Mayor Christy called the Public Hearing to order at 6:30
P.M. in the Community Center. The City of Edgewater proposes
to rezone B-5 to add "Food Processing" as a permitted use.

Mayor Christy asked that any members of the audience that
were opposed to this rezoning speak first.
There was a question as to what this rezoning would mean
tQ the B-5 area.and where these areas were located.
Mayor Christy explained that there were three B-5 areas
within the City limits. One area is where the Winn-Dixie
Store is, another area is on U.S. one to Old County Road
between Park Ave. and Pearl St. and the third is near the
entrance to Florida Shores. Most B-5 areas are shopping
centers. The term "Food Processing" could be misleading
since many business such as food stores, restaurants,
pastry stores, paints stores, etc. are all processers and
it should not be determined as only food processing. He
would suggest that perhpas the Council can delete the word
"food" from this proposed rezoning.

The City Attorney said that he believed originally the
recommendation from the Zoning Board was for "Food Processing -
Honey Only".
Doug McGinnis spoke to the Council stating that the Tropical
Blossom Co. would be adding on to their warehouse. They are
presently engaged in both retail and wholesale sales but the
wholsale sales are a much higher volume.
Mr. Mackie of the Zoning Board arrived at the meeting.
Councilman Dietz said that possibly it would clarify the issues
if the rezoning was for "Food Processing" excluding livestock
and slaughter' houses.
The City Attorney said that was a good idea.
Mr. Mackie, Zoning Board, stated that their original request
for Food Processing, Honey Products Only, was not In the opinion
of the Board, discriminating since Mr. McGinnis already ahd
an established business in that location. He would prefer to
use Processing Honey Products Only.

The City Attorney said this would be very limiting. He
believes Councilman Dietz's suggestion would be better.
Mrs. Wetzel spoke. to the Council. She has nothing against
the Tropical Blossom Co. increasing the size of their buildings,
but she does believe that this place should be kept in a
desireable manner. The place is not kept up properly now and
does not make the neighborhood look very good.
Mr. McGinnis said that the company is taking steps now to
clean up the area.
Councilman Dietz said that he believed this rezoning is
necessary because this is an established firm and if it
is not taken care of now the company could have more problems
in the future.
Councilman Rotundo made a motion that the Public Hearing be
adjourned. Councilman Shell seconded the motion. Upon roll
call the motion CARRIED 4-0.

APPROVAL OF MINUTES
Councilman Rotundo made a motion that the Council approve the
minutes of the May 1, 1978 Council Meeting. Councilman Shell
seconded the motion. Upon roll call the motion CARRIED 4-0.
BILLS AND ACCOUNTS
Councilman Dietz made a motion that the Council approve the
bills for payment. Councilman Rotundo seconded the motion.
Upon roll call the motion CARRIED 4-0.

SPECIAL REPORT by George Ladhoff, Planning Board
Mr. Ladhoff spoke to the Council about the seminar he attended
in West Palm Beach concerning the writing and preparation of
grant applications. There is no mystery in writing applications
of grants. It is strictly a matter of standardizing, systemizing
and storing routine data and information usually and repeatedly
required in each and every grang request. There are 12 basic
components necessary in the preparation of grant applications.
If these are reviewed and followed carefully, in the preparation
and writing for a grant, a grant should be a relatively simple
matter. Relating this information to the particular problem
here in Edgewater, most important is the lack of qualified
manpower to perform the necessary clerical duties, such as typing,
filing and collating the research data toward preparing and
stockpiling for all future grant applications is a monumental
job and this cost must be weighed against the time to accomplish
a given goal. He assumes that the City has depended largely
on the assistance of firms like Briley, Wild to help compile
the necessary information to comply with the requirements of
the grants we have sought. A quick review of these applications
would reveal cost versus results. Until the City of Edgewater
can develop its own sources of researched material, such as
an up-to-date census as an example, it would be, in his opinion,
foolhardy to attempt to write grant applications with the
City's present staff. However, with so' many lucrative and
beneficial grants coming available to cities our size during
the next 30 months, as an interim measure, it might be wise
to obtain the services of these professionals such as the
Grantsmanship Institute, who Mr. Ladhoff understands will write
as few or as many grant applications as we desire for an over-
all fee of $2400 per year. This seems most practical until such
time as the City is in a position to write its own grant
applications.
Mayor Christy asked the Council if they had any questions to
ask Mr. Ladhoff.
Councilman Dietz asked if this Grantsmanship Institute would
keep the City informed of all the grants available.
Mr. Ladhoff said that they would and also they would do any
research necessary, they are a national organization. He
believes it should be looked into.
Mayor Christy said that he thought Mr. Ladhoff should get more
information on this institute for the Council.
Mr. Ladhoff said that he would report back to the Council.
COMMUNICATIONS
COORDINATORS REPORTS
Councilman Rotundo said that he had received a request from
the Police Chief for permission to attend the 1978 Annual Police
Chief's Conference in St. Petersburg, June 25 through June 29.
Councilman Rotundo said he believed $200 should ,be given to the
Chief to cover the cost of this conference.
The Council discussed sending the Police Chief.

Councilman Rotundo made a motion that the Council authorize
the Police Chief's attendance at the Conference June 25 throuqh
June 29. ' Councilman Shell seconded the motion. Upon roll -
call the motion CARRIED 4-0.
Councilman Rotundo also had a request from the Fire Dept.
They have an opportunity to buy a piece of property adjacent
to the Fire House, it is 95 x 100. The property belongs to
Mr. McCallister who is asking $6500, but he does not want the
money at the present time. The City could make arrangement
to pay for this land.
The City Attorney said there might be a problem of entering
into an agreement that would mean mortgage payments extending
more than 12 months. However, there could be an agreement
that if there is a default by the City, the seller would not
come in and try to seek a deficiency judgement if we entered
into a mortgage agreement than perhaps we could bo ahead and
buy it.
Councilman Rotundo made a motion that the Council notify Mr.
McCallister that the City of Edgewater Fire Department and
City is interested in Lot 2 W 30 ft. lot 3 Edgewater Shores
Subdivision Unit No.1 as shown on map book 8, page 271 of
the Public Records of Volusia County, Florida. Councilman
Dietz seconded the motion. Upon roll call the motion CARRIED
4-0.
The City Attorney will work with the Fire Chief on working
out legal arrangements. Possibly a letter of intent.
Councilman Rotundo also called the Council's attention to
two certificates received by Sandy Davis and Ruth Garvey
for a course on the FBI tele-communications. He said they
should be commended for this.
Councilman Shell had no report at this time.
Councilman Dietz told the Council that so far this month
we have had 8 new housing' starts. The City is growing fast.

The City Attorney asked the Police Chief for a copy of the
report and he will see if he can get something done about this.
He will talk with the State Attorney's office.
A representative of Tomoka Refuse came to see the Mayor today.
The complaints are still too numerous. He would like the Council
to give serious thought to finding an alternative to the trash
disposal problem.
The Mayor asked R. Diamond, City Planner, to speak to the Council
about the bike path.
Mr. Diamond said that the County has agreed to give us the
material to build a bike path from Indian River Blvd. to Turgot.

Mayor Christy asked Mr. Nichols, Civil Defense Director, to
report on the conference he recently attended.
Mr. Nichols presented the Mayor with an up-to-date telephone
book on all Florida agencies in all cities. He told the Council
that the seminar was very informative. They attended a seminar
held by the railroad on hazardous material and he recommends
that Fire Department and Police Department personnel attend
one of these seminars, it could be most helpful in case of
a railroad accident. He has the dates of future seminars and
applications and hopes the Council would authorize attendance.
Unfortunately, it was impossible to meet with legislators since
they were in session at the time. There will be at least two
more seminars during the summer. One seminar will be funded
by the State, the other Mr. Nichols will attend at his own
expense.
The City Attorney Judson Woods spoke to the Council about
a title matter concerning Mr. Herbert Blaun. Mr. Blaun
was in the audience. Mr. Woods said that as he understood it,
this was a survey prepared by Mr. Corey and this particular
parcel of land which lies East of Riverside Drive was deeded
to Mr. and Mrs. Blaunfrom the trustees of the Internal Improvement
Fund at that time which is now the Dept. of Natural Resources.
Mr. Blaun also owned the property on the other side. Mr.
Blaun is asking that the City sign a disclaimer for any submerged
lands on this property.
Councilman Dietz made a motion that the Council authorize
the Mayor to sign the disclaimer to Blaun property. Councilman
Rotundo seconded the motion. Upon roll call the motion CARRIED
4-0.
The City Attorney also told the Council that he is supposed to
meet with Mr. Kenny Baker, County Attorney, on Monday afternoon
to discuss the City contract with the County for the Fire and
Rescue District.
PROCLAMATIONS
The Mayor issued a proclamation naming May 7 through 13, 1978
National Hospital Week.
RESOLUTIONS
The City Attorney read Resolution No. 796.

STREET PURPOSES IN THE CITY OF EDGEWATER, FLORIDA; REPEALING
ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE

Councilman Shell made a motion that the Council adopt this
Resolution. Councilman Rotundo seconded the motion. Upon
roll call the motion CARRIED 4-0.

OR RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE
DATE.
Councilman Rotundo made a motion that the Council adopt this
Ordinance. Councilman Dietz seconded the motion. Upon roll
call the motion CARRIED 4-0.
Ordinance 1010.

FLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
Councilman Shell made a motion that the Council adopt this
Ordinance. Councilman Rotundo seconded the motion. Upon roll
call the motion CARRIED 4-0.
The second reading of these ordinances will be on June 5, 1978.
The Mayor announced that there would not be a Council meeting
on May 29, 1978 because it was a holiday.

F.E.C. Grade Crossing: The work on the grade crossing is almost
completed.
The Council discussed the possible cost of this work and who
would be responsible. The Attorney will study any contracts
the City may have with the F.E.C. to see who is accountable.
Lease for school land: The Mayor is working to get a layout of
planned use of this land to present to the School Board.
Bike Path: Mrs. Webber spoke about the final plans for the bike
path. She requested that the County contact Mr. Shell about the
necessary materials for completing this work.
Summer recreation: The Mayor presented the Council with a
preliminary list of summer recreation plans for youth and adults.
There was a list of planned activities and"possible charges and
cost for these" activities.
The Council discussed the problem of funding this programi.
Councilman Dietz said we should be entitled to some money from
the County for this type of program.

Mayor Christy said that the Edgewater School has a small
summer program and they receive County assistance.
Councilman Dietz made a motion that the Council table this
until the April budget comes out. Councilman Rotundo seconded
the motion. Upon roll call the motion CARRIED 4-0.
NEW BUSINESS
The Council continued the Public Hearing on rezoning B-5.
Councilman Dietz made a motion that the Council authorize
the City Attorney to draw up an ordinance adding to permitted
uses in B-5 "Food Processing" with the stipulation that there
will be no slaughtering or livestock permitted. Councilman
Rotundo seconded the motion. Upon roll call the motion
CARRIED 4-0.
Police Chief Baugh said that he had called the New Smyrna
Beach-Edgewater Chamber of Commerce to request additional
Edgewater City Maps. He was told that they were not going
to print any more maps of Edgewater, but that they would
be revising the New Smyrna maps with a portion of Edgewater
and would supply Edgewater with all of those maps we wanted.
We needmore maps and they should be maps of Edgewater.
Mayor Christy said that he would bring this up at the next
Chamber of Commerce meeting.
Councilman Shell made a motion that the meeting be adjourned.
Councilman Dietz seconded the motion. The meeting was
adjourned.
