EMERGENCY COUNCIL MEETING

September 3, 1979
Mayor Christy called the Emergency Council meeting to order at 11:09 a.m. in the
Edgewater Police Department.

Councilman Rotundo made a motion to declare the City of Edgewater in an emergency
state. Councilman Asting seconded the motion. Upon roll -call, the motion carried 5-0.
Councilman Rotundo asked Chief Baugh if all the men were on alert?
Chi ef Baugh answered, "Yes si r".
Councilman Rotundo asked about bus service.
Mayor Christy informed him they would get that started once the emergency was established.
He stated that Reverend Canova was ready to get the bus drivers started as soon as they
were notified of the emergency status.
Councilman Rotundo asked about invalids who would need transportation?
Mayor Christy informed him they would have a list of anyone needing help. Those needing
transportation should call the Police Department. He then said that as soon as the
emergency meeting was over, he would call for radio broadcasting and open up City Hall
to start using the telephones.
Chief Baugh suggested they use the Police Station instead of City Hall.
Councilman Ledbetter stated that the Police Department had everything ready to woll.
Councilman Asting suggested that the records show this was a hurricane warning, to which
Mayor Christy agreed. He then said he would remain in his home, but would be available
if needed. Also, he would see to it that the Water & Sewer Department would perform as
they should in this emergency. He further stated that he called Terry Wadsworth,
Superintendent of the Water Department and asked him to get in touch with the Superintendent
of the Waste Water Department. He informed the Council that the Water Department
personnel would help board and tape up windows, etc. Also, they had a backhoe available,
if needed.
Chief Baugh said Terry Wadsworth was on hi's way to the Pol ice Department and they had a
good supply of tape. He stated that the front windows of the Police Station were already
taped up, and asked Mayor Christy if they should start taping the City Hall windows.
Mayor Christy said that was a good idea. He thought that in view of the flooding
problems, they would use sandbags in front of City Hall. He asked if there were any
further questions?
Councilman Asting questioned that Mayor Christy called this an emergency meeting.

Mayor Christy stated that it was an emergency meeting due to the fact of a warning.
Councilman Rotundo questioned the use of Fire Department personnel.
Mayor Christy said he would like to hold them on the sidelines and use the garage
personnel because they knew exactly what to do. He said they would need the Fire Depart-
ment to open up the shelter. He questioned Chief Baugh as to whether the P.A. systems
were in order.

Chief Baugh thought 90% of the people were aware of the emergency because of T.V.
broadcasting.
Councilman Asting added that if the water system had to be shut down, people would
have to be advised in advance to draw water.
Mayor Christy asked if there was a way of getting water out of the ground without
going through the whole system.
Councilman Asting said they could probably get water at the plant.

Mayor Christy asked if the city could get water from the tower if the water plant
was dama~ed
Councilman Asting stated they had a generator to pump water if needed, and would not
be able ~o turn water back on until after the' emergency.
Mayor Christy asked Terry Wadsworth if they could get water out of the ground and
bleed off the water tank.
Terry Wadsworth assured him this could be done.
Mayor Christy then stated he would advise people of the emergency via radio. After
the meeting,.. he said they would get on with the emergency set-up. He asked for a
motion to adjourn.
Councilman Ledbetter made the motion to adjourn.
Councilman Asting seconded the motion. Motion CARRIED.
We are now in an emergency state.
