03-13-1979 - Workshop (~ ., u <) AD ['TED CITY OF EDGEWATER CITY COUNCIL WORKSHOP MARCH 13, 1979 Mayor Christy called the City Council workshop to order at 6:30 P.M. in City Hall. Asting City Clerk John Wharton City Attorney Judson Woods Police Chief Earl Baugh Present Present Present Present Present Absent Present Present Mayor Christy said that at this time the City Council did not know the exact status of Mr. Wharton's position. The first item discussed was the Street Lights. Councilman Asting said that a letter had been sent to Florida, Power and Light requesting the transfer of certain lights (14 lights) on Indian River Blvd. and distribute these lights to specified areas throughout the city. Mayor Christy said that he had obtained a price list on installation and upkeep of street lights. He gave copies of this list to the Counci 1 members. Councilman Ledbetter said that they still need a light on Virginia St. The Council discussed the difference between the cost of city lighting and private lights purchased by homeowners. Councilman Ledbetter asked when the light would be put back on the corner near Mr. Dietz's house. Mayor Christy said that the work order had been issued for this and it should have been done. Councilman Sikes said that many cities are talking about cutting back on the street lighting in the cities. This is being done to conserve energy. Councilman Asting said that some areas, based on recommendations from the Police Dept., should have street lights. We need something like 21 street lights and we only had 14 street lights that could be changed from Indian River Blvd. We need about 6 or 8 more lights to put in these specified areas. It should be possible for the city to put lights in those areas. Councilman Rotundo mentioned adding the $1.00 per $1,000. assessed value, for new construction in the citY,to build up a fund for the installation of street lights. The City Attorney said that you could set up a special fund and the money could only be used for the purpose of installing street lights. Councilman Sikes said on Light for the franchise, they are not taking it out the customer. the original contract with Florida Power and 6% was to come out of their income but of their income they are passing it on to Mr. Woods asked if there would be enough monies in the fund to pay for the upkeep of the lights as well as the installation? ~- ~ o o Councilman Ledbetter said that we would have to adjust the budget to pay for the upkeep. Councilman Rotundo said that it should be possible to build up some backlog to help pay for the upkeep. All the money in the fund will not have to go towards installation. The City Attorney said that he believes they should do some very careful studying on the cost. Councilman Ledbetter said that we are probably facing a decline in building. Councilman Rotundo said that if the building declines we would not put in as many street lights. Councilman Ledbetter wanted to know how you are going to pay for the lights that have already been put in? Councilman Rotundo said that we already budget some money for Street Lights, we may have to increase that amount. The Council will check with May, Zima to find out the best way to set up a possible fund for street lighting and also for paying the monthly electric bills for additional lights. The Council next discussed the formation of an Industrial Advisory Board. Councilman Rotundo said that he is still receiving calls from residents that are interested in this type of a board and who feel that this would be very helpful in bringing more businesses into the City. The Council discussed a possible resolution creating this board. The Board discussed available industrial areas and the proposed land use plan that may put industrial areas farther away from the center of the city. They also discussed some of the problems involving zoning within the city. The Council felt that this type of a board could give the Council a lot of assistance in encouraging industry and small businesses to come to Edgewater. The City Attorney said that it seemed to be the opinion of the majority of residents that they do not want too many businesses coming into the city. However, the city needs light industry and business and we should amend our zoning ordinance to allow any industry or business that is not truly obnoxious to operate within the city. These business operations provide money to the city to help provide more services to the residents. The next subject the Council discussed was the Animal Control Ordinance. Mayor Christy said that he would like something added to the ordinance to prohibit trapping of animals within the city. Ch~ef Baugh said that there was no State law that prohibits trapping a~lmals. If you trap them for your own use all you need is a hunting llcense. If you trap them for a business then you must be licensed by the State. You cannot use steel traps but you can trap animals. Virginia Roche, Humane Society representative, was present at the Workshop. Th~ ~ouncil discussed the stabling of horses in the City. It was the oplnl~n of those present that restrictions should be put on horses within the Clty as far as amount of room and protection from the elements. The Council also discussed the difference between kennels, pet shops, and people who merely keep a lot of pets. Mrs. Roche said that breeders of animals should be licensed. Th:r: was further discussion about kennels, licenses, etc. It was the oplnlon of those present that possibly more than 5 animals would constitute a kennel. 2 o o ,~ The Police Chief and the City Attorney will go over Council suggestions and all animal control ordinances presently in effect or those the City previously passed, in order to create a comprehensive ordinance. Due to the length of time spent discussing the previous items on the workshop agenda, the Council decided not to go through the Municipal Code at this time. The Workshop was adjourned.
