Mr. Westfall who said he lives just south of the new building
says that he thinks this request should be looked at favorably
by the citizens of Edgewater.
Mr. Jarvis, who will manage the chrome plating shop arrived at
the meeting.
Mr. Jarvis described the type of business that he planned to
operate in the building owned by Mr. Mayas a small industrial
business with no overflow OT discharge from tanks. There will
be some fumes because OSHA requires exhaust fan but it will
dissipate in the air. He will have one tank and one small tank
for water.
Mr. Jarvis was asked if he had any plans for expansion.
Mr. Jarvis answered that he was semi-retired and did not plan to
take on too much work.
It was established that there was a buffer zone between the
building and residential area and a sufficient parking area for
the employees.
The license would be in the name of the people operating the
business. They will rent the space from Mr. May.
Mr. Wolfe restated that this request was not a zoning change
but a request for additional permitted uses in an I-I area.
He said that the Zoning Board would meet the following Tuesday
and then send their recommendation to the City Council.
The meeting was adjourned.
