Sikes gave the invocation. SALUTE TO FLAG APPROVAL OF MINUTES Councilman Sikes made a motion that the Council approve the minutes of the April 17,20, and 24 meetings. Councilman Shell seconded the motion. Upon roll call the motion CARRIED 5-0. BILLS AND ACCOUNTS Councilman Dietz made a motion that the Council approve the bills for payment. Councilman Shell seconded the motion. Upon roll call the motion CARRIED 5-0. COMMUNICATIONS C. Murphy - Report and Bill The City Clerk read a memo from the Building Inspector stating that during the month of April the Building Department processed 56 permits. The Building Inspector also submitted a bill for $2,334.80. Councilman Shell requested that in the future the names and addresses of the people who were issued permits be included in Building Department report. Councilman Sikes ma~e a motion that the Council approve the bill for payment. Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 5-0. COORDINATORS REPORTS Councilman Rotundo: Officer Dennis Warren has completed a course in vehicular homicide course. This was a 128 hour course that trains officers to handle automobile homocide cases and reports. Usually this has to be done by the State Police. There are very few officers in the area trained for this and Officer Warren is to be commended. Councilman Shell: The minutes of the last Board of Governors meeting stated that Mr. Williams, custodian, was not a resident of Edgewater. This is an error and should be corrected. .: .- (.) o Councilman Sikes: Welcomed back Mrs. Blackwell. Thanked Mrs. Blazi for extra work done during City Clerk1s absence. City Hall has hired a new office worker through the CETA program. We should have all budget reports ready by next week. Sue Blackwell told the Council that Mr. Sigmon had accepted a promotion at his present place of employment and was not available to work for the City. Councilman Sikes said we should advertise again for this position. Councilman Dietz: Arrangements are being made for the dinner honoring the Boards. It will be May 17 at the Nice Place at 6:30 P.M. Nancy Blazi will be in charge of reservations. Mr. Ladhoff has returned from the seminar on grants and will report to the Council next w~ek. The Water Dept. needs a new truck. They will be hiring extra people to keep up with the work. Councilman Dietz made a motion that the City go out for bids for a 1 ton cabin chassis with utility bed. The bids must be back at City Hall by May 22, 1978 at 4:00 PM. Councilman Sikes seconded the motion. Upon roll call the motion CARRIED 5-0. The money will come from Capital Improvements. ~1ayor Chri sty: The employees had a farewell party for Pete Reams who retired after 17~ years with the City. The City needs a recreation program for the summer. Councilman Sikes suggested contacting Don Travis for assistance in setting up a program. The possibility of County funds for this program was discussed. Councilman Sikes made a motion that the City enter into a summer program for youth and adults, that Mayor Christy should begin to set up a program and submit, at a later date, the amount of monies that will be necessary. Councilman Shell seconded the motion. Upon roll call the motion CARRIED 5-0. Mayor Christy also asked the Council to consider a raise in salary for the City Planner. Mr. Diamond puts in a great deal of overtime and attends many extra meetings. He should be compensated for some of this. Councilman Sikes requested that the City Clerk check into anti- recession money to see if there might be some extra that could be used for a salary increase. Mayor Christy also spoke about a contract with the School Board to lease land near Edgewater Ele~entary for recreational purposes. Council will study proposed contract and discuss next week. PROCLAMATION Mayor Christy issued a proclamation for Municipal Clerks Week. RESOLUTIONS City Attorney Woods was absent and Resolution No. 796 was not read. ORDINANCES City Clerk read the second reading of Ordinance 1006. AN ORDINANCE REPEALING SECTION 35 OF THE CHARTER LAWS OF THE CITY OF EDGEWATER, FLORIDA, PERTAINING TO ABSENCES FROM COUNCIL MEETINGS, REPEALING ALL ORDINANCES OR RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. 2 . .... Q o Councilman Dietz made a motion that the Council adopt this Ordinance. Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 4-1. Councilman Sikes voted NO. i Due to the absence of the City Attorney, Ordinance 1008 was not given a first reading. OLD BUSINESS Shell report on FEC Grade Crossing: It does not appear that any work needs to be done. Mayor Christy said he did not believe we had authorized any work to be done by the railroad. Councilman Shell. will check on the work-when "it is completed. Employee on~the job injury. The Council discussed giving some of the benefits listed in the PBA contract to the other City employees. Councilmari Rotundo made a motion that the City Attorney be authorized to draw up an ordinance or resolution giving the benefits in article 12 to the other City employees. Councilman Shell seconded the motion (for discussion). Councilman Dietz said that the Attorney should be there to advise them. After a lengthy discussion, Councilman Shell withdrew his second and Councilman Rotundo withdrew his motion. The subject will be discussed next week. R-3 to add duplexes as a Special Exception. Councilman Shell made a motion that the Council adopt the recommendation of the Zoning Board and add duplexes as a Special Exception if there is an existing duplex already there, then a new one may be built, if it is within 50 feet of the existing duplex. This includes right of ways. Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 5-0. R-4 to add duplexes as a permitted use. Councilman Dietz made a motion to adopt the recommendation of the Zoning Board and add duplexes as a permitted use in R-4. Councilman Shell seconded the motion. Upon roll call the motion CARRIED 5-0. Councilman Dietz made a motion that the Council authorize the City Attorney to draw up the necessary ordinances for these two zoning changes. Councilman Shell seconded the motion. Upon roll call the motion CARRIED 5-0. Councilman Sikes said that he would be out of town for the next three meetings and requested that he be excused from the meetings. Councilman Shell made a motion to adjourn. the motion. The meeting was adjourned.
