The Special Meeting was called to order by Mayor Christy at 6:31 P.M. on February 8, 1979 in City Hall. ROLL CALL Mayor Robert H. Christy Councilman Louis J. Rotundo Councilman David C. Woods City Clerk John Wharton Police Chief Earl Baugh Present Present Present Present Present Present Present Present Mayor Christy asked Councilman Asting, Coordinator for the Water Department, to make his report to the Council. Councilman Asting said that at the last Council meeting, he was asked to contact Farmer's Home Administration to inform them that Edgewater wished to install a recarbonation unit at the new water plant. This additional cost would not affect the loan or qond,issue and FmHa said that it was up to the City to make a decision on this change. Mr. Asting said that he had also contacted the Department of Environmental Regulations. The DER said they would want a copy of the prints for the water plant showing the location of where the unit would be installed. Briley, Wild can submit these prints or our City Engineer. Based on this information, Mr. Asting said that he would like to recommend to the Council that they approve the installation of this recarbonation unit. The total cost would be approximately $19,~00.00. The system, installed by Liquid Carbonic would be $6,000. That is for the control panel. The City would put in the concrete slab. The electrical work necessary for the control panel would be installed by a Layne-Atlantic subcontractor. This is Briley, Wild1s proposal. If we wanted Layne-Atlantic to act as the representative whom we would contact in the event of a breakdown, they would charge us $1, 170.00. The Liquid Carbonic Co. would guarantee the control panel for a period of 90 days and if anything went wrong after the 90 day period, we would have to pay the expenses of an electrical engineer but we would not have to pay for any parts that might be required. The tank would be guaranteed for one year. The Liquid Carbonic people seemed to think that going through Layne-Atlantic would just be an added expense that was not really necessary. The Council will have to authorize a change order from Briley, Wild to Layne Atlantic to install the electrical work. There was a discussion about whether or not the Council should go out for bids. Mr. Woods said that he did not think, under the circumstances, that the City would have to go out for bids. There is a time element involved here and the City has already received three proposals on this unit. Councilman Sikes wanted to know if there was any way we could check the water plant, at this point, to see if it will give us water it is supposed to. Mr. DeGroot, City Engineer, said that the plant, up to this point, will be tested and it is the full responsibility of Layne-Atlantic to do this. -- ~. o (,J Councilman Sikes said that we have had so much trouble with the sewer plant, he is afraid the water plant may not operate as well as Briley, Wild claims it will. Councilman Asting said that we had to trust our consulting engineers. They are professional people and they have recommended the design of this plant to the City as being a good design and a good water plant. There was further discussion about the water plant and the responsibility of the consulting engineers. Councilman Ledbetter asked where the money was coming from for this additional cost. Councilman Asting said that we had the money in Fund 40 which is the revenue and operations fund. Councilman Rotundo made a motion to authorize the installation of the recarbonation unit. Briley, Wild will issue change order to Layne- Atlantic to install the electrical and the(~City will contact Liquid Carbonic to install the panel. Councilman Ledbetter seconded the motion. Mr. DeGroot asked if the City would write their own contract with Liquid Carbonic or will this be done through Briley, Wild? Mr. Woods said that he believed the City could write their own contract. Mr. DeGroot said that most of these vendors had contracts that would be difficult for a municipality to live with directly, they have to be modified. Mayor Christy said that we will make sure that the City Attorney puts his stamp of approval on any contract with Liquid Carbonic. Councilman Rotundo asked about insurance for this unit. Councilman Sikes said that the builder carries insurance until the City accepts it. He would assume that Liquid Carbonic would have their own coverage until the unit is accepted. Then this would go on the City's insurance. Upon roll call the motion to authorize the purchase and installation of the recarbonation unit CARRIED 5-0. Councilman Ledbetter made a motion to adjourn the meeting. Councilman Rotundo seconded the motion. The meeting was adjourned.
