CITY OF EDGEWATER
CITY COUNCIL WORKSHOP
December 2, 1978
Mayor Christy called the City Council WorkshoD to order at
9:00 A.M. in the Community Center.

Mayor Christy said that the purpose of this Workshop was to
discuss the present garbage problems faced by the City in
connection with their contract with Tomoka Refuse and to
consider possible alternatives for the disposal of solid
waste materials.
Mayor Christy introduced Mr. Greg Klebanoff, a representative
of Senergy which is a subsidiary of Florida Gas Co. Senergy
builds and operates incinerator solid waste disposal systems.
Mr. Klebanoff gave brochures to the Council members concerning
this type of system. He explained that it is often difficult
for municipalities to get funding to build these systems. There
has been, in the past, some lack of confidence in the technical
ability of this process to perform adequately but the company
is confident that there is no longer any risk involved and
they are willing to take on the financial burden of constructing
this system. They are willing to set up this system for the
City to operate or they would operate it for the City under a
contract. The system would be ~ost feasible if Edgewater could
combine with New Smyrna Beach and surrounding areas to use
this process. Naturally, the more tonnage brought in for dis-
posal, the more economical it will be to operate the system.
The Council discussed the environmental aspect of this type
of system. There were questions about the possible difficulty
of obtaining sufficient gas to operate the incinerator.
Mr. Klebanoff said that this type of system is definately approved
by the DER and that his company could not see any future prob-
lems for obtaining sufficient gas to operate the incinerator.
The Council discussed the disposal of certain hardware that
could not be burned. It would obviously still be necessary
to have some dumping area for this material. The heat from
the incinerator is converted into steam and there are many
potential uses for this steam to be turned into some other form
of energy possibly f6r heating and cooling nearby industrial
plants.
Mr. Klebanoff said that it was difficult to give a cost estimate
at this time until the company had more information about the
area. An average estimate is about $10.00 per ton. This includes
operatiDn and maintenance. Preliminary figures obtained by
the Company show the population of New Smyrna Beach as 16,500,
Edgewater - 5,500; Oak Hill - 1500 and the remaining surrounding area,
6,600. It has been estimated that 4~ lbs of solid waste is
generated per day, per person to come up with an overall average
of the amount of tonnage a specific population would produce.

Mayor Christy introduced Mayor Musson and City Manager Beckham
of New Smyrna Beach.
Mayor Musson said that New Smyrna Beach had a study done
on various types of disposal systems. He said that he would
bring this up before the City Commission and was quite sure
that they would be interested in getting more information
on this type of system especially if it involved both cities
and the surrounding areas.
Mr. Klebanoff explained the system in more detail to the Council.
He explained that his company would furnish figures on the cost
of the system if it was operated by the cities and the cost
if the company operated the system and worked on a contract
basis with the cities. Port Orange has installed this system
and is operating it themselves. In other areas cities contract
for the use of the disposal system. It would be more feasible
to place the disposal plant in a central industrial area and
possibly the County would also be interested in investigating
the possibilities of using a centrally located plant.
Mayor Christy said that because this was a workshon no action
could be taken at this time. The subject will be 6n the agenda
for the next Council meeting and ,the Council is obviously in
favor of getting more information on this type of disposal
system.
Members of the audience asked the Council what the plans were
for solving the present problems the City was having with
Tomoka Refuse.
The City Attorney advised that the City should enforce the
present contract to the letter.
Mayor Christy told Chief Baugh that he is to double efforts
to check on the type of service we are receiving and also
to make sure that Tomoka Refuse improves the equipment they
are presently using. There have been numerous complaints
about the noisy trucks, especially when the garbage is picked
up late at night. The late night pickups are the results of
truck breakdowns and the contract specifically states that the
Refuse Co. should use collection vehicles that are new or
first-class reconditioned equipment. All replacement or added
Collection Vehicles, shall likewise be new or first-class
reconditioned equipment. The equipment must be inspected and
accepted by the Council Designee. Mayor Christy pointed out
that the Council Designee is the Police Chief and if Tomoka
Refuse does not comply with this the Chief should give them
a citation and not let the vehicles 6perate within the City
Limits.
Mayor Christy thanked Mr. Klebanoff for appearing before the
Council. He also thanked Mayor Musson and City Manager Beckham
for taking time to come to the workshop.
Councilman Sikes made a motion to adjourn the Workshop. Council-
man Ledbetter seconded the motion. The Workshop was adjourned.
